Ontario Review Board

MICHAEL DAMBROT

The Honourable Michael Dambrot, K.C. served 26 years as an Ontario Superior Court Judge. He presided over both criminal and civil trials. Most frequently, he presided over criminal matters, and in particular murder trials and complex fraud trials. He also presided over numerous Divisional Court appeals and judicial reviews of decisions of administrative boards and tribunals, including decisions respecting discipline of health professionals. Prior to being appointed to the Ontario Superior Court, the Honourable Michael Dambrot served in the Federal Department of Justice as a prosecutor and as a manager. This includes the position of Director of the Office of National Strategy for Drug Prosecutions, where he provided strategic direction to federal prosecution efforts nationally, and participated in several strategic projects, including leading an interdepartmental group that developed and implemented integrated proceeds of crime units across Canada. He also served as Senior General Counsel and Director of Legal Services for Consumer and Corporate Affairs and the Director of Competition Policy.

E. JEAN POLAK

began her career as a litigation associate at Tory Tory DesLauriers & Binnington in Toronto, where she practiced from 1989 until 1993. During that period, Ms. Polak took a leave of absence to spend a year in England as a Fox Scholar at Middle Temple in London. In 1993, Ms. Polak relocated to Muskoka to practice civil and criminal litigation and wills and estates with a small firm, and then in her own practice.

ANGUS MCDONALD

is Staff Psychiatrist at Clarke Institute of Psychiatry, METFORS Division, and cross-appointed to the University of Toronto. He was Forensic Psychiatrist Consultant to the Toronto General Hospital, Sunnybrook Health Sciences Centre and Penetanguishene Mental Health Centre. Dr. MacDonald is a member-at-large of the Executive Committee, Associates in Psychiatry and member of the Medical Records and Audit Committee, Clarke Institute of Psychiatry. Dr. McDonald has presented and published papers.

RALPH STEINBERG

has Bachelor of Laws from Osgoode Law School. Mr. Steinberg is a specialist in criminal law. He has represented clients before the Ontario Review Board. Mr. Steinberg is currently the President of the Criminal Lawyer's Association and a member of the Law Society of Upper Canada.

LISA RAMSHAW

is a Staff Psychiatrist and Forensic Psychiatrist at the Centre for Addiction and Mental Health (CAMH); Consultant Forensic Psychiatrist at the Mental Health Centre, Penetanguishene; a Consultant Psychiatrist at the Toronto Psychiatric Outreach Program to Nunavut and a Lecturer at the University of Toronto. Dr. Ramshaw has a B.Sc. from McGill University, a Ph.D. from the University of Oxford, and an M.D. from McMaster University. She is a member of the College of Physicians and Surgeons of Ontario, the Royal College of Physicians and Surgeons of Canada and the Canadian Medical Association.

MICHÈLE LABROSSE

received her Bachelor of Social Sciences (1987) from the University of Ottawa, graduated from the Faculty of Law of the University of Ottawa in 1990 and was called to the Bar in 1993. She has since practiced exclusively in the area of Family Law. Michèle is a past panel member of the Office of the Children's Lawyer, instructor at the Bar Admission Course (Family Law section), and has been a presenter at several Family Law conferences.

PETER COOK

received his Bachelor of Science degree from Dalhousie University and his medical degree in 1974 from the University of British Columbia. Dr. Cook completed his psychiatric residency training at Yale University in 1982. He is a Fellow of the Royal College of Physicians and Surgeons of Canada and the American Board of Neurology and Psychiatry. He is an Associate Clinical Professor, Department of Psychiatry and Behavioural Neurosciences, McMaster University and sits as a panel member of the Consent and Capacity Board and the Ontario Review Board. In March of 2018, he stepped down as Chief of Psychiatry and Head of Service for Schizophrenia and Community Integration Program, St. Joseph’s Healthcare Hamilton.

ROBERT ARMSTRONG

is a retired Judge of the Ontario Court of Appeal. He served from 2002 until March 2013. He is also a former Associate and Partner of Torys LLP. He is President of the Canadian Institute for Advanced Legal Studies, a member and a former Director of the Advocates' Society and a member and a former Regent of the American College of Trial Lawyers. He holds a Master of Arts degree and a Bachelor of Laws degree both from the University of Toronto, and a Bachelor of Arts degree from Carleton University.

WILLIAM BASSEL

is a retired Judge. He attended Osgoode Hall Law School and was called to the Bar in 1966. He practiced law in Toronto until 1995 when appointed to the Ontario Court of Justice and presided in Toronto until his retirement in April 2014.

SHAYNE KERT

is a lawyer practicing criminal and quasi-criminal law in Ontario and Nunavut. She was called to the Ontario Bar in 1990, and to the Nunavut Bar in 2010. In addition to her adjudication work for the Ontario Review Board, she is also an Alternate Chair of the Nunavut Review Board and an appointed adjudicator for the Law Society Tribunal in Ontario. She is a frequent lecturer and participant in continuing legal education, particularly in the areas of criminal and mental health law.

JANETTE MILLS

is a Self-Employed Barrister, and a Member (part-time) for the Ontario Review Board and the Immigration and Refugee Board. Her community involvement includes serving as a Volunteer for King Township Foodbank

JEFFREY WEINSTEIN

Jeffrey Weinstein is a sales agent with Metrosphere Light Corp. and President of Soulful Communications. He is also a former President and Owner of Momentum Sales Agency Inc. and a former professor at George Brown College. Mr. Weinstein holds a Bachelor of Laws degree from McGill University.

PETER HAGERAATS

Peter Hageraats is a retired Assistant Crown Attorney with the Ministry of the Attorney General. Earlier in his career, he had a private law practice in Northern Ontario, areas included Algoma District, Elliott Lake, Blind River and Sault Ste. Marie. Mr. Hageraats' community involvement includes serving as a member of Club Richelieu International and a volunteer with the Canada World Youth Organization. He holds a Bachelor of Laws degree from the University of Ottawa and a Bachelor of Arts degree in Sociology from York University.

ELIZABETH COLEMAN

Dr. Elizabeth Coleman is a staff psychiatrist in the Forensic Program at Ontario Shores Centre for Mental Health Sciences. She is also an Assistant Professor in the Department of Psychiatry, University of Toronto and is involved in the research development at Ontario Shores. Dr. Coleman completed her Bachelor of Science degree, Master's degree in Pharmacology and Medical School Training at the University of Toronto. Following this, she commenced her residency training in Psychiatry at New York University and completed this at the Northwestern Deanery in the United Kingdom. Her clinical and research areas of interest include treatment resistant schizophrenia, treatment with clozapine and clozapine re-challenge, clinical audit, least restraint, and service development.

JOHN HANBIDGE

John Hanbidge is a lawyer who was employed as Crown Counsel with the Ministry of the Attorney General from 1982 until 2015. Mr. Hanbidge appeared frequently as counsel for the Attorney General before the Ontario Review Board. He was Chairperson of the organizing committee established to design and implement the Adult Therapeutic Court currently in operation at sittings of the Ontario Court of Justice at London, Ontario. He retired as General Counsel with the Ministry, last serving in the capacity of Acting Crown Attorney for the County of Oxford. In November 2015, he was appointed as a Standing Agent with the Public Prosecution Service of Canada. Mr. Hanbidge is currently serving as an appointed member of Ontario Review Board and the Consent and Capacity Board. He holds a Bachelor of Laws degree from the University of Ottawa and a Masters of Law degree from York University, Osgoode Hall Law School.

KRISTINE CONNIDIS

Kristine Arnet Connidis is both a lawyer (LL.B. Ottawa & Cantab, S.J.D. Toronto) and a psychotherapist (D.A.P. Zurich, R.P. Ontario). She is a former partner of Wright & McTaggart and Fasken Martineau Walker in Toronto, practicing in civil litigation, and she has taught Trial Advocacy, Mental Health Law, and Maritime Law, as a law school Visiting Professor. As a volunteer Legal Supervisor for Pro Bono Students Canada, she annually supervises law students in mental health law projects. She has also served as a long-time member and former Chairperson of the Tarragon Village Community Association.

SCOTT WOODSIDE

Dr. Scott Woodside is a forensic psychiatrist working primarily at the Centre for Addiction and Mental Health. He has an LLB from the University of Toronto and an MD from McMaster University. Dr. Woodside is a member of the College of Physicians and Surgeons of Ontario, the Royal College of Physicians and Surgeons of Canada, the Canadian Medical Association, the Ontario Medical Association, the Canadian Psychiatric Association and the Ontario Psychiatric Association.

JONATHAN ROOTENBERG

Dr. Rootenberg, of Toronto, holds a faculty position in the Division of Psychiatry, Department of Medicine, University of Toronto and is affiliated with the Centre for Addiction and Mental Health where he is Staff Psychiatrist of the Law & Mental Health Program and a Consultant to the Sexual Behaviour Clinic. Dr. Rootenberg is also Staff Psychiatrist of the Forensic Program and Clinical Head of the Forensic Assessment Unit at the Whitby Mental Health Centre.

DOMINIQUE BOURGET

Dr. Dominique Bourget, of Ottawa, has been Staff Psychiatrist of the Forensic Service and Sexual Behaviours Clinic, Royal Ottawa Hospital since 1988, Staff Psychiatrist in the Schizophrenia Programme, Royal Ottawa Hospital since 1998 and Associate Professor, Department of Psychiatry, University of Ottawa since 2001. Dr. Bourget is a currently a member and former President of the Canadian Academy of Psychiatry and the Law. She is also a member of several professional organizations including the Canadian and American Psychiatric Associations, the Canadian and American Academy of Psychiatry and the Law and the College of Physicians and Surgeons of Ontario.

SUMEETA CHATTERJEE

Dr. Sumeeta Chatterjee is a Staff Psychiatrist with the Centre for Addiction and Mental Health's Law and Mental Health Program, and a Consultant Psychiatrist to Old City Hall's Mental Health Court and the Toronto Jail. Dr. Chatterjee is an Undergraduate Education Representative of the Medical Education Council and a member of the Undergraduate Medical Education Committee of the University of Toronto. Previously, she served as a member of the Psychiatric Residents Association of Toronto and a member of the Professional Association of Interns and Residents of Ontario. She holds membership with the Canadian and American Psychiatric Associations, the Canadian and Ontario Medical Associations, and is a Fellow of the Royal College of Physicians and Surgeons of Canada.

WAGDY LOZA

Dr. Wagdy Loza, of Kingston, is an Adjunct Assistant Professor of Psychology in the department of Psychiatry at Queen's University. He is Chief Psychologist at the Kingston Penitentiary. His work interests are predicting violence and recidivism of forensic and correctional populations. He is President of the St. Lawrence Youth Association Board of Directors and acts as clinical supervisor to university and college students.

ROBERT MCMASTER

ROBERT MCMASTER is a Forensic Psychiatrist with a diverse practice. He works at CAMH with patients who have severe and persistent mental health diagnoses under the jurisdiction of the Ontario Review board. He is also the primary consulting psychiatrist to the Ontario Court of Justice on Finch Avenue, is actively involved in outreach psychiatry, and works within the field of addiction medicine. He completed his sub-specialty training at the University of Toronto and is now a faculty member.

DR GILLES BOULAIS

is a self-employed Psychologist. Gilles is a member of the College of Psychologists of Ontario Inquiry Complaints Review Committee, College of Psychologists of Ontario, Canadian Register of Health Psychologists, Canadian Psychological Association, Ontario Psychological Association and American Psychological Association.

J. CHRISTINE ROSE

completed her doctoral training in clinical psychology at the University of Ottawa. She is a registered member of the College of Psychologists of Ontario with competency in clinical and forensic/correctional psychology. She has experience providing psychological services in forensic hospital settings, as well as provincial and federal correctional facilities.

EDWARD THEN

The Honourable Edward Then is a former Judge with the Superior Court of Justice. He is a member of Ontario and Canadian Superior Courts Judges Association. Edward holds a BA [Hons], MA, and LLB from University of Toronto.

MICHELLE GREEN

is a Chief for Mental Health Services at Correctional Services Canada, and a Director at MMG Psychology. She is a former Psychologist for Waypoint Centre for Mental Health Care at Forensic Assessment Program. Her community involvement includes serving as a Graduate Student Senator at Brock University.

LESLIE MAUNDER

Leslie Maunder is also an Alternate Chair on the Ontario Review Board. She has previously worked as Discipline Counsel for the Law Society of Ontario (conducting regulatory prosecutions and appeals) and as Senior Appellate Counsel for a large criminal defence firm. Ms. Maunder is an active participant as faculty in legal education programs and has held a variety of volunteer positions, including being on the Board of several not-for-profit organizations, acting as “duty counsel” for inmate appeals at the Court of Appeal, and managing a soccer team.

STEPHEN DUFFY

Stephen Duffy is a retired Psychiatric Mental Health Nurse and previously was the Director of Patient Care Services for the Integrated Forensic Program for the Royal Ottawa Health Care Group. Mr. Duffy holds a Bachelor of Science Nursing from the University of Victoria.

MILAN POMICHALEK

is a Psychologist with North Bay Regional Health Centre. Her community involvement includes serving as a vice-president and board member for Harry Sherman Crowe Housing Co-op.

CATHY PLYLEY

Cathy Plyley retired from Parkwood Institute Mental Health London where she was a Community Treatment Order Consultant since 2001. Prior to that Ms. Plyley was employed at WOTCH London (now CMHA Middlesex) where she held various positions over a 20-year span supporting persons experiencing mental health issues. Since retirement she has provided consultation and program development support. Cathy is a member of the Lawson Health Research Institute and has contributed to research in the area of Community Treatment Orders. She has presented on this topic at many conferences in Ontario as well as internationally. Cathy has served on numerous boards and committees and currently is a member of the Community Treatment Order Advisory Committee (Provincial) assisting in the development of an online education platform. Ms. Plyley is a Registered Social Service Worker and has obtained a Certificate in Mental Health Law from Osgoode.

MONIK KALIA

is a registered clinical and forensic psychologist licensed to practice in the province of Ontario. Monik received Ph.D. in Psychology specializing in criminal recidivism in 2001. Monik’s practice includes personality assessment, risk assessment and treatment with a principal interest in forensic evaluation for criminal and civil proceedings. Monik has a phallometric laboratory and provides individual and group therapy for sex offenders.

LAURA LEONG

completed her Ph.D. in Clinical Psychology at Wayne State University. She is a licensed Clinical and Forensic Psychologist in Ontario. She is employed at Ontario Shores Centre for Mental Health Sciences, where she also previously served as the Professional Practice Leader for the Psychology Council.

TAMRA MANN

has been a Lawyer since 1988 after obtaining her Bachelor of Laws degree from Queens’ University. Upon her call to the bar she moved to Hamilton and opened her own practice in 1989. Primarily devoted to family law with an emphasis on child protection matters and complex custody and access disputes the practice grew to include 5 Lawyers and a branch office in Brantford, Ontario. Tamra is an accomplished trial Lawyer and has appeared as counsel on trials and appeals at all levels of court up to the Ontario Court of Appeal in addition to matters before various administrative tribunals and coroner’s inquests. After retiring from full time practice in 2008 she accepted a position as Ontario Review Board Consultant to St. Joseph’s Health Care, St. Thomas. In 2011, Tamra served as General Counsel to Kingston General Hospital. More recently Tamra has practiced law in London, Ontario where she enjoyed mentoring new lawyers in the profession.

RHONA ZITNEY

has worked as a Mental Health Court Support Worker at Old City Hall Court House since 2005, prior to which she worked as a Bail Supervisor for the Toronto Bail Program. Since April 2017, she has been seconded for eight hours per week by the Toronto Human Services and Justice Coordinating Committee in the role of Service Resolution Justice Coordinator. Rhona earned a master’s degree in Sociology from York University where her studies focused on the critical analysis of both the legal and psychiatric systems and received a Human Services Counselling Diploma from George Brown College

JOANNA KIS

Joanna Kis is a Psychiatrist currently in private practice, previously having been the clinical lead for the Mental Health and Law Clinic at Halton Healthcare. Dr. Kis received her B.Sc. and MD from McMaster University and completed her Postgraduate training in Psychiatry at Queens University and Dalhousie University. She attained her Master of Laws degree in Health Law from Osgoode in 2020. Dr. Kis is a fellow of the Royal College of Physicians and Surgeons on Canada and a member of the College of Physicians and Surgeons of Ontario, a member of the Canadian and Ontario Medical Associations and the Canadian Psychiatric Association. She has held volunteer and committee/advisory board positions with Credit Valley Hospital, The Hospital for Sick Children and McMaster University.

is an Adjudicator, Senior Law Member for the Consent and Capacity Board, a former Self-Employed Barrister/Solicitor, and a former Assistant Crown Attorney.

WAYNE FURLONG

Dr. F. Wayne Furlong is a Clinical and Forensic Psychiatrist in private practice. Until 2002 he was a Medical Assessor for the Workplace Safety and Insurance Appeals Tribunal and until 1999 he was a Consultant Psychiatrist at St. John's Convalescent Hospital for twenty-three years. Dr. Furlong has an undergraduate degree and an MD from the University of Toronto. He is a member of the Alpha Omega Alpha Honour Medical Society, the Canadian Psychiatric Association, the Canadian and Ontario Medical Associations, the Ontario Psychiatric Association, the Royal College of Physicians and Surgeons, the Medicolegal Society of Toronto and the Canadian Academy of Psychiatry and the Law. Dr. Furlong is also certified by the Royal College of Physicians and Surgeons of Canada, by examination in the subspecialty of forensic psychiatry (2013).

CATHARINE FINLEY

Catharine Finley was with the Ministry of the Attorney General as an assistant Crown Attorney for over 30 years. During that time she held positions as the Director of the Victim/Witness Assistance Programme and Deputy Crown Attorney overseeing prosecutions in specialized courts in Downtown Toronto. She spent the last five years as the dedicated Crown Attorney in the Mental Health Court at Old City Hall. During that period she also regularly appeared before the Ontario Review Board.

CLIFFORD NELSON

is a former Judge for Superior Court of Justice, Ontario. His community involvement includes serving as a board member for Jewish family & Child Services.

HEATHER MOULDEN

is a Clinical Forensic Psychologist for St. Joseph’s Healthcare Hamilton, an Associate Clinical Professor for McMaster University, and a former Research and Treatment Associate for Rockwood Psychological Services. Heather holds a Doctorate in Clinical Psychology (PhD) from University of Ottawa.

ANN JONES

Dr. Ann Jones graduated in Psychiatry in 1992 from the University of Western Ontario and is presently a Forensic Psychiatrist practising at Waypoint Centre for Mental Health Care in Penetanguishene. Dr. Jones has clinical and adjudicative experience with persons suffering from mental illness including having been a member of the Consent and Capacity Board. She has been a member of the Ontario Review Board since 1999.

CATHERINE (BETSY) LITTLE

Catherine Elizabeth Little was a teacher with the Grey and Middlesex County Boards of Education for 14 years. She was also the Founding Executive Director of the Canadian Medical Hall of Fame (CMHF) from 1995 to 2004. Ms. Little has been CEO of the Alzheimer Society London and Middlesex since 2006. She served as a board trustee for the Centre for Addiction and Mental Health from 2009 until June 2016 and is a member of the Advisory Board of the Canadian Centre of Activity and Aging. She was awarded the Diamond Jubilee Medal in 2012 for her commitment to community service. She holds a Bachelor of Arts degree from the University of Western Ontario.

TIMOTHY LIPSON

The Honourable Timothy Lipson has served as a judge of the Ontario Court of Justice since 2002. He was Regional Senior Justice for Toronto region 2013-2017. Justice Lipson was a member of the Ontario Review Board from 1986-2003. He was an alternate Chair person of the Ontario Review Board from 1993-2003.

EMILE KRUZICK

The Honourable Emile Kruzick is a self-employed Mediator/Arbitrator/Case Manager, and a former judge for Superior Court of Ontario. His community involvement includes serving as a member of the board and as President of the Executive Committee of the Association of Family and Conciliation Courts.

JULIE ALBERT

Julie Albert is a Social Worker and Paralegal in Toronto. She is employed as a Social Worker at the Centre for Addiction and Mental Health and has a small Paralegal practice focused on administrative law. She earned her undergraduate degree in Social Work from McGill University in 1994 and in 2010 graduated from University of Toronto with a Master of Social Work. She obtained her Paralegal license in 2016. She is a member of the Ontario Association of Social Workers and Social Service Workers, and the Law Society of Ontario.

CHRISTINE LUND

Christine Lund is a Criminal Defence counsel who practice in Brampton, Ontario and the surrounding area. A graduate of Osgoode Hall Law School, she articled at Parkdale Community Legal Services and began her Criminal Law career as a Staff Duty Counsel with Legal Aid Ontario. As a private criminal defence lawyer since 2008. Christine is the Peel Director for the Criminal Lawyer’s Association, has a long history on the executive of the Peel Criminal Lawyers’ Association and is an active participant on many courthouse committees including the Alternative Resolution Court (formerly the Mental Health Court).

KEVIN MCKENNA

Kevin McKenna is a former Assistant Crown Attorney, for the Ministry of Attorney General. His community involvement includes serving as a volunteer with Big Brothers, Kitchener-Waterloo. He holds an LL.B. from the University of Windsor.

ZOHAR WAISMAN

Dr. Zohar Waisman holds a medical degree from McMaster University and a Fellowship in Forensic Psychiatry from the University of Toronto. Dr. Waisman holds two Royal College Subspecialty certificates in Forensic Psychiatry and Geriatric Psychiatry. He is in private practice and associated with the University Health Network and Homewood. He is an Assistant Professor of Psychiatry with the University of Toronto.

PETER PRENDERGAST

Dr. Peter Prendergast is a former Psychiatrist-in-Chief at Ontario Shores Centre for Mental Health Sciences and a former Executive Vice-Chair in the Department of Psychiatry at the University of Toronto. He currently works as a Medical Advisor at the College of Physicians and Surgeons of Ontario.

DAVID SANDOR

David Sandor graduated from law school at the University of Windsor and is a lawyer in good standing with the law Society of Ontario. Since 2002 he has practiced child protection law, criminal law (with a focus in criminal law involving child witnesses) and high-conflict family law. He has served on many boards and committees associated with the justice system, and the provision of key services to individuals and families experiencing mental and emotional health challenges. He is the founder and first president of the Ontario Association of Child Protection Lawyers, and governed Legal Aid Ontario’s courthouse services in Chatham-Kent, Ontario for over a decade.

ROBERT BUCKINGHAM

Dr. Robert Buckingham was a psychiatrist at the University Health Network (UHN) and Associate Professor at the University of Toronto. For many years he directed the emergency psychiatric services and managed a psychiatric intensive care unit at UHN. He is a past President of the Association of General Hospital Psychiatric Services and the Ontario Psychiatric Association. Dr. Buckingham is also past Director of the Canadian Psychiatric Association.

PADRAIG DARBY

Padraig Darby received his medical training at University College, Dublin and his psychiatric training at University College, Dublin and the University of Toronto. He was the Person in Charge (PIC) in the Forensic Service at the Centre for Addiction and Mental Health (CAMH) from 2012 to 2021 and is an Assistant Professor in the Department of Psychiatry at the University of Toronto. He has a particular interest in ethics and was Chair of the Research Ethics Board at CAMH for over 30 years. He has been a member of the Ontario Review Board (ORB) since 1992 and is also a member of the Nunavut Review Board.

JOHN M BRADFORD

Dr. John Bradford is an Emeritus Professor, Department of Psychiatry, Faculty of Medicine at the University of Ottawa. He previously had a cross-appointment as a Professor in the Department of Criminology, University of Ottawa. He is currently a Professor in the Department of Psychiatry and Behavioural Neuroscience, McMaster University. Dr. Bradford is a graduate in medicine and received a diploma of psychological medicine, both from the University of Cape Town, South Africa. He holds specialist degrees in Psychiatry from South Africa, the UK, USA and Canada; he also has an added qualification in Forensic Psychiatry from the American Board of Psychiatry and Neurology. Dr. Bradford is a Founder of Forensic Psychiatry granted by the Royal College of Physicians and Surgeons of Canada. He is the Former Chair of the Examination Board for the subspecialty of Forensic Psychiatry under the Royal College of Physicians and Surgeons of Canada. Dr. Bradford's research interests focus on the assessment and treatment of paraphilias, as well as other aspects of forensic psychiatry. He has published over 150 peer-reviewed papers; more than 50 chapters in academic books, including textbooks; presented at over 350 peer-reviewed international and national conferences, and co-authored 6 books. Dr. Bradford's expertise in the field of forensic psychiatry is well recognized, not only from his peers, media, and judiciary but from many levels of government as well. He has sat on task forces, expert panels, served as an expert witness and provided special consolation to national and international working groups. The American Academy of Psychiatry and the Law has recognized his work, having received the Seymour Pollock award in 2007 and 3 other awards. He was the recipient of the Isaac Ray Award in 2009, an international award not limited to psychiatrists, for outstanding contributions in jurisprudence and mental health granted by the American Psychiatric Association. He is a member of the Order of Canada granted for his work in forensic psychiatry. In 2019 he was awarded the Yochelson Scholarship from Yale University.

LYNN LIGHTFOOT

Dr. Lynn Lightfoot received her honours undergraduate degree from Queen's University and then completed her Master's of Applied Science and her Ph.D. in psychology from the University of Waterloo. She served as Research Director for the Treatment Program Development Research Project at Queens' University before joining the Addiction Research Foundation for 10 years, first as Centre Director and then as Regional Director. Dr. Lightfoot has been an adjunct faculty member at Queen's University and a Lecturer at OISE. Dr. Lightfoot has worked as in independent consultant and practitioner for the last 25 years. She is the author of over 50 scientific articles, book chapters, conference proceedings and government reports in the field of substance abuse, and has a book currently under revision. She has specialized in the development and evaluation of substance abuse treatment programs for forensic populations that have been implemented nationally and internationally. Dr. Lightfoot has an interest in the interface between psychology and the law, and conducts Risk Assessments as well as psycho-legal reports for the courts. Dr. Lightfoot has been a member of the Ontario Review Board, the Alcohol and Gaming Commission, the Liquor Licence Board and the Gaming Control Commission. Dr. Lightfoot is also a Designated Capacity Assessor in the Province of Ontario and has been qualified as an expert in addictive behavior and capacity assessment.

JAMES CHESTON

James Cheston is a former Chief Psychologist for Ontario Correctional Institute, and formerly self-employed Consulting Psychologist. His community involvement includes serving as a charter board member for Freeing the Human Spirit.

ANDREA GIBAS

Andrea Gibas is a forensic psychologist for Ontario Shores Centre for Mental Health Sciences, and a former forensic psychologist for Centre for Addiction and Mental Health. Andrea’s community involvement includes serving as a Risk Assessment Consultant for the Vancouver Police Department Criminal Harassment Unit.

SATYADEV NAGARI NANDIESHWAR

Satyadev Nagari Nandieshwar, of Hamilton, is attending psychiatrist at the Forensic Psychiatry Program at St. Joseph’s Healthcare in Hamilton, and an Assistant Clinical Professor in the department of psychiatry and behavioral Neurosciences, McMaster University. He is certified by the Royal College of Physicians and Surgeons of Canada in the sub-specialty of Forensic Psychiatry.

GRAHAM GLANCY

Dr. Graham Glancy is a founding member of THE PSILEX GROUP, a group which provides consultation to the legal/medical community, correctional facilities, and others. He is Associate Professor of Psychiatry at the University of Toronto. In this position he has been involved in education and research in forensic psychiatry, and has published a number of papers on this and related subjects. Dr. Glancy has also been appointed Assistant Clinical Professor at McMaster University in Hamilton. Dr. Glancy helped to institute and run the Sex Offender Treatment Program at the Clarke Institute between 1985 and 1990 and still runs the follow-up group to this program, the Relapse Prevention Group at the Clarke Institute. He was also Post-Graduate Director at the Clarke Institute and Chief of the Forensic Service between 1988 and 1991. Dr. Glancy is a past President of the Canadian Academy of Psychiatry and the Law. He is also on a number of committees at the American Academy of Psychiatry & the Law, and was the Chair of the Committee on Sexual Offenders from 1994 to 1998. In his capacity as President of the Canadian Academy of Psychiatry and the Law, he has served as a special consultant to federal and provincial government agencies, particularly the Federal Ministry of Justice, regarding a number of matters pertaining to forensic psychiatry. Dr. Glancy achieved his M.B. Ch.B. in 1976 at the Victoria University, Manchester, England, and went on to post-graduate training at Manchester University achieving his membership to the Royal College of Psychiatrists in 1980. He then came to Toronto as Senior Resident of Forensic Psychiatry at the Clarke Institute and received a diploma in graduate studies. He received his specialist qualifications in Canada (F.R.C.P. (C)) in 1985. In 1997, he was awarded an honorary Fellowship to the Royal College of Psychiatrists, England. Dr. Glancy was awarded the Bruno Cormier Award for outstanding contribution to forensic psychiatry in the year 2000.

CRAIG FRASER

Craig Fraser is a lawyer and former crown counsel. He is a sessional instructor at the University of Toronto, teaching a course on mental health and the criminal justice system, and he is an adjunct lecturer in the Department of Psychiatry and Behavioural Neurosciences at McMaster University. His community involvement includes serving on the board of directors for the YMCA.

MICHELLE MATHIAS

Dr. Michelle Mathias is a Forensic Psychiatrist and Physician Clinical Lead in the Forensic Rehabilitation Unit at the Royal Ottawa Mental Health Centre. Dr. Mathias is also a Mental Health Court Psychiatrist at the Ontario Court of Justice of Ottawa. Dr. Mathias is also an Assistant Professor and Director of Education in the Division of Forensic Psychiatry of the Department of Psychiatry at the University of Ottawa. Dr. Mathias has served as Chair of the Scientific Planning Committee at the Canadian Association of Psychiatry and Law. Dr. Mathias is a Fellow in Psychiatry at the Royal College of Physicians and Surgeons of Canada and holds a Doctor of Medicine from the University of Ottawa.

GERTRUDE EAYRS

Dr. Eayrs is a Nova Scotia trained psychiatrist who resides in Toronto and Penetanguishene, where she provides consultancy services to the provincial forensic division at Waypoint Centre for Mental Health Care. She holds lecturer status in the Medical Faculty of the University of Toronto, and was formerly on staff at the Centre for Addiction and Mental Health and Ontario Shores. She is a member of the Royal Society of Medicine, the Canadian Academy of Psychiatry and the Law, and the Royal College of Physicians and Surgeons of Canada with a subspecialty in forensic psychiatry.

BENJAMIN BORDOFF

Dr. Benjamin Bordoff, MD, (University of Toronto, 1988), is a Forensic Psychiatrist specialising in criminal and civil medicolegal assessments. He is Clinical Director of the Windsor Law and Mental Health Clinic, a joint program of Hotel-Dieu Grace Healthcare, and the Canadian Mental Health Association. Dr. Bordoff is an Adjunct Professor in Psychiatry at Western University and is the consultant psychiatrist for the University of Windsor Student Health Services. In private practice since 1994, he has been a member of the Ontario Review Board since 2001.

NICOLE LEMIEUX-MCKINNON

Nicole Lemieux-McKinnon, of Ottawa, is the former editor of the Youth Page of Le Droit, Ottawa's only French daily newspaper. Between 1971-1975, Ms. Lemieux-McKinnon was a translator for a national union and was most recently a Registrar at Academie Jeanne d'Arc, a private school for girls in Ottawa. Ms. Lemieux-McKinnon has a Bachelor of Arts and a Bachelor of Education Degree from the University of Ottawa.

Hy Bloom, LLB, MD, FRCP(C), is a forensic psychiatrist (and lawyer). He is a founding member of the PSILEX Group, Consultants in Behavioural Sciences and the Law, and CEO of Workplace.Calm, Inc., Conflict and Violence Prevention and Management. He is also a part-time staff member in the Complex Mental Illness/Forensic Services Program at the Centre of Addiction and Mental Health, an assistant professor in the Department of Medicine at the University of Toronto, and an assistant clinical professor in the Department of Psychiatry and Behavioural Neurosciences at McMaster University. Dr. Bloom is a psychiatric and legal member of both the Ontario and Nunavut Review Boards, and has recently been appointed to the Health Services Appeal Review Board. Dr. Bloom has lectured extensively and published a number of books, book chapters, articles, and manuals in the field of psychiatry and the law, including Law and Mental Disorder: A Comprehensive and Practical Approach (Eds. SANDOR WISEMAN

Dr. Sandy Wiseman has been practicing forensic psychology for over thirty years. He has also taught for fifteen years as a faculty member of the Department of Psychology at the University of Toronto, and coordinated psychological services for various school boards in Ontario. He holds an undergraduate degree from McGill University and a Ph.D. from Cornell University.

LORIE CAPPE

Dr. Lorie Cappe obtained his MD from the University of Toronto and completed his postgraduate training at McGill University. He spent a year in Trinidad helping to set up a general hospital psychiatry unit in Port-of-Spain. For several years, he was Director of Psychiatric Emergency and Outpatient Services at Sunnybrook Medical Centre. Dr. Cappe has served many years as Director of Undergraduate Education in the Department of Psychiatry, and as Associate Dean of Admissions for the Faculty of medicine at the University of Toronto.

CYNTHIA FROMSTEIN

Cynthia Fromstein has been practicing criminal law since 1984. She graduated with a B.A. from the University of Toronto and an LL.B from the University of Victoria. Ms. Fromstein is actively involved as a presenter at legal education programs and has written numerous articles on law and mental health. Her community involvement has included sitting as Executive Vice-Chair of the Community Advisory Board to Queen Street Mental Health Centre, and as Co-Chair of the Adoptive Council of Ontario.

PERCY WRIGHT

Dr. Percy Wright is a Psychologist in forensic practice. He has been involved in assessment of Forensic patients at CAMH, Oak Ridge (now Waypoint Centre) and in private practice. He has published articles involving the use of various tests with forensic groups including neuropsychological and intellectual measures as well as personality measures including the MCMI, MMPI and HCR. He has also been involved in oversight of CAMH reports prepared for the Ontario Review board.

PAUL FEDOROFF

J. Paul Fedoroff, M.D. is the Director of the Sexual Behaviours Clinic (SBC) in The Royal’s Integrated Forensic Program. Under his leadership, the SBC was awarded the prestigious American Psychiatric Association Gold Award for best outpatient clinical research program in 2015. Dr. Fedoroff is a Full Professor of Psychiatry in the Faculty of Medicine with cross appointments in the Faculty of Law and the Department of Criminology at the University of Ottawa. He is also a Senior Researcher with The Royal’s Institute of Mental Health Research. He has been President of the International Academy of Sex Research and of the Canadian Association of Psychiatry of the Law.

JACK ELLIS

Jack Ellis was Clinical Director of the Forensic Psychiatry Program at the Regional Mental Health Care St. Thomas and is currently working as a part-time Psychiatrist on the team in the outpatient part of the program. At the same time, he continued a small private practice in St. Thomas in a forensic and small psychiatry patient population. In September 2016, he retired from the forensic program and continued his private practice along with his Ontario Review Board work.

GARY CHAIMOWITZ

Gary Chaimowitz is the Head of the Forensic Psychiatry Program at St. Joseph’s Hospital in Hamilton and a Professor at McMaster University. He is active in many professional organizations, including the Ontario Medical Association Psychiatry section, the Canadian Psychiatric Association, the American Academy of Psychiatry and the Law, and the International Association of Forensic Health Services.

JOSEPH FERENCZ

Dr. Joseph Ferencz holds Bachelor's degrees in Biology and Psychology and a Master's degree in Psychology from the University of Guelph. He completed a Doctorate in Psychology at the University of Waterloo in 1982. After practicing as a psychologist for several years he undertook further training, completing a Medical Doctorate and psychiatric residency at McMaster University. In 1993 Dr. Ferencz assumed the directorship of the Forensic Psychiatry Program at the Hamilton Psychiatric Hospital. In 2005 he became the Head of the Schizophrenia Service at St. Joseph's Healthcare Hamilton and subsequently the Assistant Chief of Psychiatry between 2006 and 2011. He served as the Interim Psychiatrist-in-Chief at St. Joseph's Healthcare in 2012 through 2014. In addition to his primary areas of practice Dr. Ferencz worked as a staff psychiatrist in the Psychiatric Emergency Service between 1993 and 2013. In 2014 he returned to the full-time practice of Forensic psychiatry at the West 5th site of St. Joseph's Healthcare. He is an Associate Clinical Professor of Psychiatry in the Department of Psychiatry and Behavioural Neurosciences at McMaster University.

ROBERT CORMIER

Robert B. Cormier is a psychologist who has worked in penitentiaries in Kingston in the early part of his career. He subsequently moved to Ottawa and held numerous positions in the Department of Solicitor General, and later Public Safety, including Senior Director, Research and Community Development (2001 to 2006), and Executive Director, National Crime Prevention Centre (2007 to 2010).

REGHUVARAN KUNJUKRISHNAN

Dr. Kunjukrishnan is a physician registered with the College of Physicians and Surgeons of Ontario. He is a trained psychiatrist with special qualifications in psychiatry from The Royal College of Physicians and Surgeons of Canada, the Royal College of Psychiatrists in the UK, and the Royal Australian and New Zealand College of Psychiatrists. He has been practicing psychiatry for more than 40 years, and has been a forensic psychiatrist, practising at the Royal Ottawa Mental Health Centre for the last 38 years. Dr. Kunjukrishnan also has a Master's degree in Health Law from Osgoode Hall Law School in Toronto, Ontario. Dr. Kunjukrishnan has been a member of the Ontario Review Board for close to 20 years, and he is also a member of various medical and psychiatric organizations in Canada and internationally. Dr. Kunjukrishnan is also involved in the academic activities of the Faculty of Medicine at the University of Ottawa.

STEVEN COHEN

Steven Cohen is a Psychiatrist working full-time in Forensic Psychiatry at the Centre for Addiction and Mental Health. His community involvement has included Doctors Without Borders. Dr. Cohen's professional memberships include the Canadian Medical Protective Association and the Canadian and the American Academies of Psychiatry and Law. He is also a Fellow of the Royal College of Physicians and Surgeons of Canada. Dr. Cohen received his medical degree from the University of Calgary and Fellowship in Forensic Psychiatry from the University of Toronto.

GEOFF BEASLEY

Geoffrey Beasley retired as Crown Attorney for Middlesex County in 2012, after 27 years with the Ministry of the Attorney General. He was actively involved in mental health advocacy and training since 1990, appearing as counsel before the Lieutenant Governor's Review Board and the Ontario Review Board. He was co-founder of the Attorney General's training program for Part XXI of the Criminal Code. In private practice from 1982 to 1985, he appeared at all levels of court including the Supreme Court of Canada. In 2013 he was appointed as a legal member and Alternate Chairperson of the Ontario Review Board.

THOMAS VERNY

Dr. Thomas Verny is a psychiatrist, writer, lecturer and academic. He previously taught at Harvard University, the University of Toronto, York University, St. Mary's University, Minneapolis, and the Santa Barbara Graduate Institute. He was Director of the Psychiatric In-Patient Service at Toronto East General Hospital, the EGO Programme at York University and founder of the Center for Psychotherapy and Education in Toronto. Dr. Verny was founding editor of the Pre and Peri-Natal Psychology Journal, President of the Pre and Peri-Natal Psychology Association of North America from 1983 to 1991, and served on the Association's Board of Directors until 2007. He is the author of seven books and over 45 scientific papers.

BARBARA NAEGELE

Barbara Naegele was Executive Director of the Pension Appeals Board of the Canada Pension Plan (CPP) from 1998 to 2013. She joined CPP in 1992 as Director of Disability Operations. She is also a former public member of the Council of the College of Physicians and Surgeons of Ontario. Ms. Naegele holds a Masters degree in Science from the University of British Columbia.

WILLIAM JOHNSTON

is Medical Director, Integrated Forensic Service at the Whitby Mental Health Centre. He currently serves as Medical Director, Mental Health Programmes of Nunavut, Psychiatrist, Centre for Addiction and Mental Health and Consulting Psychiatrist with the Ontario Ministry of Corrections. Dr. Johnston's community involvement includes volunteering with the Gardiner Museum and the President's Circle University of Toronto. Dr. Johnston is currently affiliated with the Centre for Addiction and Mental Health, Baffin Regional Hospital and Whitby Mental Health Centre. Dr. Johnston received his medical degree from McMaster Medical School in 1978 and his certificate in Psychiatry in 1988.

JAMES CYR

Jim Cyr is the Director, Crisis and Mental Health, Saint Elizabeth Health Care. Previously, he was the Administrative Director, Forensic Program, Ontario Shores Centre for Mental Health Sciences, a program he created in 1997. He held this position except for a 5 and a 1/2 year hiatus with the provincial government from 2001 to 2006, where he served as Manager, Special Services and Supports, Policy Development and Program Design Division, and Manager, Mental Health Program, Mental Health and Addiction Branch, Ministry of Health and Long-Term Care. Mr. Cyr has been a member of the Ontario Review Board since January 2013.

STEPHEN HUCKER

Dr. Stephen Hucker is a physician and psychiatrist whose practise involves forensic and correctional psychiatry. He has held senior administrative, academic, and clinical positions at Queen's University, McMaster University, and the University of Toronto where he is Professor Emeritus. He has consulted to governments across Canada and the United States and has provided a number of major official reports. He has authored and co-authored more than 100 books, book chapters, peer-reviewed, and non-peer-reviewed articles and continues to teach nurses, medical students, and psychiatric trainees, and gives lectures and workshops. In 1998, he was awarded the Bruno Cormier Award for Outstanding Contributions to Canadian Forensic Psychiatry and Distinctive Achievements in the Field by the Canadian Academy of Psychiatry and Law and in 2017 was elected Fellow of the Association for the Treatment of Sexual Abusers. He currently provides some clinical services and consultations for Correctional Services of Canada.

SEBASTIEN PRAT

Dr. Sébastien Prat is a psychiatrist in the Forensic Psychiatry Program at St. Joseph's Healthcare Hamilton and an Associate Professor in the Department of Psychiatry and Behavioural Neurosciences at McMaster University. He completed his medical training and his psychiatry residency program at the University François Rabelais of Tours in France. He holds a master’s in psychology from the University of Poitiers (France). He also completed a clinical fellowship in forensic psychiatry at McMaster University.

SAM SWAMINATH

Dr. Sam Swaminath underwent training in forensic psychiatry in Leister, England, and he moved to Canada in 1985 to work at the St. Thomas Psychiatric Hospital now renamed as Southwest Centre for Forensic Mental Health Care. He served in the hospital in different capacities such as the Director of Forensic Services and Psychiatrist in Chief and Clinical Director before retiring in September 2012. He was a member of several professional organizations and has publications in psychiatric journals. He has worked as a consultant psychiatrist for the Ontario Ministry of Community Safety and Correctional Services at the Sarnia Jail and the Ministry of Children and Youth Services

MURRAY SEGAL

Murray Segal is a lawyer. He is a former Deputy Attorney General for Ontario and the former Chief Prosecutor for Ontario. He is the author of several publications on the Charter and various criminal subjects. He is a member of the Board of Trustees of the Centre for Mental Health and Addictions and a Board member of the CMHA (GTA) and is President of the Canadian Mental Health Association (GTA).

SERGE LESSARD

Dr. Serge Lessard is a Coroner in the province of Ontario. He is an Advisor to numerous pharmaceutical boards on mood, anxiety and psychiatric disorders. Dr. Lessard's community involvement includes building a community clinic to facilitate access to mental health care and is Psychiatrist/Advisor for the Eastern Ontario underserviced area. Dr. Lessard is a Member of the Canadian, Ontario and American Psychiatric Associations. Dr. Lessard holds an Honours Bachelor of Arts degree.

LARRY CALZAVARA

Mr. Calzavara began his Post-Secondary education in the Fine Arts Program at the University of Guelph. He then transferred to the University of Toronto where he obtained a B.A. in English. He earned an LL.B. from the University of Western Ontario, having concentrated in the field of Criminal Law. Subsequent to completing his Articling Program with the Ministry of the Attorney General, he was employed as an Assistant Crown Attorney then as the Director of Criminal Law for Ontario Legal Aid (Toronto) prior to practicing as a private Criminal Defence Attorney. The balance of his career was spent with the Canadian Security Intelligence Service. He sat as both Secretary and Alternating Chair with the Ontario Legal Aid Area Committee for over 25 years. Mr. Calzavara is currently enjoying retirement by producing original pieces of art and displaying them in galleries in the GTA.

DAVID MCCOMBS

The Honourable J. David McCombs was a Judge of the Superior Court of Justice (Ontario) for over 26 years from 1992 until his retirement in 2018. After being called to the Bar in 1975, Mr. McCombs had a private trial and appellate law practice focussing primarily on criminal and constitutional law. He is a former partner in the law firm of Carter, McCombs & Minden. He is a former member of various legal organizations, including the Ontario Criminal Lawyers’ Association, the Advocates’ Society, and the Ontario Bar Association. He was a frequent presenter, panelist and organizer at conferences for various associations, including the Superior Court Judges’ Association, the Ontario Crown Attorneys’ Association, the Society of Ontario Adjudicators and Regulators, the Ontario Criminal Lawyers’ Association and several others. He is a former faculty member of the Bar Admission Course of the Law Society of Upper Canada, and of Osgoode Hall Law School (as adjunct lecturer in Trial Advocacy), and the Federation of Law Societies’ National Criminal Law Program. His community involvement includes the Law Society Foundation Feed the Hungry Program, and volunteering (in the mid-1970’s) as a member of the Board of Directors of the Elizabeth Fry Society and Theatre Passe Muraille.

SUZANNE CLAPP

Suzanne Clapp is a Senior Lawyer Member of the Consent and Capacity Board (appointed in 2013) and a Lawyer Member of the Ontario Review Board (appointed in 2021). Ms Clapp was called to the Bar in 1998 and holds a Bachelor of Laws degree from the University of Toronto. She also holds Bachelor degrees in Life Sciences and Physical and Health Education from Queen's University. Ms Clapp was an Associate Lawyer with McCarthy Tétrault LLP (1996-2001) where she practised litigation with an emphasis on health law, professional disciplinary work, and commercial litigation. Ms Clapp was also a Litigation Lawyer with the City of Toronto Legal Services (2002-2006) where she acted as counsel for the City of Toronto in many different types of litigation before various levels of courts and tribunals.

PETER VICE

Peter Vice is a solicitor and partner for Vice & Hunter LLP, and a former Chairman for the Ottawa Police Services Board. His community involvement has included serving as a Trustee, Ottawa Civic Hospital Board of Trustees.

CURT FLANAGAN

Curt Flanagan currently sits as a legal member of the Consent and Capacity Board and Ontario Review Board. He is a former Director of Crown Operations, East Region, Crown Attorney, Leeds and Grenville, and Director of Mental Health and Justice, Criminal Law Division for the Ministry of the Attorney General. He was actively involved in mental health advocacy, training, and education throughout his career, with extensive knowledge in mental disorder and the criminal law.

YURI ALATISHE

Yuri Alatishe is an Assistant Clinical Professor of Psychiatry at McMaster University and an Attending Psychiatrist at St. Joseph's Healthcare Hamilton. Dr. Alatishe is a Psychiatric Member of the Consent and Capacity Board of Ontario. Dr. Alatishe holds a Medical Doctorate from Ross University and is certified by the Royal College of Physicians and Surgeons of Canada in the subspecialty of Forensic Psychiatry.

ROBERT DEL FRATE

Justice Robert G.S. Del Frate has been a Superior Court Justice since 2001. Prior to that he was a partner in the law firm of Lacroix, Forest and Del Frate. Judge Del Frate earned his B.A. in French and Political Science from Laurentian University and his LL.B. from Osgoode Hall Law School. He is a former member and executive of Ducks Unlimited, the Grouse Society of Canada and the Caruso Club. He is also the former Chair of the Board of Governors, Laurentian University Finance Committee. Judge Del Frate is a member of the Advocates Society, the Canadian Bar Association, the Sudbury Law Association and L'Association des Juristes D'Expression Français de l'Ontario.

BETH ALLEN

Beth Allen was appointed as a Judge with the Ontario Superior Court of Justice, in 2007. She continues in that capacity to the present. She is currently, and for several years has been, on the Criminal Team presiding over a variety of criminal proceedings. Beth has worked on a variety of other Teams during her 13-year tenure on the Bench. M. LYNNE BRIDGER

Mary-Lynne Bridger is a lawyer called to the Bar in 1988 and is a retired Crown Attorney. She worked in Toronto for 3 decades, prosecuting criminal matters on behalf of the Attorney General of Ontario. She also appeared before the Ontario Review Board and acted as counsel to the Coroner. Ms. Bridger occasionally prosecuted matters in French in Toronto in provincial court. Beginning at the age of 18, all of Ms. Bridger's post-secondary education was in both official languages. She earned a DEC from Cegep de Ste. Foy. She holds a B.A. from Glendon College, York University. She obtained her LL. B from the University of Ottawa. Ms. Bridger was recently a member of the Board of Directors of the Catholic Children's Aid Society of Toronto, serving for the maximum term of 9 years. She has been a Girl Guide leader for girls ages 5 to 11. Ms. Bridger continues to volunteer on an ad-hoc basis in her community.

TREENA WILKIE

Dr. Treena Wilkie is a Forensic Psychiatrist and the Chief of Forensic Services in the Complex Care and Recovery Program at the Centre for Addiction and Mental Health (CAMH). She is also the Deputy Physician-in-Chief, Medical Affairs and Practice at CAMH. Dr. Wilkie is a member of the Royal College of Physicians and Surgeons of Canada and the Ontario Medical Association. She is also an Associate Professor in the Department of Psychiatry, University of Toronto. She holds degrees from Queen's University, the University of Ottawa and the University of Toronto.

ANGELA LA VIOLA

Angela A. La Viola is a graduate of the University of Windsor – Windsor Law. She began her career in private practice as Criminal Defence Counsel in 2007. Since then, she has practiced as In-house Counsel involving oversight of prosecutions, administrative and regulatory proceedings, administrative policy review and implementation, including regulatory legislative amendments. Career volunteer work includes her role as former Chair of the Elizabeth Fry Society in Simcoe-Muskoka.

BRUCE GARROW

Bruce Garrow is Counsel at Borden Ladner Gervais LLP. Previously, he was a Partner with Borden Ladner Gervais LLP working in the area of trial and appellate counsel civil litigation. His community involvement includes volunteering with Lawyers Feed the Hungry -Toronto. Mr. Garrow holds a Master of Law and Bachelor of Law from McGill University, and a Bachelor of Arts from the University of Montreal.

PHILIPPE CAPELLE

Philippe Capelle is a Certified Specialist in Canadian Citizenship and Immigration Law. He was called to the Ontario Bar in 1991 and co-founded Capelle Kane Immigration Lawyers in 1994. Mr. Capelle was a member of the Consent and Capacity Board for 15 years, serving as a senior lawyer member with that Tribunal from 2001 through to 2013. Appointed to the Law Society Tribunal in 2013, he adjudicated complaints against lawyers and paralegals that may have failed to meet standards of professional competence and conduct. He holds an Honours Bachelor of Arts degree from Carleton University and a Bachelor of Laws degree from the University of Windsor.

JOEL WATTS

Joel Watts MD, FRCPC (Forensic Psychiatry) completed his medical degree in 2003, his psychiatry residency in 2008 and a fellowship in forensic psychiatry in Cleveland, Ohio in 2009. He practiced forensic psychiatry at the Institut Philippe-Pinel de Montreal from 2009 to July 2015 and was the Program Director for the Forensic Psychiatry Residence Program from 2012 to July 2015. He practiced at the Royal Ottawa Mental Health Center (ROMHC) from 2015 to 2021. He now works as a civilian contractor for the Canadian Armed Forces providing assessment and treatment of military members in the Regular and Special Forces, and he has a private forensic psychiatry practice in Ottawa. He is a past-president of the Canadian Academy of Psychiatry and the Law (CAPL) and the Quebec branch of CAPL. He is the Chair of the Forensic Psychiatry Specialty Committee of the Royal College of Physicians and Surgeons of Canada.

ROBERT DAWSON RAINBOTH

Robert Dawson Rainboth serves as a member (part-time) for the Consent and Capacity Board. He is a Captain of Ottawa Fire Services for the City of Ottawa, and a school board trustee for Conseil des Ecoles Catholique du Centre Est. His community involvement includes serving as a Chairman for the Ottawa Professional Firefighters Association Santa’s Parade of Lights. `

SHAHEEN DARANI

Dr. Shaheen A. Darani is a Staff Forensic Psychiatrist in the Forensic Division at the Centre for Addiction and Mental Health, consultant psychiatrist to the Unified Mental Health Court at Old City Hall in Toronto, and Assistant Professor in the Department of Psychiatry at the University of Toronto. After completing her Doctor of Medicine degree at McMaster University, Dr. Darani specialized in Psychiatry, becoming a Fellow of the Royal College of Physicians and Surgeons of Canada. She then went on to pursue a Fellowship in Forensic Psychiatry at Yale University. Dr. Darani is the Director of Faculty Development in the Department of Psychiatry at the University of Toronto, as well as Associate Director, Postgraduate Learner Affairs/Wellness in Temerty Faculty of Medicine, University of Toronto. She serves as a member on the Forensic Psychiatry Examination Board as well as on the Specialty Committee in Psychiatry at the Royal College of Physicians and Surgeons of Canada. She is the Lead of the Physician Mentorship Program as well as past Site Director for Postgraduate Medical Education at the Centre for Addiction and Mental Health. Her areas of interest include education interventions in corrections, protective factors in risk assessment, mental health, diversion, and forensic rehabilitation and recovery.

LAURA BANKS

Laura Banks was called to the Bar in Ontario in 1987. Her practice concentrated on the corporate and commercial area, focusing primarily on mergers, acquisitions, divestitures and corporate reorganizations. Ms. Banks provided Canadian and foreign businesses with advice on a wide range of matters including commercial agreements, shareholders, partnership and joint venture agreements. She also advises clients in the establishment and operation of not-for-profit organizations and registered charities. After almost a decade of practicing law, Ms. Banks took a hiatus from her legal career. Since that time she has been actively involved in a wide variety of community initiatives and charitable organizations.

KAREN HAND

Dr. Karen Hand is a general adult psychiatrist with experience in program development. While on staff at the former Brockville Psychiatric Hospital, she was the psychiatrist with one of the first Assertive Community Treatment Teams in Ontario, participating in the development of the ACT model of service delivery for individuals living with severe mental illness in Ontario; during this time the team received a Government of Ontario Amethyst Award for Excellence in Service. In 1998, when the MOHLTC was beginning to roll out ACT Teams across the province, she was hired to implement an ACT Team in Waterloo Region. As a member of the Technical Advisory Panel for Assertive Community Treatment for the Ontario Ministry of Health and Long-Term Care, she is one of the authors of the Standards for ACT Teams in Ontario. She is currently an advisor to the Ontario ACT and FACT Association. Dr Hand is an Adjunct Professor in the Department of Psychiatry at McMaster School of Medicine. Dr. Hand earned her B.Med.Sc and her M.D. from Memorial University of Newfoundland.

MAXYM CHOPTIANY

Dr. Maxym Choptiany is a staff psychiatrist in the forensic division at the Centre for Addiction and Mental Health and a consultant forensic psychiatrist to Waypoint Centre for Mental Health Care. He has clinical experience working in forensic inpatient, outpatient, and correctional settings, providing assessment, consultation, and clinical care. He is involved in psychiatric outreach to Nunavut through the University of Toronto.

KIRAN PATEL

Dr Kiran Patel is a Fellow of the Royal College of Psychiatrists in the UK, a Member of the College of Psychiatrists of Ireland, and a Fellow of the Royal College of Physicians and Surgeons of Canada (Psychiatry & Forensic Psychiatry). He is currently a Staff Psychiatrist within the Forensic Division of the Complex Care and Recovery Programme at CAMH and Assistant Professor at the University of Toronto. He is Clinical Head for the Forensic Early Intervention Service (FEIS), Consultant to the Unified Mental Health Court at Old City Hall Courthouse, and Medical Head – Criminal Justice Interface, a CAMH leadership position. He undertakes additional work with Ontario Provincial Corrections and Correctional Services Canada. Dr Patel’s academic focus is translation of research evidence into best-practice models and protocols. He is also involved with education and teaching development in relation to mental health within Corrections, both Provincially and Federally.

ARIEL HERSCOVITCH

Mr. Herscovitch practices criminal defence with Herscovitch Wyszomierska Jeethan Criminal Lawyers in Toronto. He previously worked for nearly a decade at another prominent criminal defence firm in Toronto. Mr. Herscovitch has conducted trials, appeals and hearings at all levels of court in Ontario and at the Ontario Review Board. He is a member of the Toronto Lawyers Association and the Criminal Lawyers' Association, where he acts as a mentor for junior counsel. He has also taught trial advocacy at the annual Osgoode Professional Development Intensive Trial Advocacy Workshop.

ERIC SIEBENMORGEN

Mr. Siebenmorgen currently resides in the Greater Toronto Hamilton Area. He retired from the Ontario Public Service in 2019. He served as Crown Counsel with the Crown Law Office-Criminal, Ministry of the Attorney General, from 1983 until his retirement. From 2006 to 2012, he was seconded to the Office of the Chief Coroner of Ontario, where he served as Chief Counsel. He was appointed to the position of General Counsel with the Ministry of the Attorney General in 2009. Mr. Siebenmorgen has been involved in appellate advocacy, educational initiatives and policy work in relation to Part XX.1 of the Criminal Code since that Part of the Code was proclaimed in 1992. In 2018, he assumed the role of Lead Policy Counsel, Mental Health and Addictions, within the Ministry's Criminal Law Division. Mr. Siebenmorgen is an active member of his local church.

ANGELA PARK

Dr. Angela Park completed her residency in Psychiatry at the University of Ottawa in 2022 and is currently practicing as an inpatient acute care Psychiatrist in the Waterloo-Wellington region. She is also an adjunct clinical assistant professor at McMaster University. She holds a Bachelor of Health Sciences (Honours) from McMaster University and a Doctorate in Medicine from the University of Ottawa and is a Fellow of the Royal College of Physicians of Canada in Psychiatry.

ROBERT BIGELOW

Robert Bigelow is a Judge with the Ontario Court of Justice. Mr. Bigelow is also a member of the Ontario Conference of Judges. His community involvement includes serving as the former President of the John Howard Society of Metropolitan Toronto and as a board member of The Children's Storefront. Mr. Bigelow holds a Bachelor of Arts degree from the University of Toronto and a Bachelor of Laws degree from Queen's University.

KATHERINE TOMASZEWSKI

Katherine Tomaszewski, of Strathroy, is a member (part-time) of the Consent and Capacity Board, an Associate Lawyer with Bezaire Hemeryck Barnett Professional Corporation, and a Knowledge Team Member with Clausehound Inc. Her community involvement includes serving as a member of the Children’s Aid Society London and Middlesex Board of Directors.

Jessyca Greenwood is a lawyer in Toronto, who's practice includes advising on employment and human rights law, in workplace investigations, and assisting clients accused of professional or criminal wrong-doing.
