HEALTH PROFESSIONS APPEAL AND REVIEW BOARD


LAMOUREUX, LINDA
Linda Lamoureux is a graduate of Queen's University and the University of Windsor Law School. Ms. Lamoureux has extensive experience in the areas of legal and regulatory compliance, business ethics, governance and health care. Prior to her appointment, in addition to practicing law for several years, Ms. Lamoureux served in a number of roles, including Ethics Officer and Vice-President of a regulatory services division. Ms. Lamoureux's past community involvement includes serving as a member of the Board of Directors of her community hospital.


VAUTHIER, JANICE HELEN
Janice Helen Vauthier has been working with the law firm of Vauthier, Paivalainen for over eighteen years. Ms. Vauthier is an executive director of the Ontario Bar Association, and a member and Past-President of the Thunder Bay Law Association. She currently sits as a Governor of Confederation College and has also been an active member of several community organizations. These include the Women's Leadership Forum Steering Committee and the Thunder Bay United Way Campaign. Ms. Vauthier holds a Bachelor of Laws degree from the University of Windsor.


LOBU, TAIVI
Taivi Lobu's background as a lawyer includes both private practice and legal clinics in native communities in northern Ontario and immigrant communities in urban areas. Ms. Lobu has served as the executive director of Community Legal Education Ontario and has served on the board of the Public Legal Education Association of Canada; taught in the Law Society's Bar Admission course and at Ryerson Polytechnic University. She has also worked with Ontario's three Chief Justices in founding the Ontario Justice Education Network.


DAVIES, ANNE MICHELE
Anne Michele Davies is a Business Consultant and speaks on the topic of building innovation in youth. From 2003 until 2007, Ms. Davies held positions in business development at Coinamatic Canada Inc. and IBM. Her specialty is in Business Transformation, and Customer Value. Earlier in her career, she specialized in strategic and administrative areas of Human Resources, Pension Planning and Systems Planning at Noranda Inc. Ms. Davies holds a Bachelor of Mathematics degree from the University of Waterloo and a Master of Business Administration from the University of Western Ontario.


GOLDBERG, BONNIE
Bonnie Goldberg has worked for the University of Toronto, Faculty of Law since 1997, most recently as the Assistant Dean of Students. Ms. Goldberg holds a Bachelor of Arts degree from the University of Western Ontario and a Bachelor of Laws degree from the University of Toronto. She has clerked at the Ontario Court of Appeal, and previously worked as a research lawyer. Ms Goldberg chairs academic appeals for the University of Toronto and has provided consulting services to the University's Judicial Affairs Office.

LALONDE, ERNEST
Ernest Lalonde is a finance and communications professional with a broad range of experience in the international mining sector. A professional engineer with a Master of Business Administration degree in Finance, Mr. Lalonde spent twenty-five years with Canadian mining companies working in finance, planning, investment analysis, business development and communications. He has also acted as a communications consultant specializing in mining investor relations. Mr. Lalonde is currently a Senior Vice-President responsible for the analysis of mining company debt obligations for a Canadian bond rating agency.

MCKELVEY, DARCIE
Darcie McKelvey was a member of the Criminal Defence Bar for fourteen years after graduating from law school. More recently, Ms. McKelvey worked as a consultant with Catalyst Consulting. She is a member of various horticultural and field-naturalist groups, and is currently President of the Dufferin Beekeepers Association. She holds a Bachelor of Laws degree from York University and a Bachelor of Business Administration and Commerce from the University of Alberta.

NAKAMURA, MARK
Mark Nakamura is a writer/consultant. He has been the Director of the Multicultural and Race Relations Division of the Municipality of Metropolitan Toronto and the Director of Compliance and Conciliation (Metro Region) of the Ontario Human Rights Commission. Mr. Nakamura holds an Honours Bachelor of Arts degree in History from the University of Toronto. As a volunteer, he has served as the President of the York Community Care Access Centre, the Alzheimer's Society of Toronto, the Japanese Family Services Association, and the Annette Baseball Association.

VETHAMANY, RAVI
Ravi Vethamany has been engaged in public service since 1986. Mr. Vethamany was a lawyer for the Ontario Legal Aid Plan, and a student lawyer for the Ontario Ministry of Community and Social Services and Dalhousie Legal Services in Halifax, Nova Scotia. He was also an elementary and secondary school teacher for the York Region, Toronto, Ottawa-Carleton, and Rainbow district school boards. Mr. Vethamany holds degrees in Science, Law and Education, including a Master's degree in Education.

TYE, HUGH
Hugh Tye has been Executive Director of Hamilton Mountain Legal and Community Services since 1995. Mr. Tye practices in the areas of tenant rights, worker's compensation, CPP disability and human rights. He has also served as Staff Lawyer at the Centre for Spanish Speaking Peoples, Articling Clerk at the Ministry of the Attorney General, and Policy Analyst at the Office of the Worker Advisor. He is Co-Founder and Co-Chair of the Pleasant Valley Neighbourhood Committee and has longstanding involvement with Rygiel Supports for Community Living.

ST-HILAIRE, GABRIELLE HÉLÈNE
Gabrielle St-Hilaire is a professor and former Vice-Dean at the Faculty of Law at the University of Ottawa, where she teaches courses in taxation and corporate law. Professor St-Hilaire is a former law clerk to the Tax Court of Canada and she has worked as a litigation lawyer with Justice Canada. She holds a Bachelor of Laws degree and a Master's in Business Administration from the University of Ottawa, as well as a Bachelor of Education and a Bachelor of Arts from the University of Manitoba. She has served on a number of boards and committees.

TWILLEY, SHARON ANN
Sharon Twilley is the Executive Director of Waterloo Region Community Legal Services. She was called to the Bar in Ontario in 1980 and is a graduate of Osgoode Hall Law School. Currently, Ms. Twilley is a member of the Board of Directors of ARCH Disability Law Centre. She has recently completed six years of service with the Board of the Canadian Down Syndrome Society and remains an active committee member.

SANCHEZ DE MALICKI, ELVIRA
Elvira Sánchez de Malicki is the founder and first President of the Canadian Hispanic Congress and has also served, among others, on the Boards of the Canadian Ethnocultural Council, the Federal and Ontario Councils on Multiculturalism and Citizenship, Harbourfront Centre and Telefilm Canada. For almost thirty years, Ms. Sanchez de Malicki has worked in Television as host, news anchor and independent producer as well as being the business administrator for the Malicki & Malicki law firm. She holds an Executive Master of Business Administration degree from Queen's University.

FODA, RABIZ
Rabiz Foda is a Professional Engineer currently on staff with Hydro One Inc. Previously, Mr. Foda was employed with Atomic Energy of Canada Ltd., MMM Group, and Tata Electric Companies in India. He volunteers with the Professional Engineers Ontario-Experience Requirements Committee and is Past President of IIT Alumni Canada Inc. In addition, he is Editor of PiTech, a technology review magazine. Mr. Foda is a Graduate in Management Studies from the University of Bombay and holds a Bachelor of Technology degree in Electrical Engineering from the Indian Institutes of Technology.

HUSCROFT, GRANT
Grant Huscroft is a Professor of Constitutional Law at the University of Western Ontario's Faculty of Law. From 1987 until 1992, Mr. Huscroft worked in a variety of capacities with the Ontario Ministry of Labour, including Counsel and Senior Policy Advisor. From 1992 until 2002, he was a member of the University of Auckland's Faculty of Law. Mr. Huscroft earned his Bachelor of Arts degree from the University of Western Ontario, his Bachelor of Laws from Queen's University, and his Master of Laws from the University of Aukland in New Zealand.

BOUCHER, MICHAEL
Michael Boucher retired after thirty years of senior leadership experience, including ten years as President of Parkwood Hospital, and Vice President with St. Joseph's Health Care in London. Mr. Boucher acts as Surveyor for the Canadian Council on Health Services Accreditation. His community involvement includes volunteering with the United Way and serving as a member of Family Service London, and a member of the Ontario Hospital Association. Mr. Boucher earned his Undergraduate degree from the University of Western Ontario and his postgraduate diploma in Health Administration from the University of Toronto.

Norma Grant has over twenty-five years of experience working in the Banking sector, primarily in the area of Residential Mortgage Underwriting. Rob Steele has over thirty years of experience in consulting and senior management. Recently retired from IBM, Mr. Steele's career included roles in marketing, sales, consulting and operations at the executive level. STEWART FERREIRA, LYDIA
Lydia Stewart Ferreira is a PhD candidate at Osgoode Hall Law School. Ms. Stewart Ferreira holds Bachelor of Science, Master of Public Health, Bachelor of Laws, and Master of Laws degrees. She has taught Public Health Law and Elder Law at the Windsor and Queen's Faculties of Law and is on the Research Ethics Board at the University of Toronto. Over the last twenty years, Ms. Stewart Ferreira has worked for municipal, provincial and federal governments, as well as the private sector in policy and legal capacities. She is a member of the Ontario Bar Association Section Executive and the Canadian Bar Association.

AZIZ, MUAZAZ
Muazaz Aziz holds a Bachelor of Law degree from the University of Baghdad in Iraq, and a Certificate of Immigration Consultancy Program from Humber College in Toronto. Ms. Aziz practiced Law in Baghdad for twenty years, and has been working as a Settlement Counselor at the Arab Community Centre of Toronto since 2000. She is also an accredited court interpreter and translator. Ms. Aziz is actively involved in the community, including organizing several fundraisers to help assist youth programs, sick children, and the victims of human rights abuse.

Marc D'Amours is sole practitioner at D'Amours Law Office. PROULX, CHANTAL
Chantal Proulx is Senior Counsel for the Office of the Commissioner of Review Tribunals, CPP/OAS. Ms. Proulx holds a Bachelor of Business Administration degree, a Bachelor of Laws, and a Master of Laws in Dispute Resolution. She has additional training in Mediation and Negotiation from Harvard Law School and Leadership Training from Queen's University. Ms. Proulx is also a volunteer mediator with the YMCA.

Sharon McKeown is a Chartered Accountant who manages a private investment company in Windsor. Ms. McKeown earned Bachelor of Commerce and Master of Education degrees from the University of Windsor. She has worked in public accounting, but spent most of her career teaching at the University of Windsor. Ms. McKeown has served many years on not-for-profit boards, particularly in the healthcare sector, including a two-year term as Chair of the Windsor Regional Hospital Board of Directors.

Marla K. Burstyn was a Litigation Associate in the law firm of Genest Murray DesBrisay Lamek, where she practiced personal injury and insurance litigation. Ms. Burstyn was called to the Bar in 1996 and holds a Bachelor of Laws degree from the University of Toronto. She is a member of the Society of Adjudicators and Regulators.

LAWFORD, MICHELE JUSTINE
Michele Lawford is a Lawyer, who practiced for many years in Toronto, specializing in litigation and competition law, administrative law, health law and policy, and legal research and drafting. Ms. Lawford has been involved with the University of Toronto's Human Subjects Review Committee as an Ethical Reviewer of Clinical Trials and Research involving Human Subjects, and with the Toronto Biotechnology Initiative. She currently carries on a specialized practice focused on health law and policy matters.

KOVANCHAK, STEPHEN G.
Stephen Kovanchak is a Partner with A. Donald Ferris and has carried on an extensive practice, including family and divorce law, commercial litigation, insolvency work in litigation, elder care law and estates and wills. Mr. Kovanchak has served as a Deputy Judge in the Small Claims Court for the past thirty years. Previously, Mr. Kovanchak was a Business Law Lecturer at Lakehead University and served as an Assistant Crown Attorney. In addition, he was Secretary/ Treasurer and Vice-President of the Thunder Bay Law Society, a member of the Board of Directors of the George Jeffery Children's Centre, and has volunteered with and supported fundraising efforts on behalf of the local Multiple Sclerosis Society.

Samia Makhamra is a Research Consultant. Previously, Ms. Makhamra worked on projects with the University of Toronto. She is a former contributor to the Arab Federation in Brazil. Ms. Makhamra has also worked with Citizenship and Immigration Canada, and the Eritrean Canadian Community Centre. Ms. Makhamra's community involvement includes volunteering with Mom2Mom, the Eritrean Canadian Community Centre, and the Social Network for Arab Professionals.

Louise Bélanger-Hardy is a Law Professor with the Faculty of Law at the University of Ottawa, where she previously acted as Vice Dean. Ms. Bélanger-Hardy has been a member of various research ethics boards including Canadian Blood Services, the University of Ottawa and the Royal Ottawa Hospital Rehabilitation Centre. James Dault has thirty-eight years of experience in the education sector. He retired from his position as Principal with the Simcoe-Muskoka Catholic District School Board after thirty-three years of employment. Deborah Coyne is a consultant in association with Robert Howse in Toronto. Ms. Coyne's areas of expertise are international institutions and economic policy, international development, regulatory reform, administrative law, privatization and public sector restructuring. Previously, Ms. Coyne was a Policy Analyst with the United Way of Greater Toronto and a Senior Advisor with Infometrica Limited in Ottawa. She has served as a member of the Advisory Council and a member of the Steering Committee of Friends of Canadian Broadcasting, and a member of the Editorial Advisory Board of Policy Options, a non-profit national journal. Ms. Coyne is a member of the Law Society of Upper Canada.

SOSSIN, LORNE
Dr. Lorne Sossin is a Professor with the Faculty of Law at the University of Toronto, where he teaches courses in administrative and constitutional law. Dr. Sossin is a former law clerk to a Chief Justice of the Supreme Court of Canada, a former Associate in Law at Columbia Law School, and a former litigation lawyer with the firm of Borden & Elliot (now Borden Ladner Gervais). Prior to joining the University of Toronto in 2002, he was a Faculty Member at Osgoode Hall Law School, where he continues to serve as Co-Director for the LL.M program in Administrative Law.

LEDGER, SHELLEY D.

STASILA, DAVID (DAVE)
David Stasila served with the Workplace Safety and Insurance Board (WSIB) for fourteen years, most recently as Director of Investments. Prior to this, Mr. Stasila performed audits in the Internal Audit Departments of the WSIB, the Canadian Broadcasting Corporation and served with the Office of the Auditor General of Ontario as the Director of EDP Audit Branch Operations. He holds a Master of Business Administration degree from McMaster University and is a Chartered Accountant.

BOSSIN, MICHAEL
Michael Bossin, a graduate of Osgoode Hall Law School, was called to the Ontario Bar in 1980. Mr. Bossin practices immigration and refugee law in Ottawa, where he also teaches Immigration Law at the University of Ottawa's Faculty of Common Law. He has a long association with Amnesty International. Mr. Bossin is Past President of Amnesty International Canada and currently sits as Chair of Amnesty International Canada's Executive Committee.

Kathleen Ryan Elliott is a committed educator, with over twenty years of teaching experience. Ms. Elliott was a lead author for Canadian and International Law and All About Law. She operates Kathleen Elliott Consulting, an educational writing and consulting business. Ms. Elliott is a member of the Ontario College of Teachers. She is a Lord Beaverbrook Scholar in Law and holds a Law degree from the University of New Brunswick, in addition to her Bachelor of Business Administration degree from the University of New Brunswick and her Bachelor of Education degree from the University of Toronto.

GORDON, PHYLLIS
Phyllis Gordon is a lawyer who has worked in the not-for-profit sector, public sector and in private practice. Ms. Gordon was the Executive Director of ARCH Disability Law Centre from 2000 until 2007. Previously, she was a labour relations arbitrator, a Commissioner of the Canadian Human Rights Commission, Chair of the Pay Equity Hearings Tribunal of Ontario, and the Clinic Director of Parkdale Community Legal Services. Ms. Gordon has practised law in Hamilton and Kingston. She holds a Bachelor of Laws degree from York University.

GO, AVVY YAO-YAO
Avvy Go is a lawyer who was called to the Ontario Bar in 1991. Ms. Go earned her Bachelor of Laws degree from the University of Toronto and her Master of Laws degree from Osgoode Hall Law School. Since 1992, Ms. Go has been the Clinic Director of the Metro Toronto Chinese and Southeast Asian Legal Clinic. She is a bencher of the Law Society of Upper Canada and has served on the board of directors of a number of non-profit organizations, including the Urban Alliance on Race Relations and the Community Social Planning Council of Toronto.

KELLY, THOMAS JOSEPH JOHN
Thomas Kelly has been a Principal of the law firm of Kelly, Hayes, Heyninck & Kilpatrick in London, Ontario for fifteen years. For seven years, Mr. Kelly conducted hearings as a Legal Member and Chair of Review Tribunal Hearings under the Canada Pension and Old Age Security legislation, and was an Instructor for the Ethics Bar Admission Course. Mr. Kelly is a member of the Professional Bar Association in Middlesex County. He holds a Bachelor of Laws degree from the University of Windsor and an Honours Bachelor of Science degree in Biochemistry and Bachelor of Commerce degree from the University of Toronto.

Sheldon Cohen has over thirty years experience in the hospitality industry and is C.E.O. of Event Foods, a corporation providing services to large special events. Currently, Mr. Cohen is Vice-Chair of the Food Building Exhibitors Association, C.N.E. His community involvement has included board membership with Variety Club Equestrian Centre, Chair of the Parent Advisory Committee at the Toronto District School Board, and volunteer at the Community Association for Riding for the Disabled. Mr. Cohen holds a Master of Psychology degree from the University of Guelph.

DENOV, CELIA
Celia Denov has over thirty years of experience working in the fields of social services, health and women's issues. After working for the Ontario Public Service for twenty-five years, Ms. Denov retired as Assistant Deputy Minister, Ministry of Community and Social Services in 2000. She was formerly a secondary school teacher in Tanzania with the Canadian University Services Overseas. Ms. Denov is currently working in public policy. She holds a Master of Social Work degree from the University of Toronto.

TAYLOR, PHILLIP S.
Phillip Taylor served for more than twenty years as Investigator at Roach, Schwartz & Associates in Toronto. For nine years, Mr. Taylor was a defence investigator at the United Nations International Criminal Tribunal for Rwanda, where he was responsible for interviewing witnesses, research, and trial strategy. Mr. Taylor is a host and producer at CIUT 89.5 FM., University of Toronto Radio.

GETSON, GARY W.
Gary Getson is a retired Executive of IBM Canada Ltd. Mr. Getson has held a number of leadership roles in the development of Strategy and Change consulting in Canada, in a variety of industries and in the public sector. He has had an active interest in many community organizations, including the Canadian Information Processing Society, Boy Scouts of Canada, Kiwanis Club of Toronto, and recently The Antique and Classic Boat Society. Mr. Getson is also a Partner in a consultancy, Profitness Advisors Group. Christopher King has been an Educator with the Scarborough and Toronto Boards of Education for over thirty years. Mr. King has been an associate principal and adjunct professor with the Ontario Institute for Studies in Education, the University of Ontario Institute for Technology, York and Queen's University. He is a Past President and director of the Markham Fair and the East York Agricultural Society. Mr. King is a community advocate for the physically challenged. Stephen Jovanovic has been a Partner with the law firm of Bartlet & Richardes LLP since 1982. Mr. Jovanovic practices employment and labour relations, civil litigation and administrative law.
