Function

The Indigenous Advanced Education and Skills Council is an independent, not for profit, Indigenous controlled and governed council under the Indigenous Institutes Act, 2017. The Council is guided by Indigenous knowledge, cultures, and worldviews, which shape the organizations vision and mission, and is accountable to Indigenous communities and learners. 

The Council acts as the organization body that approves Indigenous Institutes to grant diplomas, certificates, or degrees after conducting an impartial and independent quality assurance review. 

Membership

The Indigenous Advanced Education and Skills Council's Board of Directors consist of a minimum of three and maximum of nine Directors, two of which may be appointed by the Lieutenant Governor in Council through an Order in Council.

All new members of the Board of Directors will be inducted into the Indigenous Advanced Education and Skills Council through a formal Indigenous ceremony.  

Qualifications

• Comprehensive understanding of the diversity of Indigenous peoples, cultures, nations, as well as governance structures.

• Experience in actively applying Indigenous knowledge, worldviews, cultures and languages within a given field of expertise.

• Experience developing and implementing new innovative ideas and strategies for Indigenous programs, initiatives, or organizations.

• Ability to demonstrate Indigenous community engagement.

• Comprehensive understanding of the postsecondary education, apprenticeship and training sectors and adult education programs.

• Knowledge and understanding of Indigenous Institutes, the Council and the Indigenous education sector. Understanding of sound financial and operational business processes and practices, including risk assessments. 

• Knowledge of and commitment to sound governance practices.

• Knowledge and understanding of Indigenous governance systems and processes.  

• Ability to implement a strategic vision. 

• Skills/experience in performance measurement and evaluation, driving improved outcomes in postsecondary education quality, access and accountability and expertise in research. 

• Comprehensive understanding of Canadian and Indigenous histories, and the ongoing effects of colonialism and intergenerational trauma.

• Comprehensive understanding of the barriers Indigenous peoples face in labour market participation, including geographic location, language and cultural barriers and lower educational attainment. 

Term

The appointments are made for a fixed term of up to three years, with the possibility of re-appointment at the discretion of the Lieutenant Governor in Council. 

Meetings
There are a minimum of four meetings of the Board of Directors per year, which are held in-person, virtually, or by teleconference. Additional meetings may be held as required and may be held across the province.
Remuneration

Appointees will not receive remuneration. Reimbursement of work-related eligible expenses consistent with applicable guidelines and policies of the Indigenous Advanced Education and Skills Council.
