The Health Professions Appeal and Review Board (HPARB) is seeking to appoint a full-time Vice-Chair.
The HPARB is an adjudicative body with a review and appeal mandate established by provincial legislation under the Regulated Health Professions Act, 1991, and the Veterinarians Act. The Board is an integral component of the self-regulating health profession system in Ontario. It is responsible for conducting complaint and registration reviews and hearings concerning the Complaints, Registration and Accreditation Committee decisions of 29 self-regulated health professions in Ontario. The Board also hears appeals concerning physicians’ hospital privileges in Ontario, pursuant to the Public Hospitals Act. The Board provides a neutral forum for members of the public as well as for health professionals.
The Vice-Chair will act as a substitute Chair; either in the Chair’s absence or as requested by the Chair.
The Vice-Chair carries out additional leadership duties assigned by the Chair relating to the functioning, responsibilities and governance of the agency and its members.
The Vice-Chair leads initiatives and/or takes on cases that raise particularly challenging issues. The described key duties and qualifications are in addition to all the skills, knowledge and experience of a Board member.
The Vice-Chair:- Performs an additional role of overseeing and providing advice to the Chair and other members regarding the processes, practices and policies of the agency.
- In the Chair’s absence, is responsible for carrying out duties delegated by the Chair.
- Leads sub-committees and special projects and reports back to the Chair.
- Act as an additional key point of contact for members and staff of the agency in the Chair’s absence and performs the responsibilities of the Chair when the Chair is not available, such as the assignment of cases, ensuring adjudicative quality, providing advice to members and staff.
- Collaborates with the Chair to develop and implement processes and practices that support the agency’s operations to enhance effectiveness and efficiency.
- Takes on assigned cases or other responsibilities that may have a higher profile, are more complex and may involve multiple parties or stakeholders.
- Leads special projects and initiatives as assigned by the Chair, such as the development / implementation of new practices.
- Mentors new members and provides oversight and advice to ensure quality and clarity.
- Maintains current knowledge in the agency’s field of expertise and participates in professional development opportunities.
- Performs other responsibilities as agreed to with, or as delegated by the Chair.
- Exhibits commitment and behaviour in line with Ontario Regulation 381/07 (the Regulation) of the Public Service of Ontario Act, 2006 (PSOA), Part II (Rules for Former Public Servants who worked in a Ministry).
- Acts with integrity and honesty. Actions are guided by the best interests of the agency and the public.

The Adjudicative Tribunals Accountability, Governance and Appointments Act, 2009 provides that all appointments shall be made through a competitive, merit-based process.
The Vice-Chair will have all of the qualifications of a Member, such as interpreting and applying legislation with specific knowledge of the Board’s governing Act and related law, ability to listen and communicate clearly and effectively, and the ability to formulate reasoned decisions and communicate them orally and in writing in a timely manner, plus the following:- Leadership ability to oversee the implementation of a strategic vision by ensuring appropriate plans are put into operation to deliver efficient, high quality services.
- In-depth understanding of the professional, institutional, policy and community context in which the agency operates.
- Understanding of the agency’s rules of practice and supporting procedures.
- Comprehensive practical knowledge of the range of dispute resolution practices to mentor and coach others and recommend options for change.
- Advanced dispute resolution and analytical skills to resolve complex matters involving multiple interests.
- Effective communication and interpersonal skills to positively influence and communicate with members, staff and stakeholders.
- Commitment to respect diversity, fair and transparent processes that meet the highest professional standards of the agency’s Code of Conduct and Ethics Plan.
- Understanding of government values and a commitment to working within government’s agency accountability structure.
- Knowledge of and commitment to governance practices.
- Understanding of financial and operational business processes and practices.
- Commitment to the protection of the public interest within the mandate of the agency.
- Computer literacy.
Some Restrictions Apply - Applicants must:
- Not be employed in the public service of Ontario or in a Crown agency as defined in the Crown Agency Act;
- Not be, or ever have been, a member of any self-regulated health profession in Ontario; and
- Notify the Minister if the applicant has been found guilty of fraud under the Criminal Code (Canada) or of an offence under the laws of Canada or a province or territory that is relevant to his or her suitability to sit as a member, unless the finding of guilt is for an offence for which they have received a pardon.

The Full-Time Vice-Chair of HPARB is eligible to receive annual remuneration of $159,154 plus benefits in accordance with the benefit entitlements of the Senior Management Group of the Ontario Public Service. Further, the Vice-Chair would be reimbursed for reasonable expenses in accordance with the Management Board of Cabinet's Travel, Meal and Hospitality Expenses Directive.
