Labour-Management Advisory Committee


Alison Warrian is the Manager of Labor Relations Operations for Ontario Ministry of Education, and a former General Counsel for University of Toronto Faculty Association. Her community involvement includes serving as a member of Education Program Committee for Legal Education and Action Fund.


Angela Hildyard is currently Vice-President of Human Resources & Equity and Professor with the Higher Education Group at the University of Toronto. Professor Hildyard is a member of the American Educational Research Association, Canadian Universities Faculty Bargaining Network, and the Association of American Universities Chief HR Officers. Professor Hildyard holds a Masters and a PhD in Educational Psychology from the Ontario Institute for Studies in Education (OISE) at the University of Toronto and serves as President of the Senior Women Academic Administrators of Canada.


David Graf is currently senior vice-president of labour relations with Loblaw Companies. Previously, he held several labour relations positions with Weston Bakeries, Neilson Dairy and then Loblaw Companies. David holds a Bachelor of Arts degree from the University of Waterloo.


M. Shawn Haggerty is Director, North West Region and is Executive Assistant and President of the United Food and Commercial Workers Union (UFCW) Local 175 and 633. Previously, Mr. Haggerty was an Industrial Electrician and held various union positions with the UFCW Local 416P. He served as a member of the Fundraising Committee and Chair of the Port Colborne Chapter of Ducks Unlimited. Mr. Haggerty also served in various roles with the Port Colborne and District Labour Council.


Cathy Braker is Counsel at the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union. Prior to that, she worked with the Association of Management, Administrative and Professional Crown Employees of Ontario (A.M.A.P.C.E.O). She is a member of the Law Society of Upper Canada, the Canadian Association of Labour Lawyers, and the Ontario Bar Association and serves on the United Steelworkers’ National Women’s Committee. She holds a Honours Bachelor of Arts degree from York University and a Bachelor of Laws degree from Osgoode Hall Law School.
