Roles and Responsibilities

The Ministry of Colleges, Universities, Research Excellence and Security is seeking a Chair to lead the Postsecondary Education Quality Assessment Board (PEQAB). PEQAB is a provincial advisory agency of the Government of Ontario, reporting to the Minister of Colleges and Universities. Established under the Post-Secondary Education Choice and Excellence Act (the Act), PEQAB’s mandate is to:

  • Review all applications referred by the Minister for consent under the Act.
  • Establish the criteria and procedures to determine the quality of postsecondary programs.
  • Undertake reviews of program quality and organizational capacity.
  • Create subject matter/expert review panels, organizational review panels and advisory committees.
  • Undertake research as appropriate.
  • Provide recommendations to the Minister on applications.
  • Address other matters referred to the Board by the Minister.

PEQAB’s objectives are to:

  • Provide the Minister with timely, well researched recommendations for consent based on subject matter expert review of matters referred to the Board.
  • Work on continually improving standards, benchmarks and processes in terms of their capacity to assess the quality of the postsecondary programs referred to the Board.
  • Continue to research best practices in quality assurance globally in support of the legislated mandate regarding quality assurance practices recognized in other jurisdictions.
  • Contribute to those best practices through original research on all matters associated with quality assurance in postsecondary education, including learning outcomes and the effects of PEQAB’s quality assurance practices within the Ontario postsecondary sector.
  • Support applicant institutions in meeting Board standards, and in developing and demonstrating to other postsecondary institutions and to employers the quality of its stakeholders’ programs and the qualifications of their graduates.

The Board Chair is responsible for:

  • Chairing meetings, participating in discussions, and voting on all matters before the Board.
  • Implementing actions that support the goals, objectives and values of the Board.
  • Ensuring timely communication with the Minister regarding any issues or events that concern, or might reasonably be expected to concern, the Minister in the exercise of responsibilities relating to the Board.
  • Co-operating with any review or audit directed by the Minister or Treasury Board/ Management Board of Cabinet (TB/MBC).
  • Ensuring that recommendations, reports and documents that are requested from time to time by the Minister are submitted for the Minister’s review within requested timelines.
  • Informing Board members of all requirements under the Agencies and Appointments Directive.
  • Ensuring Board compliance with legislation and TB/MBC Directives.
  • Working with the ministry to ensure that the Minister is informed of upcoming appointment vacancies and providing recommendations on reappointments.
  • Ensuring an appropriate framework is in place for Board appointees to receive adequate orientation and training.
  • Leading the development of performance measures for the Board and for monitoring its performance.
  • Administering oaths for new members.
  • Fulfilling the role of the ethics executive for the appointees of the Board, promoting ethical conduct and ensuring all members of the Board are informed of their responsibilities under the Public Service of Ontario Act, 2006 (PSOA) with regard to the rules of ethical conduct, and the regulations and the directives made under the PSOA, including conflicts of interest, political activity and the protected disclosure of wrongdoing.

Qualifications

Qualifications for the Board Chair include:

  • Significant leadership or executive experience.
  • Board of directors experience either in the public or private sectors.
  • Recognized ability to provide stewardship.
  • Commitment to ensuring the implementation of actions that support the goals, objectives and values of the Board.
  • Ability to articulate and implement a strategic vision and a dedication to PEQAB’s success in assessing the educational quality of proposed degree programs in Ontario.
  • Effective relationship building and communication skills to build productive and collaborative relationships with the PEQAB Chief Executive Officer (CEO) and Secretariat, with the Minister and with a broad range of stakeholders.
  • Understanding of government values and an adherence to working within government’s agency accountability structure.
  • Understanding of sound financial and operational business processes and practices including working within a specified budget.
  • Knowledge of and commitment to sound governance practices.
  • Ability to work effectively with Board members.
  • Understanding of quality assurance processes is an asset.
  • Comprehensive understanding of the postsecondary education sector, current trends and context in which the agency operates.

The Board Chair will be appointed for a term not exceeding three years. This is a part-time position.
Time Commitment
Meet as required
Meet as required The Board of Directors meets on average twelve times throughout the year. Meetings also include an annual board retreat. Total time commitment is approximately 25 days per year.

Remuneration for the PEQAB Board Chair is $350 per diem. Reimbursement of eligible expenses consistent with applicable government policies.
