Health Services Appeal and Review Board

CHRISTINE MOSS

Christine Moss has been a member of the Health Professions Appeal and Review Board since 2009 and has been a member of the Health Services Appeal and Review Board since 1999. Ms. Moss is a former Senior Consultant of the Health Care, Social Services and Government Consulting Group of Ernst & Young. Ms. Moss is a graduate of the University of Western Ontario. Her community involvement includes volunteering with the Moore Park-Rosedale Community Association and has included serving as a member on the Executive Committee and the Advisory Committee of the Upper Canada College Parent's Organization.

MITCHELL TOKER

Mitchell Toker holds BA and LLB degrees combined with years of policy and public affairs experience in government, government agencies and the private sector. Executive leadership roles within Ontario’s health care sector, include: The Ontario Ministry of Health and Long-Term Care, The Ontario Cabinet Office, responsible for health and social policy, Cancer Care Ontario, LifeLabs Medical Laboratories, The Central Local Health Integration Network. Mitchell lives in Toronto with his spouse, Alexandra, their son, Luca and dog, Abby.

THOMAS KELLY

Thomas Kelly is Principal of the law firm of Kelly & Hayes in London, Ontario. Mr. Kelly previously conducted hearings as a Legal Member and Chair of Review Tribunal Hearings under the Canada Pension and Old Age Security legislation and was an Instructor for the Ethics Bar Admission Course. Mr. Kelly is a member of the Professional Bar Association in Middlesex County. He is a member of the Health Professions Appeal and Review Board and the Health Services Appeal and Review Board. He holds a Bachelor of Laws degree from the University of Windsor and an Honours Bachelor of Science degree in Biochemistry and Bachelor of Commerce degree from the University of Toronto.

DEBBIE SNOW

Debbie Snow is a graduate of the University of Toronto where she received her medical degree in 1990. She also holds a Master of Occupational Medicine degree from McGill University and is a Fellow of the College of Family Physicians of Canada. Her practice includes Family Medicine as well as consulting in Industrial and Occupational Medicine. She is a member of the Ontario College of Physicians and Surgeons.

ANNA-MARIE CASTRODALE

Anna-Marie Castrodale is a lawyer. She holds a B.Sc. from the University of Toronto and an LL.B. from the University of Western Ontario. She was a partner at the law firm of Lerners LLP. Her community involvement includes serving as a board member for several not-for-profit organizations. She is currently serving as a member of the Waldorf Academy Board of Directors.

SONIA GAAL

Sonia Gaal is a retired lawyer whose main area of practice was labor and administrative law. She worked for the City of Edmonton and represented the Government of Alberta in labor arbitrations. Ms. Gaal has extensive experience in adjudication as a member of the Alberta Labor Relations Board and the Canada Industrial Relations Board. She was Vice Chair of the Public Service Staffing Tribunal and Vice Chair of the Military Grievances External Review Committee. She was also Director of Human Resources for the Conseil des écoles publiques de l’Est de l’Ontario in Ottawa. Her community involvement includes being a member of the French Languages Services Advisory Committee for the City of Ottawa from 2013 to 2018 and she volunteers since 1996 as a judge for the Laskin, a bilingual moot court competition in administrative and constitutional law. She holds a civil law degree from the Université de Montréal, a Post Graduate Diploma in Labor Law from the University of Alberta and an MBA from Athabasca University.

CARMEN ABEL

Carmen Abel holds a Master of Science Degree in Psychology. She has worked in the field of mental health and addictions for more than 35 years. She has worked extensively in the Region of Waterloo and County of Wellington in a variety of areas including crisis services, mental health and justice, supportive housing, employment and case management. As the Director of Community Services and Housing, Carmen Is responsible for providing leadership and operational directions for Thresholds Homes and Supports. Additionally, she mediates complex service issues, facilitates planning, develops policy and evaluates services for effectiveness, risk and quality. Carmen is a part-time Professor in the Advanced Police Foundations at Conestoga College.

STEPHANE THIFFEAULT

Stephane Thiffeault is a lawyer. He graduated from the University of Ottawa’s LL.B. program and started his career in Toronto, Ontario at the law firm of McMillan Binch LLP where he practiced labor and employment law until 2007. He has since practiced law in the public and private sectors and has occupied senior management/executive positions including that of Chief Privacy Officer and Compliance Officer with responsibilities in Canada, the United States and the Republic of Singapore. He has coached a number of local youth soccer and hockey teams and has served on the boards of a number community organizations.

JENNIFER SARJEANT

Dr. Jennifer Sarjeant graduated from the University of Toronto Faculty of Medicine in 1998 and completed her residency training in Anesthesiology in Toronto in 2005. Dr. Sarjeant has been a Fellow of the Royal College of Physicians and Surgeons of Canada since 2005. She is currently working as an Investigating Coroner for the Province of Ontario.

BONITA THORNTON

Bonita Thornton is a lawyer, manager and veteran with extensive government and regulatory experience. She is currently a part-time member of the Health Professions Appeal and Review Board and the Military Police Complaints Commission. She previously led the investigations department at the Law Society of Ontario and at the College of Physiotherapists. Prior to moving into professional regulation, Ms. Thornton was a lawyer and officer (rank of Commander) with the Judge Advocate General, Canadian Forces, deploying to Afghanistan in 2008-2009. Ms. Thornton has received the Queen’s Golden Jubilee, Diamond Jubilee and Canada 125 medals for her contributions to Canada.

HY BLOOM

Hy Bloom, LLB, MD, FRCP(C), is a forensic psychiatrist (and lawyer). He is a founding member of the PSILEX Group, Consultants in Behavioural Sciences and the Law, and CEO of Workplace.Calm, Inc., Conflict and Violence Prevention and Management. He is also a part-time staff member in the Complex Mental Illness/Forensic Services Program at the Centre of Addiction and Mental Health, an assistant professor in the Department of Medicine at the University of Toronto, and an assistant clinical professor in the Department of Psychiatry and Behavioural Neurosciences at McMaster University. Dr. Bloom is a psychiatric and legal member of both the Ontario and Nunavut Review Boards, and has recently been appointed to the Health Services Appeal Review Board. Dr. Bloom has lectured extensively and published a number of books, book chapters, articles, and manuals in the field of psychiatry and the law, including Law and Mental Disorder: A Comprehensive and Practical Approach (Eds. Bloom and Schneider, Irwin Law, 2013, https://irwinlaw.com/product/law-and-mental-disorder/), a 50 chapter textbook. His most recent publication is as lead author of a co-written chapter on use of threat and risk assessment tools in lone-actor terrorism (Lone-Actor Terrorism: An Integrated Framework, Holtzer et al., Eds., Oxford University Press, in press).

WILLIAM GREENAWAY

was Managing Partner at the law firm Donaldson Donaldson Greenaway from 1987 to 2016. He was an adjunct and guest lecturer at the University of Windsor Law School on Insurance Law, Civil Procedure, and Trial Advocacy. In addition, Mr. Greenaway was a member of the Michigan-Ontario Lawyers Association and the Canadian Bar Association. He is a member of the Law Society of Upper Canada, the Canadian Bar Association, the Essex County Law Association, and the Canadian Defence Lawyers. Mr. Greenaway holds a Bachelor of Laws degree from the University of Windsor, and Bachelor of Science and Bachelor of Arts degrees from Queen's University.

BETH DOWNING

Beth Downing is a graduate of the University of Toronto and Osgoode Hall Law School. She was called to the Bar in 1990. In addition to practising law for several years, she has produced continuing legal education programs for lawyers and has been an active volunteer in the community.

BARBARA MELLMAN

Barbara Mellman is former Senior Counsel with the Corporate Law Department of Manulife Financial Corporation, providing legal advice on employment, corporate communications, and corporate governance matters. She has served on the Board of Directors of several not-for-profit organizations, including Vice President of the Board of St. Stephen's Community House. She has also served as a Children's Literacy Mentor with the Toronto Public Library's "Leading to Reading Program". Ms. Mellman holds a Bachelor of Arts degree and Juris Doctor degree and is a member of the Law Society of Ontario and the State Bar of Michigan.

CARLA WHILLIER

Carla Whillier is a civil and criminal litigator, whose practice has evolved with a focus on mental health law in the context of forensic and administrative law issues. She has an undergraduate degree from Lakehead University, a law degree from the University of Buckingham (England) and a Master of Laws specializing in Health Law from Osgoode Hall Law School. Ms. Whillier recently completed the Osgoode certificate in Elder Law as well as a certificate program in National and Global Health Law from Georgetown University. Carla is certified as a specialist in Health Law from the Law Society of Ontario. She is an active volunteer with Camp Trillium, and Homes First.

JEAN BEDARD

Jean Bédard is counsel at Conlin Bedard LLP, in Ottawa. He was the Chairperson of the Canadian International Trade Tribunal (CITT) until the end of 2020 and was appointed to the CITT as a full-time member in 2014. He was a Deputy-Judge of the Small Claims Court from 2002 until 2014. Called to the Bar in Quebec (1975) and in Ontario (1988), he is accredited as a Civil and Commercial Arbitrator by the Quebec Bar and holds the designation of Qualified Arbitrator granted by the ARD Institute of Canada. Prior to his appointment to the CITT, he practiced corporate and commercial law, both in-house and in private practice in Quebec City, Toronto, and Kingston. In addition to his law degree, he holds an MBA and a LLM in International Business Law. His community involvement includes having served as director of the Association des juristes d’expression française de l’Ontario and as Chancellor of the Ecclesiastical Province of Ontario of the Anglican Church of Canada.

MICHELLE MANN-REMPEL

Michelle Mann-Rempel has been called to the Ontario Bar since 1996. She holds an LL.B. from the University of Ottawa and an LL.M. in the rule of law from Queen's University. Her previous areas of practice include Indigenous law and criminal law. Michelle is a former member of the Parole Board of Canada. She is a former adjunct professor at both Carleton University and the University of Ottawa. Michelle served as a Board member of Crime Prevention Ottawa and on the subcommittee on Violence Against Women.

NATASHA GRAHAM

Natasha Graham, of Toronto, is a former self-employed Medical Doctor/Psychotherapist. Her community involvement has included serving as a Group Member with the Collaborative Mental Health Network.

DONALD JAMIESON

Donald Jamieson, of Mississauga, is a self-employed Family Physician, and a former member of the Consent and Capacity Board.

KIMBERLEY (KIM) WESTFALL-CONNOR

Kimberley Westfall-Connor, of Barrie, is a Registered Massage Therapist (RMT) who is self-employed with Summit Massage Therapy. She is also the former President of the Council for the College of Massage Therapy of Ontario and formerly served as a member of the Human Rights Tribunal of Ontario. Her community involvement has included serving as a board member of the North Simcoe Muskoka Community Care Access Centre.
