Prerogative:  Permissive Legislation; Minister's Letter

Function:  The Technical Standards and Safety Authority (TSSA) is a self-funded, not-for-profit corporation responsible for the administration and enforcement of the Act and its regulations on behalf of the Government of Ontario. The TSSA works to enhance the safety of Ontarians in several areas, including: boilers and pressure vessels, operating engineers, elevating and amusement devices, upholstered and stuffed articles, and fuels. Administration of the safety standards in these areas includes engineering design reviews, inspections, investigations, licensing and registration, training and certification, and public education.

Membership:  The management of the affairs of the corporation is supervised by the board of directors, which consists of 13 members unless this number is changed by minister's order. The minister may appoint directors to the board as long as the directors appointed by the minister do not constitute a majority of the board. The minister appoints the chair and the vice-chair of the board from among the directors. Directors other than those appointed by the minister are elected by the members of the board.

Term:  Directors appointed by the minister are appointed at pleasure. It is within the minister's discretion to determine the length and number of terms of an appointed director.

Meetings:  The board meets four times a year and hold special meetings as required.

Requirements:  Members appointed by the minister may include representatives of consumer groups, business, government organizations, or such other interests as the minister determines. In deciding on an appointment, the minister will consider the competency criteria outlined in the Memorandum of Understanding between the ministry and TSSA, which is available at www.tssa.org.
