- Roles and Responsibilities
The Registered Insurance Brokers of Ontario (RIBO) was established by the government of Ontario in 1981 through the enactment of the Registered Insurance Brokers Act (The Act).
RIBO is a self-regulated body that governs all registered insurance brokers in the Province of Ontario. Specifically, RIBO licenses and regulates all licensed brokers in Ontario. We protect the public interest by establishing high levels of competence and professional standards for our licensees and ensuring that they comply with the Registered Insurance Brokers Act, Insurance Act, Unfair and Deceptive Acts and Practices Rule and other related laws, By-laws and Regulations including the Code of Conduct.
The Lieutenant Governor in Council appoints lay persons to serve as members of RIBO’s Complaints and Discipline Committees who are not members of RIBO or directors of RIBO Council.
Members of the Complaints and Discipline Committees review, consider and determine cases in accordance with the Registered Insurance Brokers Act, Regulations, including the Code of Conduct, and other applicable Regulation and statutes .
Members of the Complaints and Discipline Committees work in a challenging, fast-paced environment that requires confidence, critical thinking and strong interpersonal and communications skills.
The purpose of this advertisement is to seek new public members to form part of a roster of laypersons that can serve on either the Complaint Committee, and any of its panels, as well as the Discipline Committee, and any of its panels.
The Complaints Committee at any one time, must appoint a panel comprised of a minimum of two (2) broker members appointed by RIBO’s Council, and one public member to hear any matters. The role of the Complaints Committee is to investigate allegations of professional misconduct against brokers and determine whether there is sufficient evidence of misconduct to warrant referring a complaint to the Discipline Committee.
The Discipline Committee is comprised of at least four (4) broker members appointed by RIBO’s Council and four (4) public members. The Discipline Committee must appoint a hearing panel which at any one time must include one public member, and four (4) broker members. The Discipline Committee’s hearing panels conduct hearings to determine whether a broker has engaged in professional misconduct based on the evidence presented to it during the discipline proceeding.
If the Discipline Committee makes a finding of professional misconduct, the Discipline Committee imposes a penalty it deems appropriate in the circumstances. Such penalties include reprimands, ordering licensees to take educational courses, submitting documents such as financial records imposing practice restrictions, suspensions, fines and revocation of licenses.
Successful applicants may also be asked to serve on the Qualification and Registration Committee. The Qualification and Registration Committee is responsible for setting and reviewing RIBO’s qualifications standards for individual brokers and brokerages. This includes, but is not limited to establishing licensing levels, and creating examinations, continuing education programs, and on-going licensing requirements.

- Qualifications
A successful candidate will be able to demonstrate:
- Their ability to understand the facts, issues and submissions of opposing parties and review and analyze evidence presented both verbally and in writing.
- Their ability to pay attention to detail, and actively listen and communicate clearly and effectively with panel members.
- The ability to exercise sound judgement and be decisive, and confident in the decision-making process to effectively fulfil a public protection mandate.
- A proven ability to communicate decisions both verbally and in writing, in a clear, concise and accurate manner with well-reasoned and clearly written decisions.
- Excellent time management and organizational skills, specifically in the context of juggling multiple tasks and deadlines at the same time.
- Strong leadership skills.
- The ability to be impartial and not allow personal opinions influence their responsibilities as an adjudicator. Specifically, the ability to assess and determine issues on the merit, without favoring one side or the other.
- Well-developed adjudication and mediation skills and/or experience and expertise serving on an adjudicative panel (s) would be considered an asset.
- Experience serving on a board, committee, or employed at a self-regulated organization, and/or professional association, preferably with a focus on consumer protection and experiences and/or a global view of the organization would be an asset.
- Proficiency with MS Office applications, general computer skills, and the ability to learn new systems as required and work in a paperless environment.
- The ability to work effectively in an inclusive, team environment.
- A commitment to respect diversity, to maintain fair and transparent processes and to provide access to fairness.
- A willingness to travel, if and when required).

RIBO will continue primarily with its digital-first approach, which is to conduct remote hearings using digital conferencing platforms such as Teams or Zoom or by telephone. Accordingly, computer skills and proficiency with IT programs are a requirement of the position.

Meet as required
This is a part-time role. Members of a Complaints or Discipline Committee may have four to five meetings each year. The timetable for meetings is set at the beginning of the year. - Expenses

The rate of remuneration is set by RIBO Council policy and is based around a per diem rate of $472. Appointees will be reimbursed for reasonable work-related expenses incurred in their capacity as Complaints and /or Discipline Committee Members for RIBO, in accordance with the by-laws and policies of the corporation.
