Independent Electricity System Operator (IESO)
SIMON CHAPELLE
Simon Chapelle has over 25 years of specialty marketing and sales experience in the mining, environmental and telecom industries and more than a decade of community engagement in economic development. Over his career, he has served on two municipal hydro boards, Sudbury Hydro and more recently, as a Public Director with Kingston Hydro. Simon is currently a municipal Councilor in the City of Kingston (2018). Formerly a member of the Parole Board of Canada, he is experienced in making risk-based decisions where he demonstrated effective interpretation and implementation of complex legislation and policy directives. Complementing his governance and board experience, Simon holds a Master of Public Administration and a certificate in Alternative Dispute Resolution.
FIONA BLONDIN
Fiona Blondin is Vice-President of Indigenous Strategy at Cormorant Utility Services, a member of the Yellowknives Dene First Nation in Northwest Territories and proud mother of three children. Fiona has joined the executive team to develop and implement a long-term strategy to be the best-in-class partners for Indigenous nation building and wealth creation in high voltage power solutions, natural resources, and infrastructure project development. In 2023, Fiona was appointed to the board of directors at VIA HFR to advance and develop one of the largest infrastructure projects in Canadian history. In 2021, Fiona was appointed to the board of directors at Canada Chrome Corporation, an exploration stage mining company participating in the discovery, delineation, and development of chromite deposits. With over 25 years of combined experience in power, mining, public sector, and private consulting for First Nation, Inuit, and Métis communities.
ROBERT WONG
Robert Wong is Executive Vice President and Chief Information Officer at Toronto Hydro, responsible for information technology, operational technology, cyber security, and telecommunications. He was also Chief Risk Officer, responsible for corporate enterprise risk management, strategic planning, corporate governance, and business continuity. Robert is on the Board of Directors of Canadian Cyber Threat Exchange and its Finance and Audit Committee and holds a Bachelor of Applied Science Degree in Electrical Engineering from the University of Toronto, Master of Business Administration Degree from the Schulich School of Business at York University, and Chartered Director designation from The Directors College (a collaboration between McMaster University and The Conference Board of Canada).
THOMAS MITCHELL
Thomas Mitchell, of Mississauga, is Chairman of World Association of Nuclear Operators. He is also former Director of First Energy Corp and former President and Chief Executive Officer of Ontario Power Generation. His community involvement has included serving as a board member for Parkwood Foundation.
DAVID COLLIE
David Collie was appointed Chair of the Electrification and Energy Transition Panel in May of 2022. The Panel provided recommendations to the Minister of Energy on key areas such as the clean-energy economy, sector governance and accountabilities and comprehensive energy planning. David is the past President and Chief Executive Officer of the Electrical Safety Authority of Ontario. Prior to ESA, he held several executive positions in the energy sector, including Burlington Hydro, Hydro One and Enbridge (formerly Union Gas). David was Chair of the Electricity Distributors Association, Plug N’ Drive as well as Vice Chair of the Energy Council of Canada. He was a founding member of the Ontario Smart Grid Forum and the Energy Transformation Network of Ontario. He is also a board member of the CWB Group, the Ontario Medical Association, and the Edison Welding Institute. Professionally, David is a Chartered Professional Accountant (“Fellow”) and a Chartered Director.
