The Government of Ontario seeks a Chair to lead the Board of Directors of the Education Quality and Accountability Office (EQAO). EQAO is an operational service agency of the Ministry of Education, established under the Education Quality and Accountability Office Act, 1996.  The agency measures student achievement in reading, writing and mathematics by conducting annual province-wide assessments at the primary, junior and secondary levels.

The results of these assessments contribute to a comprehensive picture of student achievement used by policy makers, educators, parents and others to target improvements in learning and teaching.  The agency also manages and reports on Ontario’s participation in national and international assessment programs.

The board of EQAO is accountable to the Minister of Education, through the Chair, for governance and oversight of the agency. 

The Chair is accountable to the Minister for the overall performance of the agency in fulfilling its mandate in accordance with the EQAO Act, the Memorandum of Understanding between the Minister and the Chair, approved strategic and business plans, and the policies and directives established by the Minister of Education, Minister of Finance, Cabinet and its committees.

The Chair is responsible for providing leadership to EQAO and ensuring the implementation and monitoring of actions that support its goals, objectives and strategic directions.

A Chief Executive Officer (CEO) supports the Chair and the board and is accountable for overseeing the day-to-day management and operation of the agency and for supervision of the agency’s staff pursuant to the Public Service of Ontario Act, 2006.

In order to align with anticipated future government direction on the provincial assessment program, the Chair must possess strategic leadership skills and experience leading business transformation in a public sector setting.  


The following qualifications are required:
-  comprehensive understanding of the context in which the EQAO operates, as well as an understanding of the government’s objectives or the ability to acquire such understanding;
-  transformational leadership experience in the public sector;
-  strategic leadership skills including the ability to link long-range vision and concepts to core business, with a sophisticated awareness of the impact that plans, objectives, trends and changes have on strategies and choices; 
-  ability to clearly articulate a strategic vision and oversee the implementation of plans and strategies to deliver efficient, effective and high quality programs;
-  understanding of government values and a commitment to government values, accountability structures and transparent processes;
-  understanding of sound financial and operational business processes and practices;
-  understanding of sound governance practices;
-  knowledge and experience related to education sector at the local, school board and provincial levels;
-  knowledge and understanding of the agency’s mandate and approaches to student assessment and school improvement systems;
-  Bilingualism (English and French) is an asset.

All members of the Board, including the Chair, must be persons who are not employed by a school board or by the Crown in a provincial ministry. The Chair is required to perform all duties in an independent manner, and not as a representative of their employer or any other person or body. 

The Board Chair is an appointment by Order-in-Council for up to three years and is subject to renewal.
Time Commitment:
The Board meets quarterly at various locations across the GTA and may meet more frequently if requested by the Chair. The position of Chair involves a considerable time commitment, and flexibility to be available to attend special events which may occur during the business day, evening or weekend.
$225 Per Diem and approved reimbursement at the fixed government rate for travel and meals as prescribed by the government’s Travel, Meal and Hospitality Expenses Directive.
