Resource Productivity and Recovery Authority

JEFFREY STEINER

Jeffrey Steiner is a senior executive, experienced board director & lawyer involved with international trade, the film & TV industry, real estate, the mining sector and early-stage angel investment. Mr. Steiner was also the driving force behind the creation of Canada’s largest film & tv studio, located in Toronto’s waterfront. Jeff is the current Chair of the Canada-Saudi Arabia Business Council. Jeff recently completed two terms on the board of Export Development Canada (EDC) where he chaired the Business Development & Strategy Committee. Jeff was also a founding board member of FinDev Canada, an EDC subsidiary for development finance applying a gender-lens to investing. Jeff currently serves on the board of directors of the Resource Productivity & Recovery Authority (RPRA) tasked with overseeing product stewardship and recycling programs in Ontario. In the past he has served as a Commissioner of the Alcohol & Gaming Commission of Ontario (AGCO).

GEORGE NIKOLOV

Having served more than 20 years in corporate and not-for-profit boardrooms, George Nikolov developed and sharpened his core competencies in corporate and regulatory governance, business strategy, IT, cybersecurity, risk oversight, financial performance, Chief Executive Officer performance management. His well-honed, collaborative leadership skills have made him an invaluable change agent for organizations working through transitions, transformations, or turnarounds.

JOHN FAHEY

John Fahey has over 35 years of international due diligence and risk management experience associated with the intersection of environment, assets and operations. Working in over 60 countries, John managed regulatory, community and business needs on single assets and portfolios. As an advisor to banks, corporations and insurers, John has evaluated investment, development and operational exposures associated with residential, commercial, industrial and natural resource assets. Mr. Fahey held several global sector leadership roles, building international teams and business lines. In recent years, John applied his global experience in Durham Region, working with the community and agencies, as the Environmental Manager at St Marys Cement Bowmanville. Mr. Fahey has been a member of the Durham Region Police Services Board since 2025.

MITCH PANCIUK

Mitch Panciuk has owned and operated a small business since 2001. He has served numerous roles in community organizations and was elected as a City Councillor and Mayor of the City of Belleville. He serves as the President and Chief Executive Officer of Ontario One Call and is a Director with Hydro One Networks.

WILLIAM SANDISON

William (Bill) is collaborative and effective leader with extensive operations knowledge, and senior management experience in supply chain management, strategic planning, outsourcing, materials management, and marketing operations with Nortel Networks. Prior to joining the Authority, Bill served as General Manager, Quinte Waste Solutions and reported to the Centre and South Hastings Waste Services Board and managed the Blue Box transition in July 2025 and the outsourcing of the Hazardous and Electronic Waste program effective January 1, 2026. From 2018 to 2022, Bill was a City Councilor for the City of Belleville and served as Chair (five), Vice-Chair (one) and member (ten) on full term Committees and Boards. Bill completed his MBA at Queens University, is a Supply Chain Management Professional (SCMP) with the Purchasing Management Association of Canada and is Certified in Planning and Inventory Management (CPIM) with the Association for Supply Chain Management.
