Appointee Biographies

St. Lawrence Parks Commission

BOB RUNCIMAN

Bob Runciman is a former Ontario Senator and Chair of Legal and Constitutional Affairs committee. He is also a former Ontario Progressive Conservative MPP from 1981 to 2010 and Cabinet Minister 1985, 1995-2003. Community involvement includes coaching and Assistant President of the Brockville Girls Minor Softball Association. He has an education in Municipal Administration at St. Lawrence College and Queen's University.

BRUCE WYLIE

Bruce Wylie is a Morning Show Announcer for Bell Media. His community involvement includes serving for multiple organizations, including as founder of Bruce Wylie Golf Classic and Brockville & Area Music & Performing Arts Hall of Fame.

PIERRE SANTONI

Pierre Santoni is the Director, Partnerships and Strategic Alliances for VIA Rail Canada, where he has been employed for over 30 years. In addition to extensive work in tourism and marketing, he also has 10 years of experience in advertising and media. He is a graduate of both Algonquin College (broadcasting) and McGill University (Master's degree, Management). He has volunteered with the Ontario Special Olympics (Hall of Fame), Blue Jays Foundation, Canada's Sports Hall of Fame board of governors, the United Way, Destination Canada's Emerging Markets Committee, Toronto Argonauts Foundation, and the Ontario Provincial Police as an Honorary Detective.

ANNE JOHNSTON

Anne Johnston was the office manager and bookkeeper in a Brockville law office. Anne was the vice-president of Carleton Productions, an Ottawa-based film and video production company. She participated in the making of the documentary about the international trade mission to China led by the Canadian prime minister and attended by Canada’s premiers and prominent business leaders. She also was part of a film production team that documented the signing of the Kyoto Accord at the United Nations. During her time with Carleton Productions, Anne worked on a documentary called ‘The Mighty St. Lawrence’ that was sponsored by the City of Brockville, Parks Canada, and the private sector. She also served as project manager on ‘The Canadian Farm’ for CTV. Upon retirement, Anne has provided advisory services to the CEO of Authentic Web Inc., assisting in the establishment of and support for bookkeeping and accounting processes during the company’s start-up phase.

MICHAEL BIRD

Michael Bird, of Brockville, is a Sessional Professor with the University of Ottawa Faculty of Law and a Sole Practitioner with Michael P. Bird, Barrister and Solicitor. His community involvement includes serving as a Director and Vice-President with the Leeds Condominium Corporation Board of Directors.

TODD LALONDE

Todd Lalonde is currently the Supervisor of Parks and Landscaping with the City of Cornwall, Infrastructure and Municipal Works Division. Todd has served as a trustee and Chair of the Board of Trustees with the Catholic District School Board of Eastern Ontario from 2006-2022. He also served as a Regional Director for the Ontario Catholic School Trustee Association (OCSTA) from 2014-2022. He has served as a board member on the Children’s Treatment Centre of Cornwall, the Family Counselling Centre of Cornwall and United Counties, and the United Way of Stormont, Dundas & Glengarry. He also served as a volunteer fundraiser for the Multiple Sclerosis Society. Todd for the past 14 years has been a host for the Hospice Cornwall telethon. Just recently He was appointed by the Provincial Government of Ontario as a Provincial representative to the St. Lawrence Parks Commission. Todd has a broad educational background from Algonquin College in Ottawa and St. Lawrence College in Cornwall.

WALTER VINER

Walter Viner, of Kingston, is a former Founding and Senior Partner with the Viner, Kennedy, Frederick, Allan & Tobias law firm. His community involvement includes serving as a volunteer for the Frontenac Law Association.

GUY TONDREAU

Guy Tondreau retired from a career in the public service. Guy has become more active in the community in various roles. Guy is currently serving as the Treasurer of the Cornwall Kinsmen Club and a Commissioner of the St. Lawrence Parks Commission. He served as a board member of another local non-profit organization for a year. Over his career, he has been an active member of many service clubs and non-profit organizations contributing to the community. In 2014, Guy Tondreau retired from a career in the Canadian and Ontario Public Service (OPS) spanning over 35 years. This included over 30 years of managerial responsibilities in ever increasing roles. His most recent roles as Regional Program Manager (in OPS) and Director, Cornwall Service Canada Centre (Canada) involved the planning, management and delivery of a range of employment programs and services to Ontarians.

EVONNE DELEGARDE

Evonne Delegarde is retired following nine years on council for the Municipality of South Dundas; four years as Mayor and five years as Councillor. From 1992 until 2003, she owned a small retail business with a Sears catalog agency in the Village of Iroquois. Previous other employment included legal secretary; payroll check; and planning consultant’s secretary as well as the opportunity to be a stay-at-home mom. She is a 10 year member of the Iroquois-Matilda Lions Club (currently President); 7-year member of a ladies’ Friendship Circle group (all as President) and a 12-year member of the Iroquois Legion Branch #370. Throughout the past, she has volunteered and served on various community and school groups, sports, organizations, festivals and fundraisers. She served as Chair of the Stormont, Dundas, and Glengarry Library Board from 2016-18.

NIGEL WHITE

Nigel White retired as the Director of Corporate Services/Treasurer for Leeds & Grenville, with 37 years of municipal experience in various positions as the Chief Administrate Officer/ Clerk Treasurer of Augusta Township, Chief Financial Officer of the Brockville Public Utilities Commission. He is also is a Chartered Professional Accountant and Certified Management Accountant, and Chartered Director. Nigel has been and is an active member in the community, serving on numerous boards and committees as well as non-profit organizations, currently on the Family & Children’s Services Board, Wall Street Village Development Committee, Marguerita Residence Corporation Board Member. He was also the President of the Brockville Kinsmen Club and served on the National Executive as Treasurer and was recently a member of CPA Ontario Council and Past Chair of CMA Ontario. He was also President of the Municipal Finance Officers Association in Ontario.
