Appointee Biographies

MARGARET CREAL KC

Margaret Creal, K.C. was appointed Chair of the Chair of the Consent and Capacity Board in 2015. Ms. Creal served as an Assistant Crown Attorney in downtown Toronto for 27 years during which time she acquired significant experience in mental health issues in the criminal law context. She was a Designated Specialist in mental disorder, appeared regularly before the Ontario Review Board, assisted in the development of and was a designated Crown in Toronto’s Mental Health Court for many years, appeared in Drug Treatment Court, and was a member of MAG’s Mental Health and Justice Advisory Committee. An active volunteer, Margaret serves the Diocese of Toronto (Anglican) as Chancellor.

LORA PATTON

Lora Patton is a full time Vice Chair at the Consent and Capacity Board. As a lawyer member, she has presided over all types of matters coming before the Board, including those that are complex or sensitive. A Vice-Chair since 2013, Ms. Patton has taken on additional responsibilities including adjudicator recruitment and training, education and evaluation of members; education and information for stakeholders and the public; and senior advice on diverse aspects of Board administration. Before joining the Board, Ms. Patton worked in health law, co-taught programs at Osgoode Hall Law School and York University and co-authored multiple articles and book chapters. In addition to her law degree, she holds a Master’s degree in Critical Disability Studies.

M. KRISTA BULMER

Krista Bulmer completed both a Juris Doctor and a Master of Laws at Osgoode Hall Law School. She was called to the bar of Ontario in 2006. Krista was in private practice in Toronto for more than a decade and appeared before all levels of Ontario courts and administrative tribunals. Krista first joined the Consent and Capacity Board as an adjudicator in 2015 and is currently full-time vice-chair. She has co-taught a course for Osgoode’s Master of Laws program in Health Law and has also presented at the Law Society of Ontario.

MICHAEL NEWMAN

Michael Newman is a member of the Ontario Bar. He is a Vice-Chair and a Senior Lawyer Member of the Consent and Capacity Board (CCB) adjudicating applications under various provincial statutes. In addition to adjudication, Mr. Newman provides public education for the CCB and teaches Law for Health Managers at the Ted Rogers School of Business at Toronto Metropolitan University. He also teaches as a guest lecturer at Osgoode Professional Development including in the Master of Law (Health Law) program. In the past Mr. Newman was actively involved in community organizations, including as a member of the Vaughan Public Library Board as Group Chair of his local scouting organization.

RAJIV BHATLA

Rajiv Bhatla works in the Operational Stress Injury at the Royal Ottawa Mental Health Centre serving Canadian veterans and RCMP. Dr. Bhatla is an Associate Professor, Department of Psychiatry at the University of Ottawa. Dr. Bhatla is Vice-Chair of the Consent & Capacity Board of Ontario. In addition to expertise in concurrent disorders (addictions and mental health), Dr. Bhatla has an interest in psychiatric ethics and is a member of the Editorial Committee of the Journal of Ethics in Mental Health. In 2011, Dr. Bhatla completed the Advanced Management Program of the Wharton School of Business, University of Pennsylvania. Dr. Bhatla will be joining the Northern Ontario Francophone Psychiatric Program providing high-quality French-language psychiatric services in underserviced areas.

NINA LESTER

Nina Lester joined the Consent and Capacity Board as a lawyer member in 2009 and was appointed part-time Vice-Chair in 2018. Her previous professional background was in corporate and environmental law. In addition to adjudicating complex matters, Ms. Lester manages a variety of Board administrative responsibilities including new member training, peer education and peer evaluation. Ms. Lester holds a Bachelor of Arts degree from Yale University, a Master of Environmental Studies degree from York University, and a Bachelor of Laws degree from the University of Toronto.

ANTHONY WARR

Anthony Warr spent most of his working life with the Toronto Police Service. He started as a Cadet in 1965. He retired from the Service on September 1, 2011 as Deputy Chief. While Deputy Chief he was a member of the Command Team of the Service that achieved significant budget reductions without reducing and in fact in some cases increasing the level of service delivery to the community. The efforts of the Command Team resulted in several hundred additional officers available for front line uniform duties. Her Excellency Michaelle Jean, Governor General, appointed him an Officer of the Order of Merit of the Police Forces – O.O.M. He also received the Exemplary Service medal and 2 bars and was awarded the Medal of Merit by the Toronto Police Services Board, He is a member of the International, Canadian and Ontario Associations of Chiefs of Police. In December 2012 he was appointed by Order in Council as a part-time public member of the Consent and Capacity Board

TIMOTHY VAILLANCOURT

Timothy Vaillancourt has been a member of the CCB since 2012. He is a former operational Sergeant and 1st class Constable with the Midland and Penetang Police Service. He retired after completing 35 years of service to the community. His community involvement included volunteer and director positions with several programs, including Out of The Cold program, co-founding member of Maison Rosewood Shelter, being a member of the Board of Monitors for Central North Correctional Facility, and being a Director of Hospice Tomkins House. Mr. Vaillancourt is also a recipient of the Police Exemplary Service Medal (1st bar)

GARY STRANG

Gary Strang has been a member of the Consent and Capacity Board since 2003. He currently serves as Vice Chair, Public Member. Mr. Strang was previously a member of the City of London Police Service and retired as the Supervisor of the Community Foot Patrol Unit. He received The Governor General of Canada Exemplary Service medal with one bar for his service. Mr. Strang’s community involvement includes serving with the London Cycling Advisory Committee and the International Police Mountain Bike Association. He completed the Ontario Management Development and the Municipal Administration Programs at Fanshawe College and holds certification as a Fire and Explosion Investigator from the National Certification Board.

PETER COOK

Peter E. Cook received his Bachelor of Science degree from Dalhousie University and his medical degree in 1974 from the University of British Columbia. Dr. Cook completed his psychiatric residency training at Yale University in 1982. He is a Fellow of the Royal College of Physicians and Surgeons of Canada and the American Board of Neurology and Psychiatry. He is an Associate Clinical Professor, Department of Psychiatry and Behavioural Neurosciences, McMaster University and sits as a panel member of the Consent and Capacity Board and the Ontario Review Board. In March of 2018, he stepped down as Chief of Psychiatry and Head of Service for Schizophrenia and Community Integration Program, St. Joseph’s Healthcare Hamilton.

SUZANNE CLAPP

Suzanne Clapp is a Senior Lawyer Member of the Consent and Capacity Board and an Alternate Chair and Lawyer Member of the Ontario Review Board. Ms. Clapp was called to the Bar in 1998 and holds a Bachelor of Laws degree from the University of Toronto. She also holds bachelor's degrees in Life Sciences and Physical and Health Education from Queen's University. Ms. Clapp was an Associate Lawyer with McCarthy Tétrault LLP where she practiced litigation with an emphasis on health law and professional disciplinary work. Ms. Clapp was also a Litigation Lawyer with the City of Toronto Legal Services where she acted as counsel for the City before various levels of courts and tribunals.

REKHA LAKRA

Rekha Lakra graduated from Osgoode Hall Law School and was called to the Bar in 2002. Ms. Lakra also has an MBA from the Schulich School of Business. She is Senior Lawyer Member of the Consent and Capacity Board and joined the board in 2012. In addition, she is a legal representative for a private research ethics board, a mediator and an arbitrator. In the past, she worked as a legal consultant at the World Health Organization headquarters in Geneva, and at a multi-national company. Her past community work has included the Canadian Mental Health Association and the Ontario College of Dental Technologists.

GARY KAY

Dr. Gary Kay is a Staff Adult Psychiatrist at The Ottawa Hospital - Civic Campus and an Assistant Professor of Psychiatry at the University of Ottawa. His community involvement includes serving as a member of the Medical Council of Canada Qualifying Examination Part 1 Test Form Approval Committee. Dr. Kay holds a Bachelor of Science degree in Life Sciences from Queen's University and a Doctor of Medicine degree from the University of Western Ontario.

BRIAN CHILLMAN

Brian Chillman is a Partner with McTague Law Firm LLP where he co-chairs the Business Law Group. Mr. Chillman was the former General Counsel and Secretary to the Board of Directors of Chrysler Financial Services Canada. He was a sessional instructor, and still regularly acts as a guest lecturer at the University of Windsor Law School (Ethics, Wills and Estates and Business Associations). Mr. Chillman holds a Bachelor of Arts (Business Co-op Program) from the University of Waterloo, a Juris Doctor from the Faculty of Law, University of Windsor, and a Master of Business Administration degree from the University of Windsor.

SHASHI RAINA

Shashi Raina is a Sole Practitioner in the areas of Civil Litigation, Employment Law, Wills and Estates, Real Estate and Business Law. Mr. Raina is a former Associate Lawyer with Wise Law Office. He is a member of the Law Society Upper Canada and a licensed member of the Bar Council of the state of Jammu and Kashmir, India. Mr. Raina's community involvement includes providing pro-bono legal work. He holds a Bachelor of Laws degree from the University of Kashmir, Srinagar, India.

LINDA MARTSCHENKO

Linda Martschenko is a lawyer who practiced in the areas of business and immigration law in Windsor Ontario. She appeared before various tribunals and courts including the Federal Court of Appeal. Linda continues to teach Employment Law and Business Law at St. Clair College. In the past, Ms. Martschenko’s community involvement included serving as a member of the Research Ethics Board of the University of Windsor, as a member of the Board of Governors of St. Clair College, as Chairperson and member of the Legal Aid Ontario Area Committee and as Treasurer of Theatre Ensemble in Windsor. She holds a Bachelor of Science in Nursing degree, a Bachelor of Arts in Psychology degree and a Bachelor of Laws degree from the University of Windsor.

JOHN HANBIDGE

John Hanbidge is a lawyer who was employed as Crown Counsel with the Ministry of the Attorney General from 1982 until 2015. Mr. Hanbidge appeared frequently as counsel for the Attorney General before the Ontario Review Board. He was Chairperson of the organizing committee established to design and implement the Adult Therapeutic Court currently in operation at sittings of the Ontario Court of Justice at London, Ontario. He retired as General Counsel with the Ministry, last serving in the capacity of Acting Crown Attorney for the County of Oxford. In November 2015, he was appointed as a Standing Agent with the Public Prosecution Service of Canada. Mr. Hanbidge is currently serving as an appointed member of Ontario Review Board and the Consent and Capacity Board. He holds a Bachelor of Laws degree from the University of Ottawa and a Masters of Law degree from York University, Osgoode Hall Law School.

JOHN LIDDLE

John Liddle graduated from the University of Windsor Law School in 1988 and was a practising criminal defence lawyer until 2021. He was a president of the Windsor Criminal Lawyers' Association and was a Regional Director of the Ontario Criminal Lawyers' Association. He taught Criminal Law and Forensic Evidence at the University of Windsor and was a founding member of the local justice committee that created Windsor's Mental Health Court.

GEORGE PAPATHEODOROU

George Papatheodorou has been a Psychiatrist member of the Consent and Capacity Board since 2015. He held many senior positions as a psychiatrist, including Clinical Chief of the Schizophrenia Program at the Centre for Addictions and Mental Health- College Street. For many years he managed the inpatient services of the Early Psychosis Unit at the Centre for Addictions and Mental Health. He is an Assistant Professor with the University of Toronto. He completed Medical School, a rotating internship, and a psychiatry residency from McGill University.

ROSS STEWART

Ross Stewart is originally from Calgary, Alberta. He has resided in Ottawa since 1980. He is a graduate of Carleton University (B.A, (Hons.) -), the University of Ottawa (LL.B.) and York University (LL.M. – Criminal Law and Procedure). He has practised in Ottawa since 1990 with the law firm of Stewart Pilon LPC., in the areas of criminal defence and mental health law. He offers legal services in both English and French. He has appeared in all levels of courts in Ontario and before the Ontario Review Board. Since 2017, he has been a Standing Agent for the Public Prosecution Service of Canada. He is a part time professor at the University of Ottawa-Faculty of Common Law where he teaches a course on mental health law.

KAREN HAND

Dr. Karen Hand is a general adult psychiatrist with experience in program development. While on staff at the former Brockville Psychiatric Hospital, she was the psychiatrist with one of the first Assertive Community Treatment Teams in Ontario, participating in the development of the ACT model of service delivery for individuals living with severe mental illness in Ontario; during this time the team received a Government of Ontario Amethyst Award for Excellence in Service. In 1998, when the MOHLTC was beginning to roll out ACT Teams across the province, she was hired to implement an ACT Team in Waterloo Region. As a member of the Technical Advisory Panel for Assertive Community Treatment for the Ontario Ministry of Health and Long-Term Care, she is one of the authors of the Standards for ACT Teams in Ontario. She is currently an advisor to the Ontario ACT and FACT Association. Dr Hand is an Adjunct Professor in the Department of Psychiatry at McMaster School of Medicine. Dr. Hand earned her B.Med.Sc and her M.D. from Memorial University of Newfoundland.

DAVID MCFADDEN

Dave McFadden is a retired police constable with over 30 years of service with the Peterborough Lakefield Community Police Service (1987 - 2014) and OPP Bancroft (1984 -1987). His career included Uniform Patrol, Criminal Investigations and Traffic Services. He was the President of the Peterborough Police Association from 2003 until his retirement in August 2014. He also held the position of President of the Police Association of Ontario from 2011 to 2013. Mr. McFadden is a recipient of the Member of the Order of Merit of the Police Forces medal, the Police Officer Exemplary Service medal (1st Bar) and the Queen's Jubilee medal.

GEOFF BEASLEY

Geoffrey Beasley retired as Crown Attorney for Middlesex County in 2012, after 27 years with the Ministry of the Attorney General. He was actively involved in mental health advocacy and training since 1990, appearing as counsel before the Lieutenant Governor's Review Board and the Ontario Review Board. He was co-founder of the Attorney General's training program for Part XXI of the Criminal Code. In private practice from 1982 to 1985, he appeared at all levels of court including the Supreme Court of Canada. In 2013 he was appointed as a legal member and Alternate Chairperson of the Ontario Review Board.

SHELLEY BROOK

Shelley Brook is a psychiatrist who has worked full time as a clinician and teacher at St Michael's Hospital, one of the teaching sites of the University of Toronto. She has also recently retired from doing clinical work and teaching in Timmins through the University of Toronto's Psychiatric Outreach Program and has been involved in a university program in Ethiopia to work with their psychiatric faculty in Addis Ababa. She is a fellow of the Royal College of Physicians and Surgeons of Canada. Jane Bullbrook was called to the Ontario bar following with a lengthy career as a trademark agent. She continued practicing as in house counsel and later established a private practice working with the special needs community in estate planning and legal capacity of persons with disabilities. She was active committee member with the Intellectual Property Institute of Canada and sat on several boards of charities serving the mental health and disabled communities.

DONNA ANDRADE

is a former Nurse Practitioner at Brighton Quinte West Family Health Team, and a former Practitioner at Belleville and Quinte West Community Health Centre. Her community involvement includes serving as Treasurer for the Central Easy Association for Smoking Cessation.

MARK HANDELMAN

Mark Handelman was called to the Ontario Bar in 1978 and holds an MHSc in Bioethics from the University of Toronto Joint Centre for Bioethics. Mr. Handelman was first appointed to the Board in 1998 and served a ten-year term, for 8 years of which he was a Vice Chair and Senior Lawyer Member. He was a part time Member of the Ontario Human Rights Tribunal from 2008 to 2018. From 2008 to 2019, Mr. Handelman practiced elder law and health care law. His articles on consent and capacity law, mental health law, end of life decision-making and Powers of Attorney have appeared in the popular press as well as peer-reviewed medical and legal journals. He is a Provincial appointee to the Council of the College of Traditional Chinese Medicine Practitioners and Acupuncturists. He was a member of Pro Bono Ontario and volunteered at Casey House. Until 2002 Mr. Handelman lived and practiced law in London, Ontario, where he also served as President of The Better Business Bureau, President of the London Chamber of Commerce, Director of The Ontario Chamber of Commerce, the National Council of Better Business Bureaux, The London Club and of Congregation Or Shalom. He wrote some 300 restaurant reviews and food articles for The London Free Press.

NATASJA MENEZES

Dr. Natasja Menezes is an Associate Professor in the Department of Psychiatry and Behavioural Neurosciences, at McMaster University. She completed her medical degree and specialty training in Psychiatry at McGill University in Montreal, Quebec. She subsequently pursued clinical fellowship training and a Master’s degree in Clinical Epidemiology at the University of Toronto, with a focus on early intervention for psychosis, and determinants of outcome. Her clinical expertise is in early intervention for psychosis, with her primary clinical setting being the Cleghorn Early Intervention Clinic. She is very involved in university administration and education, both at the undergraduate and postgraduate levels and with faculty. She works extensively to promote mental health literacy at all levels. It the community, she has volunteered for numerous initiatives promoting mental health and well-being, through various organizations and schools.

PATRICK MURPHY

is a lawyer who practices law with the firm Donelly Murphy Lawyers Professional Corporation. His areas of practice include, Civil Litigation, Wills, Estates, and Real Estate. Mr. Murphy is designated by the Law Society of Ontario as a Specialist in Civil Litigation.

RAMI SHOUCRI

is a staff Physician for St. Michael's Academic Family Health Team and a former staff Physician and Locum Physician at Weeneebayko Area Health Authority. Rami is a member of College of Physicians and Surgeons of Ontario, Ontario Medical Association and College of Family Physicians of Canada.

NATHALIE RANGER

Nathalie Ranger is a primary care-trained physician with focused clinical practice areas in addiction medicine, psychotherapy and obesity medicine. She has worked as a staff physician in the Addiction Medicine Program at Homewood Health Centre and continues to provide locum coverage, in addition to her outpatient clinical work. She holds a Medical Doctorate from McMaster University and is certified by the College of Family Physicians of Canada, with a Certificate of Added Competence in Addiction Medicine. She is also certified as an American Board of Obesity Medicine diplomate.

JENNIFER SARJEANT

Dr. Jennifer Sarjeant completed her Doctor of Medicine, Master of Science, and Anesthesiology training at the University of Toronto. She previously acted as an Investigating Coroner in York Region and has been a Physician Member of the Consent and Capacity Board since 2019.

MARY WOODMAN

Mary Woodman is a Nurse Practitioner and has practiced in various sectors for over 24 years. She has served as a medical member of the Consent and Capacity Board since Sept 2019. After graduating from Queens University (’99) Mary joined one of the first interdisciplinary primary care teams in Ontario, at Sharbot Lake, where she worked with colleagues to develop a model of “shared mental health care” in a rural family clinic and an outreach program for the local high school. After completing a Masters in Public Administration, she worked in policy for the OPS at the Nursing Secretariat, at Queen’s Park, establishing the first 12 rural NP Led Clinics in Ontario in 2002. Mary has also practiced with the Prince Edward Family Health Team and at the Belleville Quinte Community Health Centre, leading the Quinte HealthLink program, one which identified the most complex and vulnerable patients in our health care system and redesigned care to meet their needs and prevent readmission to hospital. She has taught clinical nursing at Queens U. and developed and participated in the delivery of a palliative care educational program for the Quinte Paramedics. In the community, Mary serves as a member of the Board of Directors for RKY (Rotary-Kiwanis- YMCA) Camp in Parham, ON, where she is currently leading policy development for the camp. Mary and her family, live in Prince Edward County.

DARLENE KINDIAK

Darlene Kindiak is a licensed Paralegal and Social Worker with graduate training in social work and public policy, whose career spans 30+ years. She carries 15 years of clinical mental health/ leadership experience in both hospital and community-based settings, combined with teaching/ research experience at McMaster and Waterloo Universities. In addition, she carries over 10 years of Paralegal experience attending to criminal court/ tribunal/ mental health matters within hospital-based Forensic services and Legal Aid Ontario. In addition to her current Public Member role, Darlene is an Educator/ Paralegal with the Department of Justice, Sexual Harassment in the Workplace project and Instructor of Mental Health First Aid with the Mental Health Commission of Canada.

PATRICIA DOYLE

Patricia Doyle is a retired obstetrician and gynecologist who worked in private practice in Etobicoke and Mississauga. She is a graduate of Memorial University of Newfoundland and completed residency at the University of Toronto. She holds fellowship in the Royal College of Physicians and Surgeons of Canada. She volunteers in animal rescue.

DANIELLE DROUIN

Danielle Drouin is a nurse practitioner who has extensive experience in the health care field, both in pediatrics and with adults diagnosed with chronic and life-limiting illnesses. While she previously worked in a pediatric tertiary care center for more than 20 years, then in the community, she currently practices as an adult nurse practitioner in a remote rural setting in Northern Ontario.

JULIE PORTER-LOSSING

Julie is a seasoned nurse practitioner specialising in primary care. She feels fortunate to have had a varied and interesting career. She graduated from MRC in Calgary with an RN soon after immigrating to Canada. She built upon her education and obtained a BN undergrad from U of C then went onto obtain a master’s degree in nursing, along with nurse practitioner qualifications, at Athabasca university. Since then, she has maintained competency through attending many conferences and CMEs. In addition, she is halfway through a second masters’ degree as a health professional educator. She has had the opportunity to work in several different work environments and roles including as a hospitalist at Providence Care Hospital in Kingston, several primary care clinics and in public health. More recently she has launched herself as a locum in independent practice. Her current contracts are at a retirement home, where she provides care to residents who otherwise do not have a primary care provider (PCP). She covers maternity and sick leave for family physicians and is also involved in a pilot project to provide well infant care to families and babies without a PCP. Her work with the CCB is a departure from her clinical work but has proved a fascinating alternative to use skills honed in primary care where mental health issues are often at the forefront. Her community work has included volunteering at animal welfare organizations, children’s sports clubs and on the board of the Nurse Practitioner Association of Ontario. She is a masters’ competitive swimmer.

DOLKAR TULOTSANG

is a Case Manager at The Hospital for Sick Children, and a former Disability Case Coordinator at Mount Sinai Hospital. Her community involvement includes serving as member for board of directors for University Settlement.

RENEE LADOUCEUR BEAUCHAMP

Renee Ladouceur Beauchamp is the former Executive Director of the Eastern Ottawa Resource Centre. Her community involvement includes health and social services planning and development along with advocacy on behalf of marginalized individuals and communities.

CATHERINE DANBROOK

is a former Director of Fund Development and Communications for Dementia Society of Ottawa and Renfrew County, and a former CEO for Community Care City of Kawartha Lakes. Her community involvement includes serving as a board committee member – Quality and Safety Committee for Perley Rideau Veterans Health Centre.

STEPHEN DUGGAN

Stephen Duggan retired from the Toronto Police Service after 34 years of serving in all areas of the Service. Much of his career focused on investigating criminal activity and specialized units such as the Street Crime Unit and Homicide Squad. Stephen was an adjunct teacher at Humber College for 29 years before retiring. He is a graduate of Humber College, the University of Guelph Humber, and Guelph University.

KIMBERLEY KIRKPATRICK

Kimberley Kirkpatrick is a Primary Care Nurse Practitioner. She obtained a Bachelor of Science in Nursing from the University of Windsor in 2003, laying a strong foundation for her career. In 2014, she completed her Primary Care Nurse Practitioner certificate from the University of Windsor. Kimberley's background encompasses a broad spectrum of healthcare domains, including Public Health, Emergency Medicine, Sexual/Reproductive Health and Functional Medicine.

JULIE EARLE

Julie Earle is nurse practitioner for Ontario Shores with clinical expertise in geriatrics, dementia and mental illness. In addition to her clinical expertise, she has worked to expand the role of the nurse practitioner to full scope, developing and operationalizing the first ever Nurse Practitioner Led Hospital and implementing the first ever Nurse Practitioner as Most Responsible Provider on an inpatient unit in a mental health hospital.

ANNE-SOPHIE MULLER-RIBEYRE

is a Phlebotomist for Dynacare, and a former Registered Nurse for Clinique de Cimiez, Appel Medical and Centre Cardio-Thoracique. She holds a First Aid and CPR Training from Centre Hospitalier Universitaire de Rouen.

GAIL GOODMAN

Gail is a longstanding lawyer member of the Law Society of Ontario, practicing as an advocate before the Courts and administrative tribunals for more than thirty years. She acted as a coach, adjudicator and mediator as well. Gail’s community involvement includes serving as a volunteer for the First Interfaith Out of the Cold and as a Director on the Boards of a number of charitable organizations.

JANE BULLBROOK

is a member of the Ontario Bar and a Registered Trademark Agent. She has served on the Board of Directors of STRIDE, and she currently sits on the Board of Directors of Kerry’s Place Autism Services.

JANE ANWEILER

Jane Anweiler is a former Discipline Counsel and Intake and Resolution Counsel for the Law Society of Ontario. Her community work includes having served as a Trustee for the National Association of Women and the Law ("NAWL") Charitable Trust for Research and Education. Jane holds an LLB from Queen's University and an LL.M. from Osgoode Hall Law School.

JULIE HANDSOR

Julie Anderson Handsor is a nurse and is the Director of Operations of the Chatham-Kent Clinical Trials Research Centre. Julie has more than 20 years in practice as a mental health nurse and 16 years as a lead study coordinator in CNS clinical trials. She also teaches Non-Violent Crisis Intervention at the Chatham-Kent Health Alliance and her community involvement includes serving as a volunteer member for La Sertoma Chatham.

HILARY ALEXANDER

Hilary Alexander has been a member of the Consent and Capacity Board since 2019. She previously served on the Complaints, Inquiries and Reports Committee of CPSO. For over twenty years she worked as an Investment Advisor at BMO Nesbitt Burns. Her community involvement included fund raising for the Toronto Symphony Orchestra. She was also involved with an initiative to improve the quality of life for patients and treatment staff through the therapeutic benefits of professionally performed music in hospitals. The program’s mission was to bring the person out of the patient.

SUSAN HEAKES

Susan Heakes is a senior lawyer at the Consent and Capacity Board and the vice chair at a federal disciplinary tribunal. She also provides independent legal advice to two Ontario professional regulators. Sue was called to the Ontario Bar in 1984 and clerked with the Court of Appeal in 1985. Before joining the Law Society of Ontario in 2007 as a practice lead and prosecutor, Sue was a litigation partner in two major Canadian law firms. Sue is currently a lecturer and coach for the Society of Ontario Adjudicators and Regulators (SOAR) and York University teaching adjudication skills to other adjudicators and regulators, and she is an adjunct professor at the University of Toronto Law School.

BLAIR ROBLIN

is a member of the Law Society of Ontario and the Society of Ontario Adjudicators and Regulators. He holds a PhD in health services research, a master’s degree in critical disability studies and an MBA. Blair's non-profit board experience includes March of Dimes Canada where he served as board chair, Stroke Recovery Association of British Columbia and West End YMCA of Toronto. His volunteer experience includes palliative care with Halton Healthcare and the foster puppy program of Canada Dog Guides. He frequently writes and speaks on issues related to health and aging.

SHEILA NEUBURGER

has worked within the health care industry in a variety of front line and management roles. She holds a Master of Social Work degree from the University of Toronto and has additional education in health care management. She has most recently worked in the home and community care environment. She previously served as Executive Vice President, Clinical Services at Ontario Shores Centre for Mental Health Sciences. She is a surveyor with Accreditation Canada and holds an Adjunct Lecturer appointment with the Factor-Inwentash Faculty of Social Work, University of Toronto. She was on the Board of Directors, Mackenzie Health from 2010 to June 2019.

THOMAS MERRIFIELD

Thomas Merrifield is a Lawyer retired from private practice. His community involvement includes serving as a long-standing director of the Collingwood YMCA, a Member of Planning Giving/Legacy Committee for Collingwood General and Marine Hospital Foundation, and a former Club Member/Board Member/Club President for Rotary Club of Collingwood.

BARBARA NYTKO

graduated from University of Toronto with a Master of Science, Faculty of Medicine in 1985. As CEO, Ms. Nytko operated a Continuum of Care Seniors Centre in Toronto for 12 years, dealing with issues of substitute decision making, consent to treatment and competency of mental health patients. For over 9 years, she worked at the Ministry of Health & Long-Term Care working with lawyers in areas covered by many acts governing healthcare. Ms. Nytko has previous experience as a Public Member on a National Professional Board. She holds a certificate in Dispute Resolution – Mediation, Negotiation, Facilitation from York University.

CHARLES MATHESON

Charles (Chuck) Matheson is a mediator, arbitrator, negotiator, facilitator, workplace investigator, and an Alternative Dispute Resolution (ADR) coach for more than 24 years. His ADR practice focuses on disputes such as labour, employment, family, and accident insurance disputes. Chuck continues to support a variety of community events such the local Legions, as bagpiper.

BRIGITTE PILON

Brigitte Pilon is originally from Sudbury. She graduated from the French Common Law program at the University of Ottawa in 1989. She has practiced in the areas of wills and estates and real estate transactions since the beginning of her legal career. Brigitte taught at the Bar Admission Course in these two areas of law for twelve years. Her interest in the field of education motivated her to run for school board trustee in 2006. She worked at the Conseil scolaire catholique du Centre-Est (CECCE) until 2018. She is a past president of the Orleans Chamber of Commerce She helped with the creation of course materials and taught the Real Estate Transactions course at the Law Practice Program for four years. From 1995 to 2017 she administered an after hour’s legal aid clinic at the Eastern Ottawa Resource Centre. Today, she continues to practice law in French and English, with Stewart Pilon LPC. Since 2006 she has also been the Executive Director of the Council of Canadian Law Deans (CCLD). In 2017 she became a presiding member of the Consent and Capacity Board. She has also been teaching at the University of Ottawa Common Law faculty since 2010.

KATHERINE TOMASZEWSKI

Katherine Tomaszewski serves as a member (part-time) of the Consent and Capacity Board as well as the Ontario Review Board. She currently practises corporate and commercial law with Bezaire & Hemeryck Professional Corporation. Prior to entering private practice, Katherine spent 10 years as a full-time professor at the Faculty of Law, Western University. Katherine has a passion for children, and spent 9 years as a therapist working with children who experienced developmental delays and learning challenges.

FRANCESCA VIVONA

Francesca Vivona is currently a staff nurse in the Forensic Treatment Unit at the Brockville Mental Health Centre, and a former Registered Massage Therapist. Her community involvement centres around animal rescue organizations, in particular the Boston Terrier Rescue of Canada for which she served several years on the Board of Directors as Adoptions Liaison.

HARVEY GOREWICZ

Harvey Gorewicz spent over 25 years working within the Ministry of the Attorney General, in the Agency Relations Tribunal Division, the Criminal Law Division, Crown Law Office Criminal and Court Services Division. Harvey held the position of Operations Manager in four of Toronto’s largest criminal courthouses and led several Ministry of the Attorney General initiatives. Harvey has been an instructor at Humber College for the past eight years at the Faculty of Social and Community Services.

MARTIN FORGET

Martin Forget is a proud and fully bilingual member of the Franco-Ontarian with over 30 years of experience working in the private and public sector. As former executive of Telus Health Solutions Inc, Emergis Inc, Nortel, and a three-time successful tech entrepreneur, Martin has developed exceptional leadership skills. He also served as a public member on the College of Physicians and Surgeons of Ontario from 2013-2015 and volunteers on an ongoing basis supporting the work of various community organizations and individuals involved in the public service who strive to prove the well-being of all member of the society.

DEBRA TACKABERRY

Debra Tackaberry is a former employee of the Ontario Public Service who held senior positions in several ministries, including the ministries of Health and Community and Social Services. Her past experiences include social assistance delivery and policy design, primary care renewal and former policy manager of Ontario Victim Services for the Ministry of the Attorney General. Her community involvement includes past Vice Chair of the board of directors for the Durham Family Court Clinic.

CURT FLANAGAN

Curt Flanagan currently sits as a legal member of the Consent and Capacity Board and Alternate Chair of the Ontario Review Board. He is a former Director of Crown Operations, East Region, Crown Attorney, Leeds and Grenville, and Director of Mental Health and Justice, Criminal Law Division for the Ministry of the Attorney General. He was actively involved in mental health advocacy, training, and education throughout his career, with extensive knowledge in mental disorder and the criminal law.

MYRNA TULANDI

Myrna Tulandi is an adjudicator at two tribunals, a business lead and lawyer experienced in data and knowledge management, a legal tech lecturer at a law school, and a mentor for Law Practice Program candidates. She worked with domestic and global stakeholders to develop and manage the product direction and roadmap in consequence to Canadian privacy legislation, as well as market sensibilities around data privacy and security. She practiced at bilingual law firms in Toronto and Montreal, with a focus on corporate law, commercial litigation, and trademarks. A member of the Law Society of Ontario, she holds a J.D. from Osgoode Hall Law School and a LL.L. from Université de Montréal.

SUSAN JOHNSTON

Susan Johnston is a psychiatrist who practices shared care with a number of family health teams in North Bay, Ontario and with the CMHA in both North Bay and New Liskeard, Ontario. She is also an associate professor at the Northern Ontario School of Medicine. She received a Bachelor of Science degree from Mount Allison University in 1990, a Bachelor of Arts degree from Dalhousie University in 1992, a Medical degree from Dalhousie University in 1996 and completed her residency in psychiatry at the University of Ottawa in 2001. She has been a Fellow of the Royal College of Physicians and Surgeons of Canada since 2001. She completed a Visiting Fellowship in Electroconvulsive Therapy at Columbia University in 2012.

Mary Smith obtained a PhD in Nursing from the University of Victoria in 2018. She has over 20 years of experience as both a Registered Nurse and Primary Health Care Nurse Practitioner and is involved in Indigenous health, chronic diseases, mental health and addictions, teaching and research.

Dr. Ramprasad Bismil is a Staff Psychiatrist at the St. Jospeh's Health Centre, Toronto. He has been a member of the Consent and Capacity Board since 2020. He has held several positions as a psychiatrist including the Head of Division of General Psychiatry The Ottawa Hospital and the Chief of Psychiatry at the Thunder Bay Regional Health Sciences Centre.

DIMITRI LOUVISH

Dimitri Louvish has practiced Family practiced/ER/Urgent Care/Hospitality medicine since 2004 and held medical positions in Ontario, Saskatchewan, Alberta, Northwest Territories and Nunavut, British Columbia and Quebec. Dr. Louvish has extensive expertise in medical affairs and health services management and administration, occupational health and safety, occupational medicine, general and emergency medicine, public health including communicable diseases, sports medicine, musculoskeletal disorders, mental health and chronic pain management, insurance and compensation medicine, and disability claims adjudication. Dr. Louvish is a board examiner with the College of Family Physicians of Canada, Clinical Supervisor with the College of Physicians and Surgeons of Ontario, Professional Member of the Licence Appeal Board of Ontario, Tribunals Ontario and served on the Disciplinary and Preliminary Inquiry Committees with the College of Physicians and Surgeons of Saskatchewan. Dr. Louvish received his Doctor of Medicine M.D.C.M from McGill University, Faculty of Medicine in 2002. He obtained his Bachelor of Science, Major in Microbiology & Immunology with Great Distinction McGill University, obtained his Bachelor of Science, Major in Microbiology & Immunology with Great Distinction McGill University, Faculty of Science in 1996. Dr. Louvish has been awarded 2015 FCFP (Fellowship) designation, 2004 CCFP (Certificant) designation and the 2002 Leadership Award from College of Family Physicians of Canada, the Montreal Community Foundation Award and the Dr. Maurice Brodie Memorial Scholarship from McGill University.

GERALD SHUGAR

Gerald Shugar completed medical school at the University of Toronto and did his psychiatric training in Toronto, the U.K and the United States. In 1966 he joined the clinical staff of the Clarke Institute of Psychiatry which later became the Centre for Addiction and Mental Health (CAMH). His interests have been in psychiatric research, teaching, administration, and clinical practice. He is Professor Emeritus in the Department of Psychiatry at the University of Toronto. He has 25 publications in refereed journals and has authored 5 chapters in psychiatric textbooks. He provided medical-legal consultations to lawyers around the province for 25 years. He has been Chair of the Section on Psychiatry of the OMA and the psychiatric editor of Modern Medicine of Canada. In 2020 he retired from clinical practice on the Women's Inpatient Unit at CAMH. He joined the Consent and Capacity Board (CCB) in 2001. He sits on CCB hearings, mentors new psychiatric members and provides outreach to hospital psychiatrists and psychiatric residents around the province.

KATE UCHENDU

Kate Uchendu is the operator of a COBS Bread Bakery in Scarborough. Prior to her entry into small business ownership, Kate worked as a Nurse Practitioner in the Red Blood Cell Disorders Program (RBCD) at Toronto General Hospital (TGH). She has also worked as a staff nurse in Cardiovascular Surgery at TGH, a Case Manager in Communicable Disease Control at Toronto Public Health, and as a Clinical Nurse Specialist in Geriatric Emergency Management at St. Michael's Hospital. She is an active member of her community in Downtown Toronto where she has lived for the past 19 years, she volunteers in a variety of capacities at the St. James Cathedral, Toronto. Ms. Uchendu holds a Master of Nursing from the University of Toronto.

ALBINA VELTMAN

Dr. Albina Veltman is the Associate Chair, Equity Diversity Inclusion and Indigenous Reconciliation and an Associate Professor in the Department of Psychiatry & Behavioural Neurosciences at McMaster University. Her clinical work focuses on traditionally marginalized populations, including people with severe and persistent mental illness, people who have developmental disabilities, and people who identify as 2SLGBTQ+. She has received numerous awards, including the 2013 Psychiatry Undergraduate Educator Award, the 2014 AMS Phoenix Foundation Call to Caring Grant, and the 2015 Distinguished Service Award from the Association of Gay and Lesbian Psychiatrists.

VARADARAJ VELAMOOR

Varadaraj Velamoor is a clinical and academic psychiatrist with over 30 years of experience. Dr. Velamoor is Professor Emeritus at the University of Western Ontario and a Professor at the Northern Ontario School of Medicine. Dr. Velamoor is also a former Chief of Psychiatry at the Canadian Mental Health Association of Waterloo Wellington. Dr. Velamoor is a fellow of the Royal College of Psychiatrists, UK and a fellow of the College of Physicians and Surgeons of Canada with a specialist certification in Psychiatry.

YOLAND CHARBONNEAU

Dr. Yoland Charbonneau is a bilingual Franco-Ontarian psychiatrist. He worked from 1992 as an inpatient adult psychiatrist at the Ottawa Hospital, Civic campus until his retirement in 2019. He was previously the Inpatient Director of Psychiatry at TOH. He is a former Assistant Professor of Psychiatry at the University of Ottawa. Dr. Charbonneau holds a Doctor of Medicine degree from the University of Ottawa and an FRCP Psychiatry designation from the Royal College of Physicians and Surgeons of Canada.

JOE NEMET

Joe Nemet was formerly counsel with the Ministry of the Attorney General at the Financial Services Commission and a past member of the Licence Appeals Tribunal. He is a former member of the Board of Directors of the Hamilton-Burlington SPCA, and past President of Community Living Burlington. Mr. Nemet holds both a Bachelor of Arts degree and a Bachelor of Laws degree from the University of Western Ontario.

Kimberly Cato is the Chief Executive Officer and Founder of True Roots Counselling Services. Ms. Cato brings with her over 30 years of experience providing trauma responsive and asset-based services through an anti-racism, anti-oppression, social justice, and somatic abolitionism lens. Ms. Cato's private practice is culturally grounded, drawing on frameworks that support and move clients towards empowerment and self-determination.

JOANN COREY

JoAnn Corey is a psychiatrist with Grand River Hospital. She is an Associate Clinical Professor at McMaster University and has held a number of educational leadership positions in postgraduate medicine. She is a member of the Royal College of Physicians and Surgeons of Canada and holds a medical doctorate from McMaster University as well as an Honours Bachelor of Science from Queen's University.

YVONNE HARRIS

Yvonne Harris was a former Transitional Case Manager and Registered Practical Nurse in the Forensic Mental Health Program at The Thunder Bay Regional Health Sciences Centre. She also worked on the Assertive Community Treatment Team, and at the Ontario Addiction Treatment Centre. She was also a member of the Ontario Review Board and has been involved with numerous Mental Health programs and committees in the community.

ELIZABETH HARVIE

Elizabeth Harvie was called to the Ontario bar in 1988. She was a partner at Genest Murray DesBrisay Lamek, a Toronto litigation firm. She has appeared before all levels of Ontario courts and tribunals. Betsy holds a Bachelor of Arts in Religious Studies, a Master's degree in Middle Eastern Studies, and a Master's degree in Public Administration. More recently, she has worked and volunteered around the world in development and peace-building initiatives prospective of Middle Eastern minority and refugee communities. She has a Certificate in Meeting the Mental Health Needs of Survivors of War from the Canadian Centre for Victims of Torture.

MAURICE GIROUX

was employed by Correctional Services Canada as a Health Services Manager for 15 years and a front-line psychiatric nurse for 16 years. Mr. Giroux is a member of the College of Nurses of Ontario. He is involved in his community through the College of Nurses Outreach Program, Mental Health and Corrections, and the Canadian Mental Health Crisis Line (Belleville). Mr. Giroux holds a Bachelor of Science in Nursing from the University of Ottawa and a Registered Nursing Diploma.

ROBERT DAWSON RAINBOTH

Robert Dawson Rainboth is a Captain at the Ottawa Fire Services where he has worked for the past 32 years. Prior to joining the Ottawa Fire Services, he worked in the Canadian Armed Forces as an Infantry Sergeant. Mr. Rainboth has supported various community organizations in the past, including the Eastern Ottawa Resource Center, the Rideau Canoe Club, and Hockey Eastern Ontario. He is also a former competitive coach and currently Level 3 hockey official. Mr. Rainboth holds a Bachelor of Social Sciences degree in Sociology from the University of Ottawa.

FRANCES RASMINSKY

has over 35 years of experience as an educator in the public sector. During that time she consulted for the Ministry of Education and acted as an Associate Teacher Mentor for the Faculty of Education at the University of Toronto. After her withdrawal from service as a full-time educator, Ms. Rasminsky qualified as a Credit Counsellor under the Federal Bankruptcy and Insolvency Act. Spanning this entire working period, she has mentored many persons to pursue success in their financial planning, professions, and businesses. Ms. Rasminsky holds a Master of Education degree in Sociology from the University of Toronto.

JILL HERNE

served for 18 years as Director of Patient Care and Chief Nursing Officer at the Homewood Health Centre in Guelph. Throughout her career, in the same facility, Mrs. Herne has held a number of positions including Administrator of Alcohol and Drug Services, Nurse Manager, Nursing Coordinator and front-line staff. Mrs. Herne holds a nursing diploma from Conestoga College, a Bachelor of Arts degree in Psychology from the University of Guelph and a Master of Science degree in Community Health Administration and Wellness Promotion from California College for Health Services (USA). She also served as a surveyor for the Canadian Council on Health Services Accreditation for 14 years.

DANIEL AMBROSINI

Daniel Lamberto Ambrosini is a lawyer who has practiced forensic psychiatry and mental health law, appearing regularly before the Ontario Review Board in the past. He operates and manages a law firm and has appeared in various courts and tribunals in Ontario. He holds Bachelor degrees in psychology and civil and common law, Master and Doctor of Philosophy degrees in psychiatry from McGill University and a post doctorate research fellowship from Harvard Law School. He is an Assistant Professor in the Department of Psychiatry at McMaster University where he teaches health law and ethics, has supervised undergraduate and graduate students, taught psychiatry residents, and has conducted empirical research in the areas of neurolaw and neuroethics.

LOREE HODGSON-HARRIS

Loree Hodgson-Harris has been the Manager of Legal Services at Linck Child, Youth and Family Supports (formerly known as Chatham Kent Children’s Services) for the past 23 years. She was formerly an Associate with the Marcus Tobin Law Firm. She was appointed to the Consent and Capacity Board in 2016. Her community involvement includes serving as a board member for Dover Centre Memorial Park and Owen Cemetery. Ms. Hodgson-Harris holds a Bachelor of Social Work degree from the University of Western Ontario and a Bachelor of Laws degree from the University of Windsor.

JANET HARRIS

most recently served as Executive Vice-President of Clinical Services and Chief Nursing Executive at Waypoint Centre for Mental Health Care. Prior to that, she served as Vice-President of Quality, Risk Professional Practice and Chief Nursing Executive at Rouge Valley Health System and as Executive Director of Durham Access to Care, the community care access centre for Durham Region in the Greater Toronto Area. She is the former Chair of the Board of the South Riverdale Community Health Centre and a former surveyor with Accreditation Canada. Ms. Harris holds Bachelor and Master of Science (Honours) degrees in Nursing from the University of Toronto.

JOHN PELLETTIER

has been a Psychiatrist Member of the Consent and Capacity Board since 2002. Dr. Pelletier, has held several senior positions as a Psychiatrist. He was the Division Director and Staff Psychiatrist at the Homewood Health Centre in Guelph for 15 years and was also the administrative director of the Specialized Psychiatry Division for the clinic. Dr. Pellettier was also an Assistant Professor and an Associate Clinical Professor of Psychiatry at McMaster University. Dr. Pellettier is the past-President of the Wellington County Medical Society.

CAROLYN WOOGH

is a Fellow of the RCPSC and was Attending Staff (Psychiatry), Adult Inpatients and Outpatients at Kingston General Hospital and Hotel Dieu Hospital from 1978 to 2013. She is an Associate Professor at Queen’s University Faculty of Medicine, Department of Psychiatry. Dr. Woogh was a member of the Canadian Psychiatric Association’s Council of Psychiatric Continuing Education, Director of Continuing Medical Education and a member of Residency Training Committee in the Queen’s University Department of Psychiatry. Her research and publications in the field of Psychiatric Epidemiology spanned nearly 40 years.

EUGENE WILLIAMS

Eugene Williams of Stoney Creek, Ontario is a retired federal public servant. He is a former regional Director with the Public Prosecution Service of Canada. He is a member of the Law Society of Ontario and holds a Bachelor of Laws Degree from the University of Ottawa.

ROBERT BUCKINGHAM

Dr. Robert Buckingham was a psychiatrist at the University Health Network (UHN) and Associate Professor at the University of Toronto. For many years he directed the emergency psychiatric services and managed a psychiatric intensive care unit at UHN. He is a past President of the Association of General Hospital Psychiatric Services and the Ontario Psychiatric Association. Dr. Buckingham is also past Director of the Canadian Psychiatric Association.

JOSEPH FERENCZ

Dr. Joseph Ferencz holds Bachelor's degrees in Biology and Psychology and a Master's degree in Psychology from the University of Guelph. He completed a Doctorate in Psychology at the University of Waterloo in 1982. After practicing as a psychologist for several years he undertook further training, completing a Medical Doctorate and psychiatric residency at McMaster University. In 1993 Dr. Ferencz assumed the directorship of the Forensic Psychiatry Program at the Hamilton Psychiatric Hospital. In 2005 he became the Head of the Schizophrenia Service at St. Joseph's Healthcare Hamilton and subsequently the Assistant Chief of Psychiatry between 2006 and 2011. He served as the Interim Psychiatrist-in-Chief at St. Joseph's Healthcare in 2012 through 2014. In addition to his primary areas of practice Dr. Ferencz worked as a staff psychiatrist in the Psychiatric Emergency Service between 1993 and 2013. In 2014 he returned to the full-time practice of Forensic psychiatry at the West 5th site of St. Joseph's Healthcare. He is an Associate Clinical Professor of Psychiatry in the Department of Psychiatry and Behavioural Neurosciences at McMaster University.

JAY NATHANSON

is a psychiatrist at North York General Hospital (NYGH) and the University Health Network. He completed a Masters in Public Health with a concentration in health law and medical ethics as well as fellowships in psychosomatic medicine (psychiatric care of the medically ill) and clinical bioethics. He is an assistant professor within the Department of Psychiatry at the University of Toronto.

LAURA SILVER

Laura Silver is a Senior Lawyer Member of the Consent and Capacity Board and an Alternate Chairperson of the Ontario Review Board. Ms. Silver is a former Assistant Crown Attorney with the Ministry of the Attorney General and former Team Leader of the Sexual Assault Prosecution Team, Co-Leader of the Child Abuse Team, and Counsel to the Victim Witness Assistance Program. She served as a War Crimes Consultant with the United Nations (Bosnia, Ex-Yugoslavia) and Legal Consultant with the Director of Public Prosecutions (Perth, Australia). Ms. Silver's community involvement includes serving as a member of the board of directors and secretary of Mothercraft (which offers a wide range of support services to families of young children) and as Vice-President of Operations of the Parent Board of University of Toronto Schools and as a Member and Advisor of the Women's Abuse Council. She holds a Bachelor of Arts degree from McGill University and a Bachelor of Laws degree from the University of Toronto.

KIM BRISSON

Kim Brisson is an Investigator for the Correctional Service of Canada with the Incident Investigations Branch. Her community involvement includes serving as a volunteer with the Ottawa Parole Office as a community advisor and has volunteered as a fundraiser for CHEO. Ms. Brisson is also a part-time faculty member with the Police Foundations.

YURI ALATISHE

Yuri Alatishe is an Assistant Clinical Professor of Psychiatry at McMaster University and an Attending Psychiatrist at St. Joseph's Healthcare Hamilton. Dr. Alatishe is a Psychiatric Member of the Consent and Capacity Board of Ontario. Dr. Alatishe holds a Medical Doctorate from Ross University and is certified by the Royal College of Physicians and Surgeons of Canada in the subspecialty of Forensic Psychiatry.

SLAVO JOHNSON

Slavo Johnson is currently a partner and director of operations with MIT (Global) Consulting Group Inc, a company specializing in human right designs, mediation, investigation, and training. Mr. Johnson is an executive and management consultant with over twenty-five years of experience in the private and public sectors where he directed and led management teams through performance optimization programs that involved the development, implementation and growth of a management infrastructure which supported customers’ key, pre-defined business objectives. Mr. Johnson is an advisor to Operation Black Vote Canada. A group dedicated to the education and participation of young adults in the political process. Mr. Johnson is a graduate of York University where he obtained a degree in Business and Economics, as well as certification in Advanced Performance Management, Business Operations Review and Executive Coaching Principles from the Bell Institute of Professional Development.

DONALD GALBRAITH

Dr. Donald Galbraith is a semi-retired psychiatrist who has been appointed to the Consent Capacity and the Ontario Review Board since 1993. He was a Clinical Associate Professor of Psychiatry at the University of Western Ontario. For 17 years he was Director of Professional Education at the Children's Psychiatric Research Institute and then became Medical Director for 10 years at the St Thomas Psychiatric Hospital.

KATHERINE WHITEHEAD

Dr. Whitehead is a family physician in active practice. She is an expert in issues of consent in health care and has presented at national and international conferences on topics of consent in special populations. She holds an executive certificate in conflict management from the University of Windsor, Faculty of Law and has completed a one year course in arbitration at the Alternative Dispute Resolution Institute of Canada. She is a lecturer at the University of Toronto, Faculty of Medicine and is a facilitator with the Center for Inter-professional Education. She is currently completing a post graduate degree in Human Rights and International Ethics.

RANJITH CHANDRASENA

Dr. Ranjith Chandrasena is the Scientific Director, Chatham Kent Clinical Trials Research Centre and was appointed to the CCB in 1984. He is a member of ORB since 2002. He has a research-based outpatient consultation practice & practices medico-legal psychiatry. Formerly he was Chief of staff & Chief of Psychiatry at Chatham Kent Health Alliance. He was the Academic director, Psychiatry at Western University for 17 years and an examiner at RCPSC for 13 years. He is an Adjunct Professor, Psychiatry at Western & McMaster universities. He has over 100 peer reviewed scientific publications some of which pertaining to CCB, in law journals. He has served in provincial governmental task forces & in committees of OPA & OMA. He won a provincial award for developing tele-psychiatry services in Ontario.

RACHEL ERSTLING

Rachel Erstling is a consulting psychiatrist for Hamilton Health Sciences, West Niagara Mental Health, Shelter Health Network, and Canadian Mental Health Association Hamilton Branch. Her community involvement includes serving as a consulting psychiatrist for Refuge: Hamilton Centre for Newcomer Health.

SUZANNE LEGAULT

Suzanne Legault is a graduate of Queen’s University medical school, subsequently completing her psychiatry training and Masters in Medical Science at the University of Toronto. She held a Medical Research Council of Canada Fellowship with research in Medical Psychiatry. She holds an FRCP designation from the Royal College of Physicians and Surgeons of Canada and Medical Licence from the College of Physicians and Surgeons of Ontario. She was Chief of Psychiatry at Trillium Health Centre, Mississauga Site from 1998-2008. Subsequently, she held positions as Inpatient Mental Health Director, general inpatient psychiatrist, and assistant professor of Psychiatry at the University of Toronto. In conjunction with inpatient work, she was the Consultant Psychiatrist for the South Central Etobicoke Assertive Community Treatment Team for eighteen years. She retired from clinical practice in 2022.

CHRISTENA MCDONALD

Christena McDonald is a retired nurse practitioner of Primary Health Care for Southwest Ontario Aboriginal Health Access Centre, and a former nurse practitioner of Primary Health Care for London Centre of Hope Family Health Team. Her community involvement includes serving as a primary care nurse practitioner for South West Regional Primary Care Network.

KUMAR NAIDU

Dr. Kumar Naidu is a physician of Indian origin with M.B., B.S and M.D degrees. He trained in psychiatry in the United Kingdom and qualified to become a Member of the Royal college of Psychiatrists (MRCPsych.) of U.K. He immigrated to Canada in 1988. He qualified as a specialist in psychiatry in Canada and became a Fellow of the Royal College of Physicians and Surgeons of Canada (FRCPC). He has been Practicing Psychiatry in Ontario since 1990. He worked in hospitals affiliated with Western University in London, Ontario from 1990 to 2009 and again from 2017 to 2020. During these periods, he provided clinical care to patients, taught and trained medical students and physicians training to become psychiatrists. From 2009 to 2017 Dr. Naidu practiced psychiatry in Bluewater Health, Sarnia, Ontario. Dr. Naidu has been residing in Toronto since September 2020. He currently holds the following positions, Part time psychiatrist, Assertive Community Treatment (ACT) Team - Markham, Canadian Mental Health Association (CMHA) - York Region. Part time psychiatrist, Assertive Community Treatment (ACT) Team - Scarborough, Canadian Mental Health Association (CMHA) - Toronto Region.

LESLIE MAUNDER

Leslie Maunder is also an Alternate Chair on the Ontario Review Board. She has previously worked as Discipline Counsel for the Law Society of Ontario (conducting regulatory prosecutions and appeals) and as Senior Appellate Counsel for a large criminal defence firm. Ms. Maunder is an active participant as faculty in legal education programs and has held a variety of volunteer positions, including being on the Board of several not-for-profit organizations, acting as “duty counsel” for inmate appeals at the Court of Appeal, and managing a soccer team.

JOYCE CURRY

Joyce Curry is a self-employed coach, a former psychotherapist at Women’s College Hospital, and a former investigative social worker for Office of the Children’s Lawyer at the Ministry of the Attorney General. Joyce’s community involvement includes serving as a core team member for Toronto Outer Dragon Boat Club.

DEBORAH MORRISH

Deborah Morrish spent 22 years at the Immigration and Refugee Board of Canada in various capacities from decision-maker to senior management at both the Refugee Protection Division and the Refugee Appeal Division. Prior to that she was a Vice-Chair of the Social Assistance Review Board of Ontario for 11 years. Most recently, she was contracted by the United Nations High Commissioner for Refugees to address capacity issues at the Refugee Appeal Board of South Africa. She has volunteered at various community organizations including Toronto East General Hospital as an Emergency Crisis Worker, Board Member for the Community Association for Riding for the Disabled and support liaison for the Canadian Centre for Victims of Torture.

AMBER NEUMANN

Amber Neumann is a part-time Member of the Consent and Capacity Board. A former Crown Counsel, she is an experienced litigator at the intersection of property rights and psychosocial disability. She also previously served as a Member of the Landlord and Tenant Board. Amber was called to the Bar in 2017 and remains a licensed Lawyer in good standing with the Law Society of Ontario. Amber holds a Juris Doctor (JD) from the University of Toronto’s Faculty of Law, an Honour’s B.A. in political science from the University of Windsor, and a Certificate in Mental Health Law from Osgoode Hall Law School.

REBECCA KHAN

Rebecca Olivia Khan is a partner at The Castle Lawyers, located in Mississauga and is a member of the Law Society of Ontario. Rebecca holds a Bachelor of Arts Degree as well as a Bachelor's Degree in Law and a Master's Degree in Law and practices in the areas of real estate law and wills and estates law. Rebecca is an active alumni volunteer with the University of Toronto.

LESLEY CAMERON

Lesley began her legal career working as a litigator at a large law firm but spent most of her career in the regulatory context, serving in various roles at the Law Society of Ontario, including as Senior Counsel & Manager of the Discipline Department and retiring in 2021 as Executive Director of the Professional Regulation Division. For many years she has volunteered as a director at the Canadian Environmental Law Association, a non-profit specialty Legal Aid clinic, and she is currently Chair of the Board.

ROBERT SPENCE

Robert Spence was called to the Ontario Bar in 1979. He was in private practice as a litigator until he was appointed to the Ontario Court of Justice in 2002, presiding over criminal and family law cases, as well as child protection. He continued as a Judge of the Ontario Court until 2021. He was appointed as a member of the Consent and Capacity Board in November 2021. He remains an active member of the Board. He has volunteered for a number of community outreach agencies and programs including Lawyers Feed the Hungry and Woodgreen Community Centre.

PHILIP SQUIRE

Philip Squire, of London, is a Lawyer with Philip Squire Law Office. His community involvement includes serving as Chair of London Middlesex Community Housing and as a member of the Board of Directors of the London Family Court Clinic.

CHANTAL DESLOGES

Chantal Desloges is the senior partner of Desloges Carvajal Law Group, specializing in immigration and refugee law. She is the co-author of Canadian Immigration and Refugee Law: A Practitioner’s Handbook. Chantal was previously an adjunct professor at Osgoode Hall Law School and is currently an adjunct professor at Queens Law School. Chantal is the past Chair of the Homes First Foundation, an organization dedicated to providing supportive housing in Toronto for severely marginalized individuals. From 2013-2019, she was appointed by the Minister of Justice to serve on the Federal Court Rules Committee. From 2014-2018, Chantal served on the Executive of the Canadian Bar Association, Immigration Section. In 2020, she was awarded the Law Society of Ontario Achievement Award for excellence in developing seminars for lawyers and paralegals. In recognition of her community service to newcomers to Canada, Chantal was awarded the Queen’s Diamond Jubilee Medal in 2012, and the Queen’s Platinum Jubilee Medal in 2022. She is a regular commentator in national news networks, and a regular expert witness for Parliamentary Committees. She is active in animal rescue, volunteering as a dog foster mom and an animal rescue transporter.

PLABON ISMAIL

Dr. Ismail is a dedicated general psychiatrist based in the Simcoe region, where he serves at a tertiary care hospital. Alongside his clinical work, he holds an academic appointment as an assistant professor at McMaster University. Dr. Ismail’s career has seen him take on leadership roles within hospital settings. He is known for his expanding interests, particularly in the field of forensic psychiatry. In addition to his hospital work, he extends his services to the community by providing group cognitive-behavioral therapy (CBT). Dr. Ismail is a specialist in electroconvulsive therapy (ECT) and repetitive transcranial magnetic stimulation (rTMS), demonstrating a commitment to offering diverse treatment options to patients.

DEVINA WADHWA

Devina Wadhwa is a psychiatrist at Thunder Bay Regional Health Sciences Centre. She is an Assistance Professor within the Department of Psychiatry at NOSM University.

MARTINA POWER

Dr. Martina Power is a former Consulting Psychiatrist with the Assertive Community Treatment Team at Grand River Hospital and Medical Director at KW Health Centre's Adult Inpatient Psychiatric Unit and had a private community psychiatric practice from 1995 to 2010. Dr. Power holds an MRC Psychiatry designation from the Royal College of Psychiatrists and an FRCP Psychiatry designation from the Royal College of Physicians and Surgeons of Canada.

EMILY REYNEN

Dr. Reynen completed both undergraduate and doctorate degrees in Pharmacy at the University of Toronto Leslie Dan Faculty of Pharmacy. Dr. Reynen obtained her medical degree from the McGill University Faculty of Medicine. She completed internal medicine and critical care subspecialty training at Queen’s University. Dr. Reynen practices as a staff intensivist at Quinte Health Care Belleville General Hospital site and is an Adjunct Assistant Professor at Queen’s University.

PADRAIG DARBY

Dr. Padraig Darby received his medical training at University, College, Dublin and his psychiatric training in Dublin and at the University of Toronto. Dr. Darby is a staff psychiatrist in the forensic division at the Centre for Addiction and Mental Health where his current clinical work involves treating patients in the community found Not Criminally Responsible who are under the jurisdiction of the Ontario Review Board. Dr. Darby has a particular interest in ethics and administrative aspects of medicine. He served for a number of years as Chair of the Research Ethics Board at CAMH and has taught on ethical issues related to treatment capacity and on administrative and ethical issues in forensic psychiatry. Dr. Darby is a member of the Ontario Review Board.

ALISON TRUSSELL

Alison is Nurse Practitioner at Ross Memorial Hospital in Lindsay Ontario. Prior to that she had worked as a NP for the Region of Durham in the Long-Term Care and Services for Seniors Division. Her community involvement includes volunteering with Girl Guides of Canada.

DANIEL DUBOIS

Daniel Dubois, of Ottawa, is a former Acting Director, Eastern Region with Ontario’s Ministry of Training. He is also a former Manager, Resources and Planning and former Manager, Controllership and Accountability with Ontario’s Ministry of Training. His community involvement includes serving as Budget and Image Committees member with the Portamar Home Owner Association.

NATASHA GRAHAM

Natasha Graham joined the Consent and Capacity Board in December 2023 as a part-time physician member. In the fall of 2023, she was appointed as a part-time physician member of the Health Services Appeals and Review Board. Previously, she enjoyed a career as a family doctor with practices in Hamilton and London. Since 1996 her practice has focused strictly on primary mental health in Toronto. She has held various teaching and regulatory positions including being an Instructor in the Family Practice Residency Program at McMaster University, as well as a teacher in the Essential Psychotherapy Skills Course for Medical Psychotherapy Association of Canada. She was a Peer Assessor, a Member of the Peer Evaluation Redesign Group, and a Member of the Quality Assurance Committee for the College of Physicians and Surgeons of Ontario. Dr. Graham studied at the Sorbonne and McGill University and holds an honor’s bachelor’s degree in Health Sciences from the University of Waterloo and a medical degree from McMaster University. She is a Fellow of the Canadian College of Family Physicians, a member of the Ontario Medical Association, the College of Physicians and Surgeons of Ontario, the Medical Council of Canada, and is a Certificant Member of the Medical Psychotherapy Association of Canada.

HUGH TYE

Hugh Tye is a member with the Law Society of Ontario, holds a J.D. from Osgoode Hall Law School, and B.A. from Toronto Metropolitan University. Former Executive Director with the Hamilton Community Legal Clinic. Former President with the Hamilton Mental Health Outreach.

BARBARA WALKER-RENSHAW

Barbara Walker-Renshaw graduated from Osgoode Hall Law School in 1999 and completed her articles at the Supreme Court of Canada, where she clerked for The Hon. Louise Arbour. Following her call to the Bar of Ontario in 2001, she entered private practice focusing on civil litigation and administrative law disputes in Health Law and Mental Health Law. Over the course of her legal career, she appeared before the Ontario Review Board, the Consent and Capacity Board, all levels of Court in Ontario and before Commissions of Inquiry and Coroners' Inquests. Barbara is a co-author of "A Practical Guide to Mental Health and the Law in Ontario" (Ontario Hospital Association, 4th ed., 2023), the author of the chapter on Mental Health Law in the "Canadian Health Law Practice Manual" and a contributing author to the chapter on Mental Health Law in the 3rd edition of "Law for Canadian Health Care Administrators" (LexisNexis, 2021). She presented regularly at continuing medico-legal education events.
