Function

The Special Advisor’s mandate is to lead the successful delivery of Ontario’s commitments under the economic development and investment agreement (EDIA) entered into between the PowerCo Sub and Ontario.

In particular, the Special Advisor will play a crucial role in supporting project coordination for the implementation of the investment by:

• Acting as Ontario’s primary point of contact and government representative to the PowerCo Sub;

• Serving as the liaison between Ontario, the City of St. Thomas, responsible agencies for environmental matters, permits, infrastructure, transportation, zoning, site preparation, utilities, workforce recruitment and training, and the PowerCo Sub regarding the matters outlined within the EDIA; and,

• Co-chair for the steering committee of the project governance group (“Steering Committee”).

Qualifications

Key skills that the Special Advisor must possess to perform his/her role and responsibilities pursuant to the EDIA and effectively advise the MEDJCT’s Minister: 

Relationship Management and Communication Skills:

• Demonstrated experience with developing and maintaining effective working relationships with clients and stakeholders across different ministries, levels of government and industries.

• Well developed interpersonal skills to advise and collaborate with multiple partners to elicit understanding and cooperation.

• Demonstrated negotiation skills to coordinate and resolve issues to the satisfaction of all parties.

• An ability to facilitate the integration and reconciliation of the needs and objectives of various stakeholders, including all three levels of government, and the PowerCo Sub.

Leadership and Project Management Skills:

• Extensive knowledge of and experience with project management methodologies and techniques to lead, coordinate and support large complex infrastructure projects.  This includes informing the government on project deliverables and timelines, providing subject matter expertise, and supporting coordination and monitoring of progress.

• Demonstrated leadership skills to advise the Minister and government executives on the effective use of project resources and scope, and make recommendations on the prioritization of project team members implementation and delivery of the PowerCo Sub Investment.

• Extensive experience advising project teams in the coordination and delivery of project activities, identification and resolution of project-related issues and the recommendation of innovative approaches and business strategies.

Technical Knowledge and Expertise:

• Extensive knowledge of and experience managing large complex infrastructure projects.

• Extensive experience working with multi-levels of government in collaboration with industry from the initial planning phase to completion. 

• Extensive knowledge of applicable infrastructure policy and legislation pertaining to permits, zoning, site preparation, building codes, permits, zoning by-laws and utilities.   

Term

The Lieutenant Governor in Council may appoint the Special Advisor, who shall serve at the pleasure of the Lieutenant Governor in Council for a period not exceeding three years, effective June 22, 2023.

Remuneration

The Special Advisor shall be paid remuneration at the following rates, up to a maximum amount of 
$186,000 ($30,000 + $156,000) per year:
1. an annual retainer in the amount of $30,000 for each year during the term of the appointment;
2. $1000 per diem, up to a maximum of 156 days per year, such that the maximum amount payable 
is $156,000 per year.

The Special Advisor shall be reimbursed for reasonable expenses incurred in carrying out the duties of the Special Advisor in accordance with the Management Board of Cabinet’s Travel, Meal and Hospitality Expenses Directive.
