Function

The college regulates the profession of Medicine in the public interest by ensuring that individuals have access to services provided by competent health professionals, and that individuals are treated with sensitivity and respect in their dealings with health professionals. Members of the college are governed in accordance with the Medicine Act, 1991, the Health Professions Procedural Code, the Regulated Health Professions Act, 1991 and the regulations and by-laws of the college. The college develops and maintains standards of professional ethics, and promotes and develops standards for continuing competence among the members. Various committees of the College of Physicians and Surgeons function in a quasi-judicial role with respect to the suspension and revocations of certificates of registration to practice in Ontario.

Membership

Sixteen members are elected in accordance with the by-laws by the members of the college. Between thirteen and fifteen members are appointed by the Lieutenant Governor in Council who are not members of the college, members of a college as defined in the Regulated Health Professions Act, 1991 or members of a council as defined in the Regulated Health Professions Act, 1991. Three members are selected, in accordance with a by-law made under section 24.(1), from among members who are members of a faculty of medicine of a university in Ontario. The council elects annually a president and a vice-president from among the members.

Term

There is no limitation in legislation.

Meetings
• Four meetings of Council per year for two consecutive days. • Committee meetings range from a half day (for some operating committees) to several days. • Member specific committees often meet in panels (the Discipline Committee and the Inquiries, Complaints and Reports Committee). o Discipline panels: 20 to 80 hearing days, 2 days business meetings, 2-3 days education. Prep: 0-4 hrs, 2-6 hrs for motions and submissions. o Inquiries, Complaints and Reports (ICR) Committee: 24 to 50 panels per panel (4), 2 days for business and policy + 24-40 teleconference (1-2 hrs). Prep: 4-8 days prep per panel, 2-3 hrs for business and policy. o Executive: 7 meetings+ teleconference. Prep: 3 hrs. o Finance: 3 meetings. Prep 2 hrs. o Fitness to Practise: 1-5 days hearings (rare), ½ day business education meeting. Prep: 0-4 hrs, 2-6 hrs for meetings. o Governance: 5 meetings. Prep: 3 hrs o Patient Relations: 1 day + 7-8 teleconference. Prep: 1.25 hr. o Premise inspection: 2.5 days + 2 full-day business/policy meetings + 6 teleconference. Prep: up to 10 hrs. o Quality Insurance: 1 day orientation, 5 days policy, 1 day education, 5-6 member specific meetings. Prep 9-12 hrs. o Registration committee: 10 MSI, 2 policy, 12 panel meetings. Prep: 12-16 hrs. • Public members are required to serve on either the Discipline Committee or the ICR Committee. • Other statutory committees include Quality Assurance, Fitness to Practise, Registration, and Executive. • Public members contribute approximately 120 days per year to College activity. Proficiency with technology is essential.
