Function: The Justices of the Peace Appointments Advisory Committee's function is to classify candidates for appointments as justices of the peace in Ontario and to report on the classifications to the Attorney General. Committee members are responsible for a number of functions, including: developing a justice of the peace application form; developing the application procedure and general selection criteria; advertising annually for justice of the peace positions in each region; determining the skills, abilities and personal characteristics that are desired in a justice of the peace; and classifying candidates and reporting on classifications to the Attorney General.
Membership: The Advisory Committee is composed of seven core members as follows: a judge of the Ontario Court of Justice appointed by the Chief Justice of the Ontario Court of Justice; a justice of the peace appointed by the Chief Justice of the Ontario Court of Justice; a justice of the peace familiar with aboriginal issues appointed by Chief Justice of the Ontario Court of Justice; four persons appointed by the Attorney General.
The Advisory Committee is also composed of seven regional committees of 8 members each: regional senior judge of the Ontario Court of Justice; regional senior justice of the peace; not more than 5 other persons appointed by the Attorney General; a member of the bar appointed by the Attorney General from a list of three names submitted by the Law Society of Upper Canada.
The Attorney General designates one of the core members as chair.
Term: Public members are appointed by the Attorney General of Ontario for 3-year terms, except for the initial appointments, which were staggered for either 2-year and 1-year terms. Public members are eligible for reappointment. The chair of the Advisory Committee shall serve a term for up to three years and may serve for two or more terms. If a vacancy occurs among the core or regional members, a new member may be appointed under the application provision for the remainder of the term.
Meetings: The Core Committee would meet once a month or 12 times a year. The regional committees would meet on an as required basis to screen applications for justice of the peace appointments, select candidates to be interviewed, conduct interviews and make recommendations to the Attorney General approximately 16 times per year.
Requirements: The Government of Ontario is committed to ensuring that its appointments to the Justices of the Peace Appointments Advisory Committee are reflective of Ontario's linguistic duality and the diversity of its population and ensuring overall gender-balance. The members should have a proven level of achievement in the professional, academic, or business sectors, in the community or in the broader public sector; a commitment to community service; a demonstrated reputation for integrity, fairness and objectivity; sensitivity to societal issues and values; a commitment to continuing education; demonstrated capacity for compassion and empathy; and tack, diplomacy and discretion. Members must be available to commit their time and attend meetings as required. Members will need to be able to assimilate, interpret and analyze large quantities of material in various formats, often of a sensitive nature.
