Roles and Responsibilities

The Government of Ontario is seeking individuals to support the stewardship of the unique Toronto Islands residential community by serving on the Board of Directors (the Board) of the Toronto Islands Residential Community Trust Corporation (the Trust).

The Trust was established in December 1993 under the Toronto Islands Residential Community Stewardship Act, 1993 (the Act) to manage the sale of houses and land leases on Ward’s and Algonquin Islands, and to manage six community buildings on behalf of Toronto Islands residents and the public.  To view the Act, go to Toronto Islands Residential Community Stewardship Act, 1993.

There are 262 homes with about 650 residents who live year-round in the community.

The Trust’s mandate is to:

  • Manage the land and other buildings on the land described in the Schedule to the Act for the benefit of the residential community on the Toronto Islands and the public;
  • Operate the buildings on the land described in the Act for the benefit and enjoyment of the public;
  • Ensure that the public has reasonable access to the buildings operated by the Trust;
  • Manage the Purchaser’s List and the sale of houses and land leases on the Toronto Islands; and
  • Raise sufficient revenue to carry out the mandate of the Trust.

The Board will be composed of the following membership:

  • Lease holders residing on Ward’s or Algonquin Island; and
  • Residents of the City of Toronto (neither applicants, nor their family members, can be on the current Purchasers’ List or be employed by the Ontario Public Service).

The Board is supported by two part-time staff, the Trust Manager and bookkeeper and a casual employee.

It is also supported by two liaisons (not Directors of the Board):

  • One liaison that is an employee of the Ontario Public Service; and
  • One liaison that is an employee of the City of Toronto.

As a member of a working board, Directors participate in meetings and board decision-making to help ensure the mandate of the Trust is fulfilled.  Working with fellow Directors and the Chair, Directors can expect to:

  • Attend all board meetings;
  • Actively participate and chair at least 1 sub-committee of the board;
  • Attend two community meetings per year;
  • Administer the affairs of the Trust with a view to fulfilling its mandate under the Act;
  • Make decisions consistent with the Trust’s business plan and the Memorandum of Understanding between the Trust and the Minister of Municipal Affairs and Housing and the Trust;
  • Direct the preparation, review and approval of the Trust’s business plans, annual reports, risk assessments and other reports; and
  • Consult, as appropriate, with stakeholders on the Trust’s objectives, rules, and procedures.
Qualifications

Appointees must be either current lease holders residing on Ward’s or Algonquin Island who are in good standing with respect to their lease requirements (no lease breaches and no outstanding payment of annual levies) or City of Toronto residents.

Applicants are expected to have the following competencies:

  • Stakeholder engagement/management skills;
  • Leadership skills;
  • Analytical and organizational skills;
  • Ability to make objective and impartial recommendations;
  • Commitment to the protection of the Toronto Islands community and the public interest within the mandate of the agency; and
  • Tact, diplomacy, and political acuity.

Experience in communications, financial or property management, a legal background or previous non-profit board experience would be assets but are not required.

Recruitment will occur on a rolling basis, with qualified candidates being screened and evaluated at the end of each month.

Monthly meeting
The Trust holds Board meetings monthly and hosts two community meetings annually. Directors are expected to attend all Board meetings and community meetings hosted by the Trust and join at least one sub-committee of the Board. Total time commitment is approximately 35 hours a month (meetings and otherwise). Board meetings are usually held in the early evening with some committee or other meetings taking place during the day.
