The Government of Ontario is seeking a chair to lead the Greenbelt Council (Council), a public body advising the Minister of Municipal Affairs on Ontario’s Greenbelt.  The Greenbelt permanently protects green space and agricultural land across the Greater Golden Horseshoe.

The Greenbelt Council has been providing advice to the minister since its first members were appointed in June 2005 in accordance with the requirements of the Greenbelt Act, 2005.

Key Duties
•  Ensures advice and activities are in keeping with the Council’s mandate, which includes providing advice about land-use planning in the Greenbelt, policy or legislative issues, performance measures to track the effectiveness of the Greenbelt Plan in meeting its goals, and other functions specified by the minister.
•  Establishes a schedule for meetings and sets Council agendas; chairs meetings, ensuring that sufficient time is allocated for effective discussion and decision-making and that all points of view are heard.
•  Sets the business and ethical tone by facilitating open and informed discussion while setting standards for meaningful, respectful and productive debate and interpersonal interactions.
•  As Ethics Executive for the Council, ensures members are aware of their obligations and that they act in compliance with the Public Service of Ontario Act, 2006 including the provisions for Code of Conduct and Conflict of Interest.
•  Ensures Council is aware of and complies with applicable provincial directives, policies and guidelines.
•  Establishes processes, mentors and develops members by discussing and encouraging professional development of, and among, appointees.


• An enthusiastic and experienced leader with strong critical thinking skills and ability to work constructively within a consensus-based advisory body in order to deliver efficient, effective, relevant and high quality advice.
• Knowledge of the Greenbelt Act, 2005 and Ontario’s Greenbelt Plan, related Provincial Plans (e.g., Growth Plan for the Greater Golden Horseshoe, Oak Ridges Moraine Conservation Plan, and Niagara Escarpment Plan), and a good understanding of its related municipal, agricultural, environmental, business and development sectors, or the ability to acquire such knowledge.
• Comprehensive understanding of the context in which the Council operates, its community, the interests of stakeholders, Indigenous communities and the public, as well as a general understanding of the government’s objectives in this regard, or the ability to acquire such understanding.
• Superior group facilitation skills, experience in running meetings, adept at encouraging explorative discussion and ability to cultivate a positive rapport with Council members.
• Excellent communication and interpersonal skills to build effective working relationships with stakeholders and public bodies (e.g.  Niagara Escarpment Commission) including those related to the Greenbelt, Greenbelt Council members, and with the minister and provincial ministry staff.
• Judgement to identify and address potential conflict of interest situations.

NOTE:  Individuals who are in the public service of Ontario are not eligible to serve as members of the Council.

Appointment is by Minister’s Letter for an initial period of up to three years, with the possibility of renewal.
Time Commitment:
The Greenbelt Council typically holds meetings every 1 – 2 months.
The chair and members serve on a volunteer basis and will not receive a per diem, but are reimbursed for eligible expenses.
