Ontario Energy Board

MARIE OSWALD

Marie Oswald was appointed a part-time board member in 2020. A senior lawyer, compliance professional and independent director from Oakville Ontario, she served for 11 years, until 2019, on the Board of Directors of Oakville Enterprises, the parent company of Oakville Hydro (a significant GTA local distribution company). She served as Chair of the Board of both companies between 2014 and 2019. Her professional experience includes senior roles as both a market regulator and within regulated firms. A dedicated volunteer, she chairs the Board of charity ArtHouse for Children & Youth, which delivers arts programming free of charge to vulnerable and disadvantaged children and youth in Halton Region. She also serves on the Ontario Justice Sector Audit Committee and on the board of the Oakville Municipal Development Corporation.

GLENN O’FARRELL

Glenn O’Farrell LLB, ICD.D, is an innovation-driving CEO with a proven track-record of multi-faceted enterprise transformation, revitalization, start-up and operational experience in both the private and public sectors. Glenn focuses on leveraging digital technology and creative partnerships for growth and mission critical outcomes. He brings a robust combination of strategic planning and P&L experience. Glenn studied economics and law at St. Francis Xavier University and Universite Laval and is a member of the Barreau du Quebec. He also completed executive education programs in business at Cornell University, in corporate governance at Rotman School of Management and a Masters Certificate in Analytics at Schulich School of Business.

JOHN KNUBLEY

Henry Knubley is a senior advisor and consultant on strategic planning and innovation. He was the federal Deputy Minister of Innovation, Science and Economic Development from 2012 to 2019. Before he stepped down from the Government of Canada, John had been a longstanding public servant with senior experience as a Deputy Minister and Executive in over eight departments. He has degrees from York, Oxford, and Harvard.

GERALD (GERRY) MONCRIEF

Gerald Moncrief is a former Owner, President/Vice President, Power Lineman/Supervisor for Moncrief Construction Limited. His community involvement includes serving as a build committee member for the Lake of the Woods Museum and Arts Centre (MUSE).

MARIKA HARE

Marika Hare has over 35 years’ experience in the energy sector and has been an executive and leader in both the private and public sectors. She has held managerial and executive positions with TransCanada Pipelines, Enbridge Gas Distribution and the Ontario Energy Board. Her areas of expertise and experience include business development, strategic planning, environmental issues management, energy sector policy development and regulation. She retired from the Ontario Energy Board as a Board Member, presiding over hundreds of cases including complex regulatory applications. Marika holds a master’s in environmental studies degree and a Master of Business Administration degree. Her experience serving on Boards is with electricity distribution companies and the not-for-profit sector, including the Canadian Energy Research Institute.

GEOFF OWEN

Geoffrey Owen is a Principal at Foresight Strategic Advisors, a consulting firm that helps organizations manage complex strategic challenges and uncertainty, focusing on regulated entities, professional associations, and the broader public sector. He has served as a strategic advisor to large companies, governments, and a variety of institutions in the broader public sector. For 10 years, Mr. Owen worked directly for leading global financial institutions, including RBC, the Canadian Bankers Association, and ABN Amro Bank NV in London, UK. His career began working in the Ontario government as a policy advisor in three different ministries. He has a BA (Hons.) in Political Studies from Queen’s University and an MSc (International Political Economy) from the London School of Economics.

CURTIS G. ALLEN

Curt Allen is a seasoned security, investigation and cyber security leader. As former Scotiabank Group Vice President and Chief Security Officer, he was responsible for the security of Bank assets and personnel on a global basis. He was also responsible for the development and implementation of successful cyber security initiatives to protect bank interests. Curt served a full career in the RCMP as a senior leader including Deputy Commissioner Ontario and Quebec, Deputy Commissioner National Police Services and Technical Infrastructure and Deputy Commissioner National Headquarters as well as National Chief Human Resource Officer. He was Head of Security with the Government of Ontario with a mandate to protect the electronic networks, information and information infrastructure and other electronic assets.

CARLA CARMICHAEL

Carla is a retired nuclear energy leader with over 30 years of experience in financial, commercial and project management and strategic planning. Carla joined the Ontario energy industry in 2009 where she held executive level roles at Ontario Power Generation in finance and project management and oversaw the Centre for Canadian Nuclear Sustainability. Prior to joining the energy sector, Carla held several senior positions in the wireless mobile industry. She is Chair of the Audit and Finance Committee for Ontario Tech’s Board and has been a member of the CANDU Owners Group, Durham College Foundation and Durham Region Soccer Association boards. Carla is a recipient of the WIN Harriet Brooks Award and the OPG President's Award. Carla is a CPA (CA), with a BA (Hons), MBA and ICD.D. Carla now resides in Trent Lakes with her husband of 33 years after raising her family in Durham Region. She is an advocate of clean energy technologies and their value to climate change solutions.
