Ontario Police Arbitration and Adjudication Commission

SIG WALTER

Sig Walter is a long time labour relations practitioner having conciliated, mediated and arbitrated hundreds of rights grievances and interest collective bargaining disputes in the public and private sectors. He has held positions as Sr. Vice President, Human Resources & Client Appeals, Ontario Workers' Compensation Board; Vice Chair, Ontario Public Service Grievance Board; Vice President, Industrial Relations and Manufacturing for then Westank-Willock; and, Executive Director, Industrial Relations Division, Saskatchewan Department of Labour. Mr. Walter has conciliated more than 350 police rights and interest disputes for the Ontario Police Arbitration Commission. He is currently Chair of the Commission.

RICHARD BRUCE STUBBINGS

Richard Stubbings lives in Niagara-On-The-Lake. He enjoyed a fulfilling career in policing of more than 37 years, retiring as an acting Deputy Chief of the Toronto Police Service. He successfully completed international, national and provincial training and education opportunities including the FBI National Academy in Quantico USA, the Institute for International Strategic Studies in Canada, Israel and Greece, the Pearls in Policing programme in the Hague, Hong Kong, Australia, Rotman Policing Leadership program. These opportunities provided a global perspective on policing. In Toronto he served in many areas including, tactical operations, criminal intelligence and professional standards. He led corporate partnerships with the United Way and Special Olympics. He developed strong community relationships through his work with the South and West Asian community. In 2019 he joined the OPS and in early 2020 became the Assistant Deputy Minister of Public Safety and retired in 2023.
