Function

The college regulates the profession of Medicine in the public interest by ensuring that individuals have access to services provided by competent health professionals, and that individuals are treated with sensitivity and respect in their dealings with health professionals. Members of the college are governed in accordance with the Medicine Act, 1991, the Health Professions Procedural Code, the Regulated Health Professions Act, 1991 and the regulations and by-laws of the college. The college develops and maintains standards of professional ethics, and promotes and develops standards for continuing competence among the members. Various committees of the College of Physicians and Surgeons function in a quasi-judicial role with respect to the suspension and revocations of certificates of registration to practice in Ontario.

Membership

Sixteen members are elected in accordance with the by-laws by the members of the college. Between thirteen and fifteen members are appointed by the Lieutenant Governor in Council who are not members of the college, members of a college as defined in the Regulated Health Professions Act, 1991 or members of a council as defined in the Regulated Health Professions Act, 1991. Three members are selected, in accordance with a by-law made under section 24.(1), from among members who are members of a faculty of medicine of a university in Ontario. The council elects annually a president and a vice-president from among the members.

Term

There is no limitation in legislation.

Meetings
Public Appointees are expected to spend a minimum of approximately 55 to 60 days per year on CPSO activities, inclusive of meeting attendance and preparation. Directors are expected to attend four Board meetings annually, each ranging from one to two days, and to be appointed to the Registration Committee and the Ontario Physicians and Surgeons Discipline Tribunal, OR the Inquiries, Complaints and Reports Committee, based on organizational need and availability. In addition, all committees hold two in-person business meetings annually. Committee service also includes onboarding and training, ranging between 8 and 20 hours, depending on the committee and the appointee’s prior experience. Generally, Board of Directors time commitment is an average of 12 days annually spent on meeting attendance and preparation; preparation typically accounts for approximately one to two days, at up to 7.5 hours/day, depending on the length of the meetings. Inquiries, Complaints and Reports Committee (ICRC) members spend 10 days per month on committee work. Panels are scheduled regularly; preparation time varies depending on case volume and complexity. Registration Committee members spend 2 days per month on committee work inclusive of approximately one virtual panel (half-day) per month and preparation. Ontario Physicians and Surgeons Discipline Tribunal (OPSDT) members spend approximately 20 days per year on OPSDT work. Hearings are scheduled based on availability and are not typically consecutive. For all CPSO work, there is flexibility in when preparation is done ahead of the meeting.

Appointees are remunerated according to Schedule A, Level 1 of the Agencies and Appointments Directive.
