Roles and Responsibilities

As an agency of the Ontario Ministry of Agriculture, Food and Agribusiness (OMAFA), AgriCorp has a mandate to deliver programs that help Ontario’s producers manage their agricultural risk. AgriCorp was established in 1997 by the provincial government under the authority of the AgriCorp Act, 1996. Since then, AgriCorp has grown from providing one program to delivering a comprehensive suite of risk management programs and other agricultural programs, as well as providing services for other agencies and industry associations. AgriCorp is responsible to the provincial government to deliver these programs while maintaining the highest standards of fiscal responsibility, transparency, accountability, risk management and customer service. AgriCorp is governed by a Board of Directors (board) appointed by the Lieutenant Governor in Council through an Order-in-Council for terms of up to three years on the recommendation of the Minister of Agriculture, Food and Agribusiness.  The Board reports directly to the Minister.

 

Specific roles and responsibilities of the Chair include:

  • The Chair is accountable to the Minister for ensuring the implementation of actions to support the agency’s goals, objectives and strategic directions and ensuring the agency operates within its approved budget allocation in fulfilling its mandate.
  • The Chair is to meet with the minister at least quarterly on: government and ministry priorities for the agency; agency, board and CEO performance; emerging issues and opportunities; agency high risks and action plans including direction on corrective action, as required; and agency business plan and capital priorities.
  • The Chair is accountable for carrying out the roles and responsibilities as assigned by the AgriCorp Act, the Memorandum of Understanding (MOU) between the Minister and the Chair, the Minister’s Annual Letter of Direction, and applicable government policies and directives.
  • The Chair leads the process of setting the agency’s goals in response to the Minister’s Letter of Direction, establishing the agency’s policies and procedures, and ensuring appropriate management systems are in place (e.g. financial, information technology and human resources).
  • The Chair is responsible for reviewing and approving, along with the Board, AgriCorp’s business plan, budget, annual report and financial reports as well as submitting them to the Minister in accordance with the time lines specified in applicable directives and the MOU.
  • The board and its committees play a central role in providing direction, oversight and advice to the CEO.
Qualifications

Candidates should have a high degree of financial literacy and an awareness of the context in which AgriCorp operates, including the agriculture industry, the interests of stakeholders and the public, as well as a general understanding of the government’s objectives.

AgriCorp is particularly interested in attracting candidates with substantial experience and expertise in primary agriculture and agri-business.

Candidates have experience in strategic governance and awareness of the operating context, including agriculture risk and financial considerations. Experience/expertise in agriculture, insurance and agri-business is an asset.

Board members are appointed to the AgriCorp Board of Directors by the Lieutenant Governor in Council through an Order-in-Council and sit at the pleasure of the Lieutenant Governor in Council for up to a three-year term and may be reappointed.

The Chair is paid a per diem of $221 per day, and reimbursed for eligible expenses consistent with government directives and policies.
