- Function
The Provincial Schools Authority was established to be the employer of record for teachers, principals and vice-principals in the Ministries of Education, and Community Safety and Correctional Services. It holds the contracts of these teachers, ratifies the collective agreements reached between the parties during central and local negotiations tables in accordance with the School Boards Collective Bargaining Act 2014 (SBCBA), handles grievance administration at the second step and arbitration stage, and advises ministries officials on administration of the collective agreement.
- Membership
The Lieutenant Governor in Council appoints five members and designates a chair and a vice-chair.
- Qualifications
Criteria:
PSA candidates are selected on the basis of their negotiating, facilitating and conflict resolution skills, as well as their knowledge of relevant legislation and issues about education for exceptional students.Chair:

• Excellent communication and administrative skills
• Strong analytical and problem-solving skills
• Thorough knowledge of special education and familiarity with Provincial and Demonstration Schools
• Experienced educator
• Knowledge of Provincial Schools Authority Act, Education Act, Labour Relations Act, Human Rights CodeVice-Chair:
• Knowledge of labour relations and working knowledge of educational issues and/or concerns specific to the PSA
• Knowledge of the Provincial Schools Authority Act, Education Act, Labour Relations Act and Human Rights Code
• Knowledge and understanding of issues concerning exceptional students
• Excellent communication and analytical skillsMembers:
• Knowledge of Provincial Schools Authority Act (formerly the Provincial Schools Negotiations Act) and Education Act
• Program knowledge relating to the operation of provincial schools and issues concerning exceptional students and education in correctional environments

There is no limitation in legislation.
- Meetings
- The PSA meets two to three times a year during a normal operating cycle to discuss issues raised by PSAT.
- Remuneration
Appointees do not receive remuneration.
