Nipissing University Board of Governors


Patricia Carr graduated post-secondary at Wilfrid Laurier University in Waterloo and Nipissing University in North Bay with an Honours Bachelor of Arts in Psychology with a minor in Classics. Patti has worked for the North Bay & District Chamber of Commerce for 32 years and is currently the Vice President of Policy and Communications. Patti is the mother of two grown boys. Patti has volunteered for numerous organizations over the years in areas of charities, drug and alcohol rehabilitation, education, Chamber executives, emergency management, economic/business development, tourism and sports events – current ones include: KidSport, Canadian Cancer Society and Rebuilt Resources board of directors. Patti is also a mentor and coach for new business start-ups and expansions of established businesses. Three years ago, Patti was recognized with a provincial award from her peers in the Chamber network. This year, Patti is the lead for the five-year Rural and Northern Immigration Pilot program, one of eleven communities piloting the program granted by Immigration Canada in 2019.


Judith Koziol retired in North Bay for 35 years managing a property management firm. Judith served on North Bay City Council for 11 years including numerous community agencies, boards, and committees.


Kathy Wilcox was formerly employed as Supervisor at Moore Business Products. Community involvement includes Laurentian Ski Hill Snowboarding Club as Director, President and Secretary. Currently, she serves on the Board at North Bay Nordic. She is an organizer at North Bay Robotics and a volunteer at the North Bay Multicultural Centre. She holds a Bachelor of Arts degree from the University of Toronto


STUART KIDD was formerly employed as a Planner with the City of North Bay and is a former Manager of Corporate Realty for Ontario Northland. He has served as a member of many boards including the Conservation Review Board, Accessibility Standards Advisory Council, Ontario Trillium Foundation and the North Bay Police Services Board. Mr. Kidd holds a Bachelor of Environmental Studies from the University of Waterloo.


Joe Sinicrope is the son of Italian immigrants, and was born in 1962 in North Bay, and grew up in the city. Joe attended York University in 1981, where he studied History and Political Science. He attended Osgoode Hall Law School and was called to the Ontario Bar in 1990. Joe and his wife Pauline raised six children. Joe practiced law in North Bay from 1990 to 2019, when he retired. Through the years, Joe has been involved as an active member of his church as a member of its Finance Committee. He has also participated and continues to be an active member of the Knights of Columbus raising thousands of dollars for community charities. Joe spent many hours on the soccer fields of North Bay both coaching for several years and cheering on his children. He has been an active member of the Davedi Club, North Bay's Italian Canadian club. Joe was a major party candidate in the 2008 federal election. He has always believed in the power that education gives to those who embrace learning.
