Ontario Electricity Financial Corporation

GREG ORENCSAK

Greg Orencsak became the Deputy Minister of Finance in June 2018. Greg first joined the Ontario Public Service (OPS) in 1999 on an internship as an economist for the Ministry of Finance. Since then, he has held progressively senior positions in the public service. In November 2010, he became Associate Deputy Minister of the Office of the Budget and Treasury Board in the Ministry of Finance, where he was responsible for the coordination of the delivery of the annual Ontario budget. He was appointed Deputy Minister of Government Services in April 2014 and later that year became the Deputy Minister of Treasury Board Secretariat. Concurrently, he also served as Chair of the Public Service Commission, which ensures the effective management of human resources in the OPS. In 2017, he became Deputy Minister of Advanced Education and Skills Development. Greg also previously worked in the private sector as a partner in Ernst & Young’s Canadian advisory practice, where he served as the firm’s National Leader for Public Policy and Fiscal Innovation.

GADI MAYMAN

As CEO of the Ontario’s Financing Authority (OFA), Gadi Mayman is responsible for the Province’s capital market activities, including borrowing and debt management, corporate and electricity finance projects, and its banking and investor relationships. He is also CEO and Vice-Chair of the Ontario Electricity Financial Corporation. Prior to joining the OFA, Gadi worked at Export Development Canada in Ottawa and in the International Division of the TD Bank. He received a Bachelor of Applied Science in Industrial Engineering from the University of Toronto in 1981, and an MBA from the Ivey Business School at the University of Western Ontario in 1988. Gadi is also on the board of Invest Ontario and is Co-Chair of the Joint Nuclear Funds Investment Committee, a joint committee of the OFA and Ontario Power Generation.

STEPHEN RHODES

Stephen Rhodes was appointed Deputy Minister of Economic Development, Job Creation and Trade in June 2022. Previously, he served as the Deputy Minister of Energy, the Deputy Minister of Northern Development and Mines, the Deputy Minister of Transportation, the Deputy Minister of Correctional Services, and the Ministry of the Attorney General’s first Associate Deputy Minister, providing strategic oversight and senior executive leadership. Prior to his appointment as Associate Deputy Minister, Stephen served for seven years as the Ministry’s Chief Administrative Officer and Assistant Deputy Attorney General, Corporate Services Management Division. During his tenure with the Ontario Public Service, Stephen has taken on increasingly challenging and complex roles leveraging his policy, operations and business expertise. Stephen holds a Master of Science in planning from the University of Toronto, an Honours BA in geography from Wilfrid Laurier University and is a graduate of the University of Western Ontario's Ivey School of Business Executive Development program.

RONALD KWAN

Ronald Kwan is the Assistant Deputy Minister, Corporate and Electricity Finance Division, Ontario Financing Authority and is Vice President of OEFC. Ronald first joined the Ministry of Finance's Office of Economic Policy, in 1995, holding progressively senior positions; and providing analysis and advice in the electricity sector since 1998, including as Director of the Electricity Finance Branch from 2008 to 2012, and as Assistant Deputy Minister since 2012. Ronald has provided analysis and advice on the financial aspects of the electricity sector including the financial restructuring of the old Ontario Hydro and stranded debt; financial analysis of Hydro One and Ontario Power Generation assets, including under rate regulation; nuclear supply options, including Bruce Power and refurbishment; and the implementation of the Ontario Nuclear Funds Agreement. Ronald has an Honours BA in Economics from the University of Western Ontario and a Masters in Economics from Harvard University.

ELIZABETH DOHERTY

Elizabeth Doherty joined the Ontario Public Service in 1992 as a junior policy analyst in the former Ministry of Industry, Trade and Technology. She joined the Taxation Policy Division of the Ministry of Finance in 1993, where she held successively progressive roles including senior policy manager responsible for Ontario’s adoption of the Harmonized Sales Tax (HST). More recently, Elizabeth was the Assistant Deputy Minister of the Income Security and Pension Policy Division in the Ministry of Finance and is currently the Assistant Deputy Minister of Office of the Budget. Elizabeth holds a BA in Political Science from Carleton University, and a MBA from York University’s Schulich School of Business.

STEEN HUME

Steen Hume was appointed Assistant Deputy Minister of Energy Supply Policy Division at the Ministry of Energy in June 2015. Steen has an extensive background in policy development and government decision-making. From 2011 to 2015, Steen was Director and Executive Assistant to the Secretary of Cabinet, in Cabinet Office. During his tenure, Steen has worked with Secretaries Shelly Jamieson, Peter Wallace and Steve Orsini. Steen has also held senior positions in a number of ministries including Energy, Science and Technology, Economic Development, Management Board Secretariat, Intergovernmental Affairs, Energy and Infrastructure and Finance. Steen has an Honours BA in Political and Cultural Studies from Trent University and a Master of Arts in Political Studies from the University of Victoria.

NANCY MUDRINIC

Nancy Mudrinic is the Associate Deputy Minister of the Office of Regulatory Policy and Agency Relations at the Ministry of Finance. In this role, Nancy provides executive leadership and direction for strategic planning and priorities with respect to the government business enterprises, financial services, and pension policy and income security. Previously, Nancy held Assistant Deputy Minister roles in the Postsecondary Education Division at the Ministry of Training, Colleges and Universities; the Community Hubs Division in the Ministry of Infrastructure; and the Assistant Deputy Minister of Risk Management, Financial Oversight and Games Time Operations at the Ontario Pan/Parapan American Games Secretariat. She has held various senior positions within the Ontario Public Service, including in Cabinet Office the Ontario SuperBuild Corporation and the Ministry of Transportation. Nancy previously held government observer positions in various boards including TO2015 Pan/Parapan American Games Organization, and Waterfront Toronto. Nancy has an Honours BA degree in Economics and Geography, and a Master of Science degree in Planning, both from the University of Toronto.

MAUREEN BUCKLEY

Maureen Buckley is the Assistant Deputy Minister and Provincial Controller, Office of the Provincial Controller Division, Treasury Board Secretariat. In this role, Maureen is responsible for maintaining Ontario’s Public Accounts, preparing the Annual Report and Consolidated Financial Statements for the Province, providing accounting and financial management advice to the government and ensuring effective financial systems, control policies and practices are in place. Maureen worked at Price Waterhouse before joining the Office of the Auditor General as an Audit Manager in 1994. Since then, Maureen has held several leadership positions across the Ontario Public Service, including as Assistant Deputy Minister/Chief Administrative Office, Regional and Corporate Services Division supporting the ministries of Citizenship and Immigration, Tourism, Culture and Sport, International Trade, Status of Women and Seniors Affairs. Among Maureen’s many accomplishments is her involvement in the development and implementation of the Integrated Financial Information System (IFIS). Maureen is a Chartered Accountant (CPA, CA) and holds a BA from York University.

NANCY KENNEDY

Nancy Kennedy is the Chief Lottery and Customer Officer at the Ontario Lottery and Gaming Corporation (OLG), where she is responsible for driving value and growth within OLG’s Lottery business, has oversight of the company’s enterprise Customer Experience function, and leads OLG’s Enterprise Strategy function which supports all areas of the organization. Prior to joining OLG, Nancy served as the Deputy Minister of Treasury Board Secretariat and as Associate Deputy Minister in the Office of the Regulatory Policy and Agency Relations at the Ministry of Finance. Nancy has two decades of senior public policy and regulatory experience leading a number of high profile projects, including work with OLG, the Liquor Control Board of Ontario, the Ontario Cannabis Store and Metrolinx. She has also held senior positions in the Ministry of Health and Long-Term Care and Cabinet Office, leading strategy and a number of high profile policy projects.
