The Ontario Health Data Platform (OHDP) Intellectual Property (IP) Committee is a short-term advisory body to perform an advisory role for the Minister of Colleges and Universities on matters relating to the implementation of the IP policy of the OHDP, including developing recommendations to Government regarding commercialization of intellectual property and ensuring net benefits to Ontario. 


The OHDP IP Committee will have up to thirteen members including a Chair. All members, including the Chair, will be appointed by the Minister of Colleges and Universities. The Minister will designate a member as a Chair.


Legal Expertise

• Expertise in end-to-end IP portfolio management strategy

• Expertise in contract management and IP valuation, patent prosecution, and negotiation

• Experience with securing invention rights in the field of health care and biotechnology or in computer-implemented inventions, such as in artificial intelligence or machine learning

• Expertise in government law and/or policymaking

Economics Expertise

• Expertise in developing applied economics, including health, business and/or public economics

• Experience designing and implementing systematic evaluation methods (e.g. health technology assessments, net benefit tests) aimed at informing decision-making regarding health and data related technologies 

• Experience with evidence-based methods to assess health, social, and economic impacts of discovery across a variety of health and/or health data related technologies

• Experience leading economic evaluation in the public sector 

Business Expertise

• Systems-level knowledge of the innovation ecosystem in Ontario, including research & development, start-ups, scale-ups, and innovation hubs in the health data sectors

• Experience in entrepreneurial ventures and the negotiation, acquisition, management, and enforcement of IP rights

• Expertise managing venture capital funding and the financing of innovation, particularly in health data and life sciences sectors

Health Research & University Expertise

• Experience conducting data-intensive health sciences research 

• Strong understanding of IP portfolio management by Ontario universities and research institutes

• Strong understanding of different contract research agreements and types of IP rights, including data licensing and innovation in artificial intelligence and machine learning

• Experience working within or with a technology transfer office


Members are appointed for a term of up to two years.

The OHDP IP Committee will meet once a month over the course of their mandate to provide advice to the Minister. Ad hoc meetings will take place on an as needed basis.

Chair: Rate of $1,000 per diem. Total remuneration shall not exceed $54,000 per year.
Member: Rate of $723 per diem. Total remuneration shall not exceed $39,042 per year.

The Chair and members shall be reimbursed for expenses incurred while engaged in his or her duties as chair or as a member of the OHDP IP Committee in accordance with the Travel, Meal, and Hospitality Expenses Directive and any other TB/MBC directives.
