Appointee Biographies

CAROLYN BROWN

Carolyn Brown is currently the Chief Executive Officer of the Windsor Detroit Tunnel Corporation and Windsor Detroit Borderlink Limited, the Canadian owner/operator of the Windsor Detroit tunnel. Carolyn is a standards-focused leader with over 20 years of experience working cross border operations with senior officials from all three levels of government in Canada and in the United States. Carolyn is responsible for the strategic leadership of all facets of the tunnel’s business including driving profitability and growth. She is the former Executive Vice President of American Roads LLC and has served on the Board of Directors of the Windsor and Essex Regional Chamber of Commerce, Lakeview Montessori School and Enwin Powerlines Ltd. Carolyn holds a a Master of Arts Degree in Political Science and a Bachelor of Public Administration both from the University of Windsor.

DANIEL ABLESER

Daniel Ableser is a resident of Windsor, Ontario and a practicing lawyer at Kirwin Partners LLP. Mr. Ableser holds a BA from the University of Windsor (Political Science) and an LL.B. from the University of Ottawa. Mr. Ableser practices law primarily in the areas of family law, litigation and municipal law and regularly appears before courts and tribunals across Ontario. Mr. Ableser previously worked for the City of Windsor Building & Development Department and for Elections Canada. He currently serves as a Director of YQG (Windsor International Airport). In addition, he previously served on the City of Windsor International Relations Committee, as a Director of the Essex Law Association and as Vice Chair of the Windsor-Essex Community Benefits Coalition. In his spare time, Mr. Ableser enjoys travelling, having travelled to 53 countries and counting. He also enjoys watching a variety of sports attentively and playing them poorly.

DR. KENNETH BLANCHETTE

Dr. Ken Blanchette is a healthcare executive and experienced board leader with over 15 years of leadership across healthcare and post-secondary education. As Chief Executive Officer of the Windsor-Essex County Health Unit, he leads a $25M organization with over 230 staff, driving strategy, operational performance, and public health outcomes. He brings extensive governance experience, having served as Chair of the Board at Hotel-Dieu Grace Healthcare and Vice-Chair of the Windsor-Essex County Health Unit Board, with leadership across governance, finance, quality, and strategic planning. Dr. Blanchette is Co-Chair of the Windsor-Essex Ontario Health Team, advancing integrated care across the region, and has led major system initiatives including COVID-19 vaccination deployment. He is known for strategic leadership, system integration, and advancing health equity.
