Roles and Responsibilities
The Government of Ontario is seeking a local citizen to fill a vacancy for a public at large member (part time) on the Niagara Escarpment Commission (NEC).
The NEC is a “regulatory, non-board governed” provincial agency that operates in accordance with the Niagara Escarpment Planning and Development Act (NEPDA) and the Agencies and Appointments Directive (AAD) of the Management Board of Cabinet (MBC).
The purpose of the NEPDA is to provide for the maintenance of the Niagara Escarpment and land in its vicinity substantially as a continuous natural environment, and to ensure only such development occurs as is compatible with that natural environment.
The NEC was established in 1973, under the NEPDA. The NEC makes decisions on development permit applications and provides advice to the Minister on Niagara Escarpment Plan policy items and proposed Niagara Escarpment Plan amendments.
Some of the responsibilities of a Public at Large Commissioner include:
- administration and implementation of the Niagara Escarpment Plan;
- attending regularly scheduled Commission meetings; and,
- reviewing materials in advance of regularly scheduled Commission meetings.
All appointees will be required to follow the provincial ethical framework set out for government public appointees in the AAD https://www.ontario.ca/page/agencies-and-appointments-directive and undertake any required training as directed by the Public Appointment Secretariat. If appointed, you will be subject to the Public Service of Ontario Act, 2006 and Conflict of Interest rules. You may also be subject to other statutes, regulations, rules or directives that currently exist or may be established which are applicable to agencies, boards or commissions.
- Qualifications
The successful candidate must:
- be generally knowledgeable about policies in the NEPDA and the Niagara Escarpment Plan, with land use planning, natural resources, parks and protected systems management skills, experience, and knowledge an asset;
- be able to make objective and impartial recommendations;
- have excellent communication and interpersonal skills, experience in conducting or chairing meetings;
- have experience in negotiation, facilitation, and conflict resolution.

Under the NEPDA, the Lieutenant Governor in Council designates public-at-large members of the NEC. Appointment is by Order in Council. There will be an initial appointment for a period of up to two years, with a possibility of renewal for a maximum of 10 years in a given position. - Time Commitment

Monthly meeting
The NEC generally meets monthly, except in December. Meetings use a hybrid approach, with virtual options and in-person attendance at the Georgetown, Ontario office. - Expenses

Members are eligible to receive $472 per diem, plus eligible work-related expenses in accordance with the MBC’s Travel, Meal and Hospitality Expenses Directive or any other applicable Directives.
