Provincial Judges Pension Board


Deborah Oakley has been Chair of the Provincial Judges Pension Board since 2013 and a member since 2009. Much of her career has been spent in the public sector in senior positions with the Ministry of Community and Social Services, the Ministry of Municipal Affairs, Management Board Secretariat, and the Ministry of the Attorney General. Ms. Oakley was Commissioner of Social Services in Halton Region and spent ten years as a senior executive with the Ontario Municipal Employees Retirement System. She has participated in local community associations and as a member of a hospital board. She graduated from the University of Toronto with a Bachelor of Arts and a Master of Social Work degree.


Gus Gatzios has worked over 15 years in senior corporate and private market investment positions at OMERS Strategic Investments. Most recently he was the President of Rose water Global, a Global Strategic Investment Alliance for Infrastructure Investments. He also worked at Bell Canada for over 13 years in corporate planning and budgeting, capital investments and asset management. He is currently an angel investor with keiretsu Forum, the largest global investment community of accredited private equity angel investors and he participates on the investment selection committee. He is a CPA and graduate of University of Toronto and Seneca College.


Kevin Adolphe has over 35 years of global experience in real estate, asset management and financial services. Previously, as President and CEO, Manulife Asset Management Private Markets, and President and CEO, Manulife Real Estate, Kevin commercialized Manulife’s Private Asset Management capabilities to clients and investors worldwide. He profitably grew Manulife’s Real Estate platform threefold, expanding the business internationally. Prior to Manulife, Kevin was with CIBC and held a variety of senior roles including, Chief Administrative Officer and Chief Financial Officer of CIBC World Markets. He is a Fellow of the Chartered Professional Accountants (Ontario), a member of the Institute of Corporate Directors and serves on the Rogers Bank and Mosaic Capital Boards.


Elizabeth Boyd is a Partner with the Pension Benefits & Executive Compensation Group of Blake, Cassels & Graydon LLP. She works with plan sponsors and administrators in both the private and public sectors, as well as financial institutions and various consulting firms. Ms. Boyd is a former tax litigator with the federal Department of Justice in Toronto. She has written numerous articles and frequently speaks at conferences on retirement plans and executive compensation issues and has been a guest lecturer at Osgoode Hall Law School. She is a member of the Pension and Tax Section of the Ontario Bar Association and a member of the Canadian Tax Foundation. She is also a former member of the Elizabeth Fry Society Board of Directors. Ms. Boyd holds a Bachelor of Laws degree from the University of Ottawa and a Bachelor of Arts degree from the University of Toronto.
