The Building Materials Evaluation Commission (the “Commission”) is a regulatory agency with a mandate to evaluate and authorize innovative materials, systems or building designs, as they relate to construction, for use in Ontario. In addition, the Commission’s mandate includes: conducting research on and/or examining construction materials, systems and building designs or causing such research to be conducted and examinations to be undertaken, and making recommendations to the Minister of Municipal Affairs and Housing respecting changes to the Building Code Act, 1992 or the Building Code.
The Commission, as a whole, makes decisions on applications, but subcommittees are usually established to carry out detailed evaluations and report to the full Commission. The subcommittees typically consist of Commission members who are familiar with, and/or expert in, the field associated with the application.
Key Duties
Prepares for and participates in monthly meetings and subcommittee meetings.
Participates in other duties as assigned by the Chair in accordance with the Act and the Building Code, as well as within the policies, procedures and rules of practice developed by the Commission.
Actively listens to presentations of applicants and poses questions, if necessary, in order to gain an understanding of the innovative material, system or building design.
Thoroughly reviews and analyzes the documentation and information submitted by an applicant in support of their request for an authorization.
- Qualifications
Members are required to have the following abilities, skills and knowledge in order to carry out their responsibilities effectively:
- Comprehensive knowledge of the Act and the Building Code, an understanding of the provincial building regulatory system, and related laws and legal processes.
- Relevant experience and expertise in one or more of building design and standards, engineering, architecture, building materials manufacturing, testing and industry standards.
- Technical expertise in one or more of the following areas: Structural Design, Fire Protection, Occupant Safety and Accessibility, Environmental Separation, and Housing and Small Buildings.
Availability and willingness to attend and participate in meetings of the Commission.

Appointment is by Order-in-Council for an initial period of two years. Please note that the appointments are subject to renewal for a maximum of ten years, in a given position, upon the recommendation of the Chair or Executive Chair. - Time Commitment

Monthly meeting
The Building Materials Evaluation Commission holds one meeting each month, with approximately three to five subcommittee meetings in that same period. Members are expected to attend the majority of monthly meetings and participate as a member of Subcommittee meetings as assigned. - Expenses

Commission members receive remuneration in the form of a per diem at rates established by Treasury Board/Management Board of Cabinet. Members may receive a per diem up to $550.00 depending on length of meetings. Commission members are also reimbursed for out of pocket expenses associated with attending Commission meetings in Toronto, in accordance with Ministry of Municipal Affairs and Housing and Ontario Public Service guidelines.
