Function:  The council advises the Minister on any matter related to the establishment and provision of special education programs and special education services for exceptional pupils, including the identification and provision of early intervention programs for students with special needs. In the area of special education, it reacts to Ministry proposals or positions, identifies problem areas and makes recommendations for the Ministry's consideration. It also provides information and advice to Ministry staff and submits annual reports on its activity to the Minister.

Membership:  The council is composed of the following members, appointed by the Minister:

a) a minimum of nine and a maximum of twelve voting members, each representing an exceptionality approved by the Ministry of Education;
b) one voting member representing students/youth;
c) one voting member representing Native persons;
d) five voting members representing the following educator groups: 1. Supervisory Officers, 2. Principals, 3. Teachers, 4. Educational Assistants, 5. Trustees;
e) four voting members representing the following support professionals: 1. Medical Practitioners, 2. Psychologists, 3. Social Workers, 4. Speech and Language Pathologists; and
f) one non-voting member from each of the following: 1. Ministry of Children and Youth Services, 2. Ministry of Health and Long-Term Care, 3. Ministry of Community and Social Services, 4. Ministry of Training, Colleges and Universities.

Two of the voting members are representatives of the Roman Catholic community and two of the voting members, one of whom is from the Educator group, shall be representatives of the Franco-Ontarian community and have the mandate to consult widely within the Franco-Ontarian community with respect to all matters pertaining to special education. The Minister appoints a Chair and a Vice-Chair from among the voting members.

Term:  There is no limitation in the Order-in-Council.

Meetings:  The council meets up to three times a year for a maximum of four and a half days per year.
