WILLIAM LYE

J. William K. Lye is a graduate of the Royal Military College of Canada (1969); the Graduate Business Centre, Gresham College, City University, London, England which he attended as an Athlone Fellow (1971); and the Canadian Army Staff College (1975). He was commissioned in the Corps of Royal Canadian Engineers and served in Canadian Army command and staff positions in Europe and Canada from 1969 to 1979, retiring in the rank of Major. Since 1979 he has been a consultant, an executive with the Treasury Board of Canada Secretariat and an advisor to several Canadian and foreign governments specializing in major public and corporate infrastructure planning, financing and project management. He was also a Senior Fellow of the School of Urban and Regional Planning at Queen’s University, where he taught in its graduate program. He is a Professional Engineer and a Fellow of the Institute of Certified Management Consultants of Ontario.
