The Ontario Government is seeking a Chair to lead the Algonquin Forestry Authority (AFA). As an agency of the Ministry of Natural Resources, the AFA is the Ontario Crown Agency responsible for sustainable forest management and harvesting activities within Algonquin Provincial Park.
Under the Algonquin Forestry Authority Act, R.S.O. 1990, the AFA’s mandate is to harvest timber in Algonquin Provincial Park, produce logs, and sort, sell, supply and deliver logs. The AFA is empowered to advise on, undertake and carry out forestry, land-management and other programs and projects as the Minister of Natural Resources (the Minister) may authorize.
All forestry activities are subject to the Crown Forest Sustainability Act, R.S.O. 1994.The AFA is responsible to the provincial government in delivering these programs while maintaining the highest standards of fiscal responsibility, transparency, accountability, risk management and customer service.
The Chair is accountable for overseeing the overall management, strategic planning, direction and organizational performance of the AFA, including but not limited to providing strategic leadership and direction to the Board of Directors and the General Manager (GM), directing the preparation of the AFA’s business plan, annual report and other reports in keeping with current government requirements monitoring the performance of the AFA and providing status reports and updates to the Minister, seeking strategic policy direction from the Minister, and keeping the Minister informed of issues or events that may concern the Minister.The Chair aids in defining the mission, vision, values and objectives ensuring the AFA’s programs and investments are consistent with its legislated mandate.
The Chair sets the business and ethical tone by facilitating open and informed discussion while setting standards for meaningful, respectful and productive debate and interpersonal interactions. The Chair will prioritize AFA commitments to ensure regular attendance and engagement as required.
As Ethics Executive for the AFA, the Chair ensures members are aware of their obligations to act in compliance with the Public Service of Ontario Act, 2006 and Conflict of Interest rules. Appointees will be required to follow the provincial ethical framework set out for government public appointees in the Management Board of Cabinet’s Agencies and Appointments Directive (AAD) https://www.ontario.ca/page/agencies-and-appointments-directive and undertake any required training as directed by the Public Appointment Secretariat.
The Chair, working with the GM, ensures the AFA is aware of and complies with applicable provincial directives and guidelines.
- Qualifications
A motivational, seasoned leader with vision, management strength, proven leadership, professional awareness and a strong customer service track record. This accomplished, results-oriented leader:
- will provide strategic direction to the AFA and senior executives and have proven experience in the use of sound governance practices
- have success as a previous Chair or Vice-chair of a private or public sector organization or a key board committee (such as an audit committee)
- be familiar with resource management and have awareness of the context in which AFA operates, including familiarity with the forest industry and with the interests of related stakeholders, local communities and the public
- demonstrate a commitment to innovation
- have comprehensive knowledge of and commitment to sound agency governance practices
- demonstrate exceptional business judgment and high ethical standards
- have excellent communication and interpersonal skills to build effective partnerships/relationships with the Minister, Board members, agency management and a broad range of stakeholders
- have proven decision-making, dispute resolution, political acuity and relationship-building skills to impact and influence others
- have solid organization skills to plan and coordinate initiatives and work that reflect the results of collaboration
- demonstrate commitment to fair and transparent processes
- act with integrity and honesty and ensure Board members comply with requirements
Applicants who are not selected for the Chair position may be considered for a member position on the Board of Directors.

The Chair is appointed by the Lieutenant Governor in Council for a term (up to three years) and is eligible for reappointment. - Time Commitment

The Board of Directors generally meets six times per year and may meet more frequently if requested to do so by the Minister. - Expenses

Yes
The Chair is eligible to receive $300 per diem for AFA work and eligible expenses are reimbursed consistent with applicable government policies. Expenses incurred by members will be reimbursed as per Ontario’s Travel, Meal and Hospitality Expenses Directive.
