Robert Dodds is self-employed as the owner of a company where he provides advisory services and consults on engineering matters. In addition, he is the Executive Director of Mine Development at Red Pine Exploration. Mr. Dodds is a former Senior Executive at Algonquin Power and former CEO and Chairman at Augustine Ventures. His community involvement includes being an active member and serving as former President of the Rotary. He is a member of the Professional Engineers of Ontario and the Prospectors and Developers Association of Canada. Mr. Dodds holds a Ph.D. from the University of Waterloo.
Jenni Byrne's former employment includes Vice President of Strategic Communications for Bayfield Strategy Incorporated, National Campaign Director for the Conservative Party of Canada and Deputy Chief of Staff and Director of Issues Management for the Office of the Prime Minister, Government of Canada. Community involvement has included serving as a board member for Team Rubicon Canada. Ms. Byrne attended Georgian College and the University of Ottawa.
Lynne Anderson worked with the Ontario Energy Board from 2010 to 2017, first as Managing Director of Application and Regulatory Audit, and most recently as the Vice-President of Applications. Previously, Ms. Anderson was the Chief Regulatory Officer of Hydro Ottawa. She has been a speaker at industry association events on behalf of the Ontario Energy Board including the Electricity Distributors Association and CAMPUT: Canada’s Energy and Utility Regulators. Ms. Anderson holds a Bachelor of Science degree in Electrical Engineering and a Master of Business Administration from Queen’s University
MICHAEL GERARD JANIGAN
Michael Janigan was the special Counsel, Regulatory and Consumer Affairs of the Public Interest Advocacy Center (PIAC) located in Ottawa, Canada. Mr. Janigan was the Executive Director of the Center from 1992 until September of 2012, when he assumed the Special Counsel role, concentrating on energy regulation and general consumer protection. Prior to his engagement with PIAC, Mr. Janigan was a city and regional councillor representing a downtown ward in the City of Ottwaa. Mr. Janigan was born in Ottawa and attended the University of Western Ontario, in London, Ontario where he obtained both his undergraduate degree in science and his LLB degree. He has also completed an LLM in Competition Law at the University of London. He has been called to the Bar of the Law Society of Upper Canada and is also a member of the State Bar of California. Mr. Janigan has also served as Chair of the Travel Industry Council of Ontario (TICO). Mr. Janigan has taught courses and seminars in consumer protection law and regulation at Carleton University and in the LLM program of Osgoode Hall. He is the author of publications in the telecommunications, energy and other consumer utility fields.
Dr. Emad Elsayed has over 30 years of experience in the energy sector, most recently as a Senior Vice President with Ontario Power Generation Inc. Dr. Elsayed is also a member of the Board of Directors of the Halton Children's Aid Society and the John Howard Society of Hamilton, Burlington & Area. Dr. Elsayed holds a Bachelor of Science (Cairo University), Master of Engineering (McMaster University), and Doctor of Philosophy (McMaster University) degrees in Civil Engineering, and is a member of Professional Engineers Ontario.
Susan Frank was Vice-President and Chief Regulatory Officer at Hydro One Inc. from 2005 to May 2015. She is a member of the Toronto Society of Chartered Financial Analysts. Ms. Frank's community involvement includes serving as Chair of the Northlea United Church Board of Trustees and previously served as a board member of the Ontario Energy Association. She holds a Bachelor of Applied Science degree from the University of Guelph and a Master of Business Administration degree in Finance and Economics from the University of Toronto.

Cathy Spoel was re-appointed to the Ontario Energy Board (OEB) as a part-time member in 2016, and has served the OEB in this capacity since October 1999. She is a lawyer with more than 15 years of experience in administrative law, with a focus on land use planning, environmental, municipal and energy law. Ms. Spoel has an honours degree in mathematics and a Master's degree in law, specializing in alternative dispute resolution. She was called to the Ontario Bar in 1983.
