Function:  The college regulates the profession of Medicine in the public interest by ensuring that individuals have access to services provided by competent health professionals, and that individuals are treated with sensitivity and respect in their dealings with health professionals. Members of the college are governed in accordance with the Medicine Act, the Health Professions Procedural Code, the Regulated Health Professions Act, and the regulations and by-laws of the college. The college develops and maintains standards of professional ethics, and promotes and develops standards for continuing competence among the members. Various committees of the College of Physicians and Surgeons function in a quasi-judicial role with respect to the suspension and revocations of certificates of registration to practice in Ontario.

Membership:  Between fifteen and sixteen members are elected in accordance with the by-laws by the members of the college. Between thirteen and fifteen members are appointed by the Lieutenant Governor in Council who are not members of the college, members of a college as defined in the Regulated Health Professions Act, or members of a council as defined in the Regulated Health Professions Act. Three members are selected, in accordance with a by-law made under section 12.1, from among members who are members of a faculty of medicine of a university in Ontario. The council elects annually a president and a vice-president from among the members.

Term:  There is no limitation in legislation.

Meetings:  There are 5 Council meetings per year: February (2 consecutive days), April (1 day), June (1 day), September (1 day), November (2 consecutive days). Committee meetings range from a half-day to 2 days; generally, no more than 2 consecutive days are scheduled, with the exception of discipline panels. Council retreats are held every 4 years and may require consecutive meeting days out of town. Preparation time required per meeting varies. With some exceptions, public appointees may sit on any or all of the committees but usually serve on no more than 3. The time commitment for a public appointee depends on the number of committees to which she/he is assigned; for instance, public appointees who serve on discipline panels could potentially spend in excess of 3 weeks in total at a hearing. Complaints Committee meets 11 times per year; Discipline Committee schedules approximately 280 hearing days per year; Executive Committee has 8 meeting days per year; Fitness to Practise Committee has 1 to 4 meeting days per year; Patient Relations Committee has 3 to 5 meeting days per year; each member of the Quality Assurance Committee attends 7 to 9 panels per year; Registration Committee has 10 meeting days per year.
