Higher Education Quality Council Of Ontario (Heqco)


In 2000, Patricia Lang, of Thunder Bay, was appointed as President with Confederation College. Ms. Lang was awarded the Dean's Award at Central Michigan University for her outstanding achievement and contributions to community college education in Ontario. She holds a Master of Arts from Central Michigan University and a Bachelor of Nursing from the University of New Brunswick.


Beverly Brooks, MA (Economics), MBA, is an economist and communications professional who has held executive positions at Bell Mobility, two international communications agencies and a shareholder advisory firm. While working as the Executive Director of the Investor Learning Center of Canada (ILC), a non-profit national organization that promoted financial literacy, she led a team that developed and administered courses on investment issues. She advised several universities on how to attract and retain aboriginal students. She also negotiated royalty agreements with universities and colleges for investment courses developed by the ILC. She now manages her own communication firm which develops investor and media strategies for clients in various sectors. Prior to working for the private sector, she was employed by the federal government in Ottawa in five different departments including the department of finance where she managed the federal pre-budget consultations and advised the Minister on various policy issues including education. Beverly is an advisor to the National Crowdfunding & Fintech Association of Canada. Beverly has served as a Director for the Franite Club (Audit Committee Chair), the Empire Club of Canada (Co-Chair of the Finance Committee), the Canadian Club of Toronto (Vice President), the Ontario affiliate of the Information technology Association of Canada and Look Communications (Corporate Governance Chair). She completed the Corporate Governance course at the Rotman School of Business at the University of Toronto. She has also taken numerous securities courses at CSI Global.


Dr. Daniel Woolf was the 20th Principal and Vice-Chancellor of Queen’s University from 2009-19 and remains a Professor in the department of history at Queen’s. Woolf began his academic career at Queen’s, earning a Bachelor of Arts (Honors) in 1980 before continuing on to Oxford University where he earned his Doctorate (D.Phil’83). He returned to Queen’s for Social Sciences and Humanities Research Council (SSHRC) postdoctoral fellow in history (’84-’86), where he taught in the Queen’s history department. Following a one-year appointment at Bishop’s University he joined the history department at Dalhousie University in 1987. Tenured in 1990 he became a full professor in 1994, later serving as both Associate Dean and Acting Dean of Graduate Studies. In 1999, Woolf joined McMaster University as Dean of its faculty of Humanities and as a professor in its History Department. In 2002, he relocated to Edmonton as Dean of the University of Alberta’s Faculty of Arts and a professor in its department of History and Classics, he was reappointed as Dean in 2008. Woolf serves on the Board of Directors of the Historica Canada Foundation as is a past member of the Executive Committee of the Royal Society. He served as Chair of the Council of Ontario Universities from 2017 to 2019.


Dr. Karin Schnarr is an Associate Professor, Policy at the Lazaridis School of Business & Economics at Wilfrid Laurier University where she also serves as the Director of the Bachelor of Business Administration Programs. Dr. Schnarr received a PhD in strategic management (focused on corporate governance) and an MBA from the Ivey School of Business at Western University, a master’s degree in English Literature from Queen’s University and bachelor’s degrees in English Literature and Science from the University of Waterloo. She previously held senior roles in the Ontario government as well as senior positions in the private sector. She has served on a several national, provincial and local boards related to education, health care and judicial issues and is an active volunteer at Laurier with students and her peer community. Dr. Schnarr grew up in Waterloo and resides in Kitchener with her partner Josif and their two daughters.


Deborah Dubenofsky is an accomplished senior executive and public affairs professional with extensive public and private sector experience. Deborah recently served as Vice President Finance and Administration and Executive Lead for campus expansion for Wilfrid Laurier University, serving as primary financial and business advisor to the Board of Governors, Senate and Administration. Complementing her post secondary experience, Deborah has considerable expertise in the municipal sector having served as City Manager for Canada's 9th largest city and as Director of Policy and Government Relations at the Association of Municipalities of Ontario (AMO) during a period of transformational change and service realignment between governments. She has provided public affairs advice to a range of clients in a corporate governance law firm and agency setting. Deborah currently serves as a Board Member for the Municipal Employer Pension Centre of Ontario, advising AMO's OMERS representatives.
