Function

The Resource Productivity and Recovery Authority (the Authority) is a non-Crown and not-for-profit corporation with powers and duties under the Resource Recovery and Circular Economy Act, 2016 and the Waste Diversion Transition Act, 2016. The Authority is responsible for oversight, compliance and enforcement of resource recovery or waste reduction activities, as well as operating a data clearinghouse to receive and store data from producers and others who conduct resource recovery or waste reduction activities. The board is accountable to the Minister of the Environment and Climate Change, through the chair, for the performance of the Authority.

Membership

The Authority is composed of its board of directors, which consists of 11 members. Five members are appointed by the Minister and six members are elected by the board. The Minister may appoint a chair from among the members of the board. If the Minister chooses not to appoint the chair, the board may elect a chair and one or more vice-chairs from among the members of the board. If the chair is absent or unable to act, or if the office of the chair is vacant, a vice-chair shall act as chair.
 

* Robert Poirier was elected as chair by the board to replace the outgoing chair, Glenda Gies, effective June 24, 2020. His term expires in October 2021.

Term

Board members can serve for a term of up to 3 years and are subject to renewal in accordance with the Operating Agreement and the Authority's by-laws.

Meetings
The board meets as required.
Remuneration

Appointees are paid by the board. Board members are remunerated for the performance of their duties at rates aligned with per diems set out in the Ontario Public Service Agencies & Appointments Directive for part-time appointees to regulatory agencies. One board member appointed by the Minister is employed by the Ontario Public Service and is not entitled to remuneration.
