Ontario Infrastructure and Lands Corporation (Infrastructure Ontario)

DAVID LINDSAY

David Lindsay has a wealth of public sector experience having served as an Ontario Deputy Minister in half a dozen portfolios including Energy and Infrastructure, Northern Development, Mines and Forestry, Natural Resources, Tourism and Culture. Prior to that he was the President of Colleges Ontario. In 1999 David was the founding President of the Ontario SuperBuild Corporation prior to that he was President of the Ontario Jobs and Investment Board. From 1995 to 1997 he served as Chief of Staff to the Premier of Ontario. David currently serves on a number of Boards including Vice Chair of Ontario Parks and the Greenbelt Foundation. He is also a member of the Advisory Board of Canadian Guardians based in Markham Ontario and is a Fellow of the School of Policy Studies at Queen's University in Kingston.

BASHAR ALREHANY

Bashar Alrehany has been serving as a member (part-time) since 2022, is a Non-Executive Director and member- Board of Directors for MCI Onehealth Technologies Inc., a former Chief Executive Officer for BCA Research Inc., and a former Chief Executive Officer of Investment Research Division for Euromoney Institutional Investor PLC. His community involvement has included serving as Founding Board Member for Capitalize 4 Kids Charity.

JEFF WESLEY

Jeff Wesley is a lawyer with the Anderson Law Group with offices in Wallaceburg and Chatham, Ontario. For over 30 years, Mr. Wesley worked within the Union Gas Major Projects Group, where he developed and implemented a groundbreaking Indigenous Relations Program and was instrumental in achieving timely approvals for large diameter pipe installations with specific accountabilities for municipalities and the Niagara Escarpment Commission. He was also an elected official for over two decades, serving the community of Wallaceburg as Mayor and as a Councillor in the amalgamated Municipality of Chatham-Kent. He chaired the Public Utilities Commission and local hospital board and led the Save Our Sydenham Committee, which was instrumental in saving the local hospital. Mr. Wesley has a Honors B.A. from Western University and a LL.B from the University of Windsor . For his work on behalf of his community, he was honoured with the Queen's Diamond Jubilee Medal in 2012.

GADI MAYMAN

As CEO of the Ontario’s Financing Authority (OFA), Gadi Mayman is responsible for the Province’s capital market activities, including borrowing and debt management, corporate and electricity finance projects, and its banking and investor relationships. He is also CEO and Vice-Chair of the Ontario Electricity Financial Corporation. Prior to joining the OFA, Gadi worked at Export Development Canada in Ottawa and in the International Division of the TD Bank. He received a Bachelor of Applied Science in Industrial Engineering from the University of Toronto in 1981, and an MBA from the Ivey Business School at the University of Western Ontario in 1988. Gadi is also on the board of Invest Ontario and is Co-Chair of the Joint Nuclear Funds Investment Committee, a joint committee of the OFA and Ontario Power Generation.

AMIT MONGA

Amit Monga has over 20 years of capital markets, venture capital, and corporate governance experience in the technology, media, telecom, and life sciences sectors. Most recently, he was Managing Director, Technology and Innovation, Global Investment Banking at CIBC Capital Markets. Dr. Monga also serves on the board of University of Toronto Press and is a member of the External Project Advisory Panel of Ontario Centre of Innovation. He has previously served on the Innovation Council at Canadian Imperial Bank of Commerce and the boards of both the Canadian Medical Foundation and Alberta Innovates Technology Futures. He received his Ph.D. in Mechanical Engineering, from the University of Alberta, where his research focused on solving complex reliability-based design problems using genetic algorithms. An expert in artificial intelligence and data analytics, his research has been published in top peer-reviewed academic journals.

CAROL PENNYCOOK

Carol Pennycook is a partner of the law firm Davies Ward Phillips & Vineberg with a diverse corporate, transactional practice including financings, complex corporate reorganizations, plans of arrangement, going private transactions, CCAA reorganizations, mergers and acquisitions, and public-private partnership transactions. Ms. Pennycook was formerly a member of the firm's Management Committee and a director on the board of PPP Canada (P3C), a federal Crown corporation. She was Chair of the Commodity Futures Act Advisory Committee in 2005. She is an adjunct professor at Osgoode Hall Law School at York University and is recognized as a leading lawyer by Chambers Global, IFLR 1000, Lexpert, Best Lawyers, and others and received Canada’s Most Powerful Women Top 100 Award.

ANNE MARIE STETLER

Anne Marie Stetler has over 20 years of experience in the private equity industry, spanning infrastructure, real estate, and cleantech. She has a broad background in investment, asset management, capital raising, and fund management. Ms. Stetler previously co-founded an infrastructure-focused asset management firm that was eventually sold to Fiera Capital. She is currently the founder and CEO of LockDocs, a fintech that is bringing open finance to alternative assets and wealth management. Anne Marie obtained a Bachelor of Business Administration from Wilfrid Laurier University and holds the Chartered Professional Accountant designation.

ALEX PIZZIMENTI

Alex Pizzimenti received his Chartered Professional Accountant designation in 1990 and established his own accounting practice in 1991. Alex’s practice provides professional services to corporate and personal clients in the areas of accounting, market share and profitability growth, acquisitions, corporate restructuring, estate and tax planning, and financial management. His clients extend into many varying industries, including real estate, construction services, law firms, engineering, financial services, insurance brokers, architecture, manufacturing, restaurants, and retail. Alex is a director of the real estate development group, Eden Oak, managing project finances and liaising with several banks. Alex is also a director of Vic Hadfield Golf and Learning Centre.

ORNELLA RICHICHI

Ornella brings more than 30 years of real estate development experience. She is currently Chief Development Officer at Resident, an end-to-end real estate investment company. Prior to joining Resident, she held leadership positions with SmartCentres and The Torgan Group and built a successful career as a developer from a practice as a professional planner. Ornella manages the Resident development team, overseeing all development concepts, design, and planning approvals. She has extensive experience obtaining governmental approvals and working with community groups and all partners that influence the development process. Ornella holds a Bachelor of Environmental Studies in Urban and Regional Planning from the University of Waterloo. She is a committed mentor for women in the real estate industry, having served as co-chair of the Women’s Leadership Initiative for the Urban Land Institute and has served on the Management Board at ULI.

WAYNE BARWISE

Wayne Barwise is a business executive with over 35 years’ experience in real estate development, investment and asset management both as a successful entrepreneur for 14 years and subsequently as a corporate executive. Wayne’s real estate experience includes all major asset classes along with the development of several billion dollars of property in Canada and internationally. Wayne retired from Cadillac Fairview in Dec 2023 where he was a member of the executive committee and Executive Vice President, Development. Wayne currently serves on a number of Boards, including Unity Health Toronto, where he Chairs the Planning and Construction Committee of the Board, and serves on the Governance committee. Wayne is past Chair of the Branksome Hall Board of Governors, and a Director Emeritus of the Harvard Real Estate Alumni Board. Wayne is a graduate of University of Toronto (B.Arch 82’) and Harvard University (M.Arch.U.D. 85’).

VICTORIA TURNBULL

Victoria Turnbull has 35+ years of experience in the Canadian banking sector across infrastructure finance, debt capital markets, loan syndications, corporate banking and risk management. Victoria was with RBC Capital Markets’ Infrastructure Finance team from 2007 – 2023 and was appointed co-head in 2015 and sole head in 2022. She has been actively involved in the infrastructure finance sector since 1998. Prior to joining RBC Capital Markets, she spent 12 years working for TD Securities. Prior to that, she worked with three foreign banks in Canada. Victoria obtained a Bachelor of Science in Applied Mathematics and Economics from Brown University and an MBA with a major in Finance from York University. She is the former Co-Chair and a member of the steering committee for the Toronto Chapter of Women’s Infrastructure Network (WIN) and a former inaugural member of the steering committee for Women in Energy Canada (WIECan). Victoria was WIN’s 2019 Outstanding Leader award winner.

DAVID SHINER

David Shiner is an experienced business professional with extensive expertise in the private and public sectors. Having owned and managed private corporations and served as a Toronto City Councillor from 1997 to 2018, Mr. Shiner understands well how business and governments operate. He chaired city committees responsible for planning and development, finance, public works, and government management and served as Chair of Build Toronto and Vice-Chair of CreateTO, the City of Toronto's real estate and development corporations. He was also appointed to numerous public and not-for-profit boards including Enwave District Energy, Toronto Hydro, Mount Sinai Hospital, Toronto Transit Commission, Eva's shelters for homeless youth, the Toronto International Film Festival, and the Canadian Film Centre. Mr. Shiner has an ICD.D designation for completing the Institute of Corporate Directors-Rotman Directors Education Program and is a recipient of the Queen Elizabeth II Golden Jubilee Medal for his exemplary contribution to his community.

MICHAEL LINDSAY

Michael Lindsay rejoined Infrastructure Ontario as President, Project Delivery, in 2019, bringing his extensive experience supporting a range of innovative public and private partnerships (P3s). In this role, he leads a team of 140, delivering major infrastructure projects across a range of asset classes. Michael previously served as Head of Strategic Partnerships & Government for the Investment Management Corporation of Ontario (IMCO). Prior to this, as the Global Director of Infrastructure Planning & Advisory at Hatch. Michael helped a global set of clients create P3s, and helped private investors effectively negotiate the terms and scope of those partnerships. Previously, Michael was Senior Vice President of Commercial Projects at Infrastructure Ontario. In that role, he was responsible for commercial transaction relations to the financing, development, and divestiture of public assets in Ontario (e.g. land, buildings, services). Prior to this, Michael was an Associate Principal with McKinsey & Company, where he was a core leader of the Canadian Public Sector Practice. He helped provincial and federal ministries reduce costs, improve service, and analyze the effectiveness of money spent on economic development and innovation. Michael is a graduate of Oxford (MPhil) and Queen’s University (BAH) and is the Chair of the Board of Directors of the Trans Canada Trail.
