Ontario Police Arbitration and Adjudication Commission

SIG WALTER

Sig Walter is a long time labour relations practitioner having conciliated, mediated and arbitrated hundreds of rights grievances and interest collective bargaining disputes in the public and private sectors. He has held positions as Sr. Vice President, Human Resources & Client Appeals, Ontario Workers' Compensation Board; Vice Chair, Ontario Public Service Grievance Board; Vice President, Industrial Relations and Manufacturing for then Westank-Willock; and, Executive Director, Industrial Relations Division, Saskatchewan Department of Labour. Mr. Walter has conciliated more than 350 police rights and interest disputes for the Ontario Police Arbitration Commission. He is currently Chair of the Commission.

RICHARD BRUCE STUBBINGS

Richard Stubbings lives in Niagara-On-The-Lake. He enjoyed a fulfilling career in policing of more than 37 years, retiring as an acting Deputy Chief of the Toronto Police Service. He successfully completed international, national and provincial training and education opportunities including the FBI National Academy in Quantico USA, the Institute for International Strategic Studies in Canada, Israel and Greece, the Pearls in Policing programme in the Hague, Hong Kong, Australia, Rotman Policing Leadership program. These opportunities provided a global perspective on policing. In Toronto he served in many areas including, tactical operations, criminal intelligence and professional standards. He led corporate partnerships with the United Way and Special Olympics. He developed strong community relationships through his work with the South and West Asian community. In 2019 he joined the OPS and in early 2020 became the Assistant Deputy Minister of Public Safety and retired in 2023.

THAI TRUONG

Thai Truong is the Chief of London Police Service. He has over two decades of policing experience that includes previous senior leadership roles with York Regional Police. Chief Truong has extensive investigative and specialized expertise, and he has been involved in numerous long-term undercover operations across North America. He is the only police leader in Canada that has been qualified and recognized by both the Ontario Court of Justice and the Superior Court of Justice as an expert in the areas of drug trafficking, human trafficking and the commercial sexual exploitation of women and girls. He prioritizes the effectiveness and well-being of sworn and civilian members, and he has a deep understanding of the importance of community partnerships. Chief Truong holds a Bachelor of Arts Degree with a Sociology Major from the University of Windsor. He has certificates from York University Schulich School of Business and the University of Toronto Rotman School of Management.

JAMES MACSWEEN

James MacSween, of Aurora, is the York Regional Police Chief. Chief MacSween’s community involvement includes serving as President of the Ontario Association of Chiefs of Police and as a member of the Special Olympics Ontario Board of Directors.

MELISSA BARRON

Melissa Barron is a senior member of the Ontario Provincial Police, and she has served in several locations across Ontario, within various roles in the OPP. An experienced adjudicator, she has been involved with police discipline for several years and was a fulltime hearing officer with the OPP prior to the Community Safety and Policing Act coming into force.

JOHNNY CERASUOLO

Johnny Cerasuolo, of Sault Ste. Marie, is Constable for the Ontario Provincial Police since 1996.

SHAWN POLAND

Shawn is the Vice-President of External Partnerships and Strategic Enrolment at Cambrian College overseeing recruitment, marketing, communications, career services and government relations. Prior Cambrian, Shawn worked in marketing, communications, and economic development. He also served briefly as the college's Interim President. His well-travelled academic journey included Wilfrid Laurier University, University of Waterloo, and St. Mary’s University of Minnesota, and Laurentian University. He has been a competitive coach and volunteer in the community for over thirty years, supporting many organizations including Laurentian University, the Greater Sudbury Soccer Club and Kivi Park. He is a current board member of the Greater Sudbury Development Corporation (GSDC) and Greater Sudbury Police Services Board and has served on the Trillium Foundation Grant Review Team. He is a past member of the Laurentian University Board of Governors, and Laurentian University Alumni Association among others.

ALAN BOUGHTON

Alan Boughton is co-Founder of Trailcon Leasing Inc. His community involvement includes serving as Chairman of the Allied Trades Division of the Ontario Trucking Association.

PATRICK WEAVER

Patrick Weaver has spent the last 42 years as an independent entrepreneur. He spent 38 years with his wife and together they have 4 children and 4 grandchildren. Patrick is getting a little tired but is still up for a challenge and enjoys helping through service to his community and his province.
