Function:  The College of Trades Appointments Council and Classification Roster (COTACCR) is composed of two independent branches: the Appointments Council branch and the Classification Roster branch.

The Appointments Council branch is responsible for making appointments to the governing structure of the Ontario College of Trades, which includes the members of the board of governors, the members of the divisional boards (construction, industrial, service, and motive power) and trade boards; and the members of the roster of adjudicators.

The Classification Roster branch includes the associate chair, who shall appoint members of classification panels from among the members of the Classification Roster. A classification panel shall determine such matters respecting a trade's classification.

Administrative support is provided by employees of the Ministry of Labour.

Membership:  All positions are appointed by the Lieutenant Governor in Council.

COTACCR has a chair responsible for the administration of the Appointments Council and Classification Roster. The chair shall not be affiliated with the trades or the College. The chair shall not be a member of the Appointments Council branch or Classification Roster branch.

The Appointments Council branch has an associate chair and up to eight members. The associate chair and members of the Appointments Council branch may be members of the College or affiliated with the trades.

The Classification Roster branch has an associate chair and at least 10 members. The associate chair and at least six members are appointed as representing the public and at least four members are appointed from the roster of adjudicators.

An individual may not be appointed as the associate chair or a member representing the public if he or she:
  • is a member of the College;
  • was a member of the College within the preceding year;
  • works or engages in the practice of a voluntary trade;
  • worked or was engaged in the practice of a voluntary trade within the preceding year;
  • has or had an affiliation with a member of the College or with a compulsory or a voluntary trade that may bias their decisions;
  • is or was a member of the governing structure of the College; and
  • is or was a member of the Appointments Council or the old Appointments Council.

    Term:  The chair, associate chairs and members may serve for a term of up to three years and may be reappointed. No member may serve for more than six consecutive years. Members who have served for six consecutive years are eligible for reappointment after one year's absence from COTACCR, notwithstanding the limitations described in the Act and outlined above.

    Meetings:  The Appointments Council branch meets on a bi-monthly basis at the call of the associate chair. Members also meet on a monthly basis for subcommittee activities.

    Once a trade has been referred to the Classification Roster, the associate chair of the Classification Roster would appoint members of classification panels from among the other members of the Classification Roster. It is anticipated that a maximum of 5 trades could be referred to the Classification Roster for a trade classification review per year.

    Requirements:  Chair of COTACCR: Demonstrated executive level leadership; broad expertise in public administration; knowledge of legal issues dealt with by an adjudicative body; skills in facilitation, mediation and decision-making.

    Appointments Council branch: Demonstrated experience, knowledge, or training with respect to Ontario's apprenticeship and skilled trades system. When carrying out its functions, the Appointments Council branch will take into account the importance of reflecting diversity across the governing structure of the College.

    Classification Roster branch: Demonstrated expertise in areas such as public administration, facilitation and decision-making, health and safety, labour market development and the economy, and consumer protection.. Individual members that would be selected to chair classification panels would have adjudication experience.
