Health Unit Board - Northeastern

CATHY DWYER

Cathy Dwyer is a recently retired business owner. For 27 years she provided services to seasonal residents on Lake Temagami. Over the years she owned a garden centre, landscaping, construction & propane business. Recently she has been a project, construction manager creating many beautiful island cottages on Lake Temagami. Prior, her career of 22 years was with the Ministry of Natural Resources where she finished as the Environmental & Land Claim Issues Manager. She also worked for the Ontario Native Affairs Secretariat as Assistant Negotiator on the Temagami Land Claim & Garden River First Nation, Highway Expansion. Cathy is versatile & comes with a diverse background & has had an interesting life; she was a Wilderness Guide (winter & summer), a Board Member, Chair & Exec Director of the Temagami Community Foundation, Board Member & Chair of TEMFUND, Manager for Outfitting Company, Location Manager for a movie company, & Deputy Mayor of Temagami. She now resides on Lake Temiskaming.

CINDY MARKS-CAMPBELL

Cindy Marks-Campbell, of Timmins, is a Senior Business Consultant at the Commerce Management Group and a former Executive Director at Downtown Timmins BIA. Cindy’s community involvement includes serving as a volunteer for the McIntyre Curling Club.

CURT ARTHUR

Curtis Arthur is a retired (2020) senior executive with the Ontario Public Service. As an Assistant Deputy Minister and Executive Lead, Curt had responsibility for Division level direction and justice sector partnerships police and courts. A transformational and inclusive leader, Curt led initiatives envisioning a transformation of Ontario's correctional services, lead work on designing and operating new facilities, created and led the organization responsible for training, operational policy, investigations and recruiting, offender programming, research and evaluation for outcomes. Curt created and led initiatives related to improving conditions of confinement for those incarcerated in Ontario; improved diversion and work programs for selected inmates; expanded health care service delivery and oversight, expanded mental health services, offender programming and interventions as well as improving staff capacity for managing security threat groups (gangs), and gave a voice and forum for staff to improve services to indigenous clients. Curt served as executive champion for Pride in Corrections (LGBTQ) and Nation to Nation (Indigenous staff) affinity groups and contributed to expanded PTSD legislation to bring better care and support for staff experiencing operational stress injuries. Curt has been a Provincial Appointee to the Board of Health for the Timiskaming Health Unit since 2021 and has volunteered in support of the Timiskaming Drug and Alcohol Strategy and Community Safety and Wellbeing Plan as Co-Chair for the Community Safety Pillar and has been actively supporting Project Youth Timiskaming as a volunteer.

DAVID LOWE

David Lowe, of New Liskeard, is a former member of the Immigration and Refugee Board of Canada, Refugee Appeals Division, former National Governance Director with the Congress of Aboriginal Peoples, and former Chief Parliamentary Assistant to the Minister of Health, House of Commons. His community involvement has included serving as Board member and Secretary of the Board of the Ontario Coalition of Aboriginal Peoples.

TODD STEIS

Todd’s mining career spans almost 40 years and includes all aspects of underground mining and technical consulting with regards to explosives use, all underground and open pit mobile equipment as well as hoisting equipment and systems and wire rope technology. Starting his career with Noranda-Pamour Mines, and transitioning thru ICI Explosive Inc., Wabi Iron & Steel Corp, Mining Technologies International Inc. (Joy Global) and Teufelberger.Redaelli in a multitude of roles from Technical Consulting & Sales, Business Development, Corporate Business Management as well as Consulting to businesses and corporate management in product development. Todd is a graduate of the Haileybury School of Mines as a Mining Engineering Technologist. He is now retired but does continue to consult on a limited project basis.

SUZANNE PERRAS

Suzanne Perras is a long-time resident of Northern Ontario, he is committed to public health. Being retired, she has time to get involved and be an asset to public health. I worked for Royal Bank of Canada for 37 years, been in municipal politics for 16 years so she understands financial accountability, governance, commitment. Suzanne looks forward to serving on the Porcupine health unit board. She was well known in my community and in the area.
