Ontario Energy Board


Richard Dicerni is a former Deputy Minister to the Premier and Head of the Public Service in Alberta, a former Deputy Minister for Industry Canada and a former partner for Mercer Delta Consulting.


Michael Janigan was the special Counsel, Regulatory and Consumer Affairs of the Public Interest Advocacy Center (PIAC) located in Ottawa, Canada. Mr. Janigan was the Executive Director of the Center from 1992 until September of 2012, when he assumed the Special Counsel role, concentrating on energy regulation and general consumer protection. Prior to his engagement with PIAC, Mr. Janigan was a city and regional councillor representing a downtown ward in the City of Ottwaa. Mr. Janigan was born in Ottawa and attended the University of Western Ontario, in London, Ontario where he obtained both his undergraduate degree in science and his LLB degree. He has also completed an LLM in Competition Law at the University of London. He has been called to the Bar of the Law Society of Upper Canada and is also a member of the State Bar of California. Mr. Janigan has also served as Chair of the Travel Industry Council of Ontario (TICO). Mr. Janigan has taught courses and seminars in consumer protection law and regulation at Carleton University and in the LLM program of Osgoode Hall. He is the author of publications in the telecommunications, energy and other consumer utility fields.


Allison Duff is a former Consultant for Victory Nickel and Nuinsco Resources, and a former Senior Consultant for The Dominion General Insurance Company. Her community involvement includes serving as Operations Manager (and other positions) for the Royal York Baseball League.


Pankaj Sardana has over 35 years of experience in the energy sector with the past 16 years at the executive level. Mr. Sardana gained his energy sector experience with the then named Ontario Ministry of Energy. The Consumers’ Gas Company, Ontario Hydro, the Independent Electricity System Operator, Toronto Hydro Corporation, Ontario Power Generation, and Guelph Hydro. Mr. Sardana has in-depth knowledge of regulatory affairs, finance, treasury operations, wholesale and distribution rate structures and rate design, load and volumetric forecasting and conservation and demand management. Mr. Sardana holds a master’s degree in Economics from the University of Waterloo and is a Chartered Financial Analyst. Mr. Sardana has lived in Oakville for the past 26 years.


Robert Dodds was appointed Vice Chair of the Board in November 2018 and became Acting Chair (CEO) in May 2019. Dr. Dodds has worked in executive and operational roles in the private utility sector in the US and Canada, which included electricity generation, electricity distribution, drinking water treatment and distribution and wastewater treatment. Dr. Dodds also has over 40 years of experience in the mining and gas pipeline construction sectors in engineering, design and operation, health and safety policies, First Nation agreements and environmental protection policies. He has served as CEO and Executive Director of publicly traded mine exploration companies and is Chair of an advisory panel for a large Canadian mining company. He is also on the advisory board for an automation and innovation company that has offices in the US and Canada. Dr. Dodds holds BASc and MASc degrees in Civil Engineering from the University of Toronto and a PhD in Geotechnical Engineering from the University of Waterloo. He served as an Adjunct Professor at the University of Waterloo and a Teaching Master at Conestoga College.


Anthony Zlahtic has over 35-years of experience in the energy sector, the past 11-years in a senior management capacity. Mr. Zlahtic gained his energy sector experience with Union Gas Limited, The Consumers’ Gas Company Ltd., Enbridge Inc., Ontario Power Generation and Capital Power Corporation. Mr. Zlahtic’s roles have included directing all facets of the development and commercial management of natural gas pipeline and storage facilities, power generation plants and acquisition of energy infrastructure in Canada and the U.S. In this capacity, he has successfully lead energy infrastructure stakeholder consultation with landowners, municipalities and Indigenous groups which included impact benefit agreements and partnerships with Indigenous groups. Mr. Zlahtic holds a Masters of Arts in Economics from the University of Waterloo. Mr. Zlahtic has lived in Toronto for the past 29-years.


Emad Elsayed has over 40 years of experience in the energy sector, most recently as senior Vice President with Ontario Power Generation (OPG). Dr. Elsayed’s roles with OPG included managing its hydroelectric division which produces 25% of Ontario’s electricity. Successful execution of a portfolio of multi-billion-dollar projects, and negotiation of partnerships with several First Nations. Dr. Elsayed is a member/Chair of two volunteer boards of directors. Dr. Elsayed holds a B.Sc., M.Eng and Ph.D. degrees in Civil Engineering and is an active member of Professional Engineers Ontario.


Glenn O’Farrell LLB, ICD.D, is an innovation-driving CEO with a proven track-record of multi-faceted enterprise transformation, revitalization, start-up and operational experience in both the private and public sectors. Glenn focuses on leveraging digital technology and creative partnerships for growth and mission critical outcomes. He brings a robust combination of strategic planning and P&L experience. Glenn studied economics and law at St. Francis Xavier University and Universite Laval and is a member of the Barreau du Quebec. He also completed executive education programs in business at Cornell University, in corporate governance at Rotman School of Management and a Masters Certificate in Analytics at Schulich School of Business.


Henry Knubley is a senior advisor and consultant on strategic planning and innovation. He was the federal Deputy Minister of Innovation, Science and Economic Development from 2012 to 2019. Before he stepped down from the Government of Canada, John had been a longstanding public servant with senior experience as a Deputy Minister and Executive in over eight departments. He has degrees from York, Oxford, and Harvard.


Gerald Moncrief is a former Owner, President/Vice President, Power Lineman/Supervisor for Moncrief Construction Limited. His community involvement includes serving as a build committee member for the Lake of the Woods Museum and Arts Centre (MUSE).


Marie Oswald was appointed a part-time board member in 2020. A senior lawyer, compliance professional and independent director from Oakville Ontario. She served for 11 years until 2019, the last 5 years as Chair on the Board of Directors of Oakville Enterprises. The parent company of Oakville Hydro (a significant GTA local distribution company). Her professional experience includes senior roles as both a market regulator, and within regulated firms. A dedicated volunteer, she chains the Board of charity ArtHouse for Children & Youth, which delivers arts programming free of charge to vulnerable and disadvantaged children and youth in Halton Region.


Susanna Zagar is an accomplished Executive with a proven ability to drive transformation and measurable public value outcomes through resourcefulness, integrity and clarity of purpose.


Lynn Anderson has been at the Ontario Energy Board since 2010. Ms. Anderson brings to this role deep knowledge and expertise in energy regulation and adjudicative process, having served as both the OEB’s Vice President of Applications and as a board member. In these roles, she has adjudicated numerous utility applications and supported the implementation of policies to enhance rate-setting processes. Ms. Anderson has more than 25 years in the energy sector in customer service and regulatory roles. Prior to the OEB, she was Chief Regulatory Affairs and Government Relations Officer at Hydro Ottawa. Ms. Anderson has a BSc. In Electrical Engineering and an MBA from Queen’s University.
